The following items are applicable to this modification:

AMENDMENT NOTES

1. The purpose of this amendment is to update the Statement of Work (SOW), add a site layout, extend the closing date, and answer questions from industry.

2. A revised Statement of Work and a site layout for the equipment are incorporated with this amendment.

3. The solicitation closing date is hereby extended to July 29, 2024 at 10:00AM CDT.

4. All other terms and conditions remain unchanged.

Below are the questions and answers form industry:

Question 1. Quantity of machines? 2 or 3?

Answer 1: The quantity is to be three (3) machines.

Question 2. Taper requirements - Says RFQ says +/- 45 degrees. Is this 45 degrees required on a certain height of part such as 2" or over the total Z travel of the machine? What is the maximum height of part that would require 45 degree taper?

Answer 2: There is not specific part that requires a 45 Degree taper/angle. The machine should have the require travel and capability to if needed.

Question 3. Travel and maximum part size - RFQ says minimum of 10" of Z travel and then section 3.1.6 says A cutting area with a minimum work area of 28" x 24" x 10". Please confirm:

o What is the maximum part size you require?

o What is the requirement for X and Y travels?

Answer 3: A: There is no specific parts.

B: X=27”, Travel, Y= 17”, Travel, Z= 15”, Travel

Question 4. Wire spool size - I saw 22lb spools of wire onsite. Please confirm what wire size spools you would like to use on the new machines? Standard is 17.6lb spools or we can accommodate larger such as 22.6lb and 55lbs.

Answer 4: The standard roll is fine. We currently use 22#, the is no need for the 55#.

Question 5. Floor space is 12' x 12' per machine. What is the ceiling height of the area?

Answer 5: Height 9’-2” to rafters, the lights hang down 16.5 inches from rafters.

Question 6. Will rigger be required to remove or move any equipment in addition to new machines?

Answer 6: Yes, please refer to the Statement of Work 5.2.6 Equipment Removal: The Contractor shall remove the old equipment listed on the drawing of Building 145. The equipment will be removed from Building 145 and transported to the ANAD Recycling Center.

Question 7. 3.1.1 has a requirement for 3D coordinate system rotation o Are you wanting a 3D type probe in the machine?

o Is this probe for aligning the top of the part so the wire is perpendicular to the top of the part?

o Does the probe also need to measure in the X and Y planes?

Answer 7: A: 3-D Coordinate System Rotation is required. Do not need a probe, prefer function that allows touching off with wire.

B: N/A C: N/A

Question 8. 3.1.3.1 Machine positional requirements - please confirm linear positional accuracy and repeatability for X and Y axis. (It was discussed during the tour that the stated accuracy and repeatability in the RFQ may be incorrect.)

Answer 8: A. The Accuracy of the Absolute Rotary Encoder feedback shall be 0.000004” per foot at 68° ± 3°F B. The Linear Positioning Accuracy should be equal to +/- 0.00006 for all Machine Axes.

Question 9. Section 3.1.9 Low profile fixture clamps. Says clamps should be adjustable for thin to thick material. What is the minimum and maximum thickness material required?

Answer 9: Thickness of material runs from 1/8” to 6”.

Question 10. Section 3.4 on electrical requirements. Machine will have a transformer that can be tapped to your incoming 3 phase power. The machine "chiller" is a secondary connection and requires either 230/240 or 460/480v 3 phase power. For the chiller, do you want 230/240 or 460/480v power?

Answer 10: The current voltage in service is 480 volts or a transformer will be required.

Question 11. Section 4.2 discusses performance.

o Can you clarify if the test cuts will have 45 degree taper while cutting the 2" thick material?

o Will the supplier or customer (Anniston Army Depot) conduct these tests prior to machine signoff?

Answer 11: If the proposed machine is capable, then Yes. The machine will be required to cut a 45 degree angle as required in the Statement of Work.

Question 12. 5.2.4.1 Electrical section - During site visit, it was discussed that customer (Anniston Army Depot) would bring power and wiring to the machine location and the contractor would be responsible for connecting to the machine.

o Is this correct?

o If the contractor is required to supply all electrical from machine to the disconnect, may we come back onsite with an electrical contractor to review specific requirements of the site?

Answer 12: Yes. The Government will provide electrical power as stated in Paragraph 5.2.5.1.

Question 13. Training - For onsite operator training, RFQ says 10 days.

o Is this 10 days of training the same or multiple groups of people?

o How many operators will be trained in each group?

Answer 13: One group of three 3 machinists/operators.

Question 14. For threading, would you need to thread higher than 200mm?

Answer 14: Yes.

Question 15. Would you like the option for slug welding which leaves a micro fixture and allows the core to be "tapped" out before the finishing cut?

Answer 15: Yes.

Question 16. The specifications for the machine appear to be written for a specific brand and model of machine. They refer to G code functions that may be present on our machine, but may be different G codes. Can you share the model of the machine so we can compare specifications directly?

Answer 16: No. G & M Code for manual programming is requested. Machine programming training will address during training and any differences between the old machine and the new machines will be explained.

Question 17. Part 5.2 of SOW states that “A site layout for the equipment is included with this specification for reference.” Where is this located?

Answer 17: This diagram will be added with this amendment.

Question 18. Machine Acceptance. Is there going to be a factory inspection and destination machine acceptance?

Answer 18: There will not be factory inspection. Machine acceptance will be at be at destination.

Question 19. 7.1 Maintenance Training. Why are you asking for this training to be off site?

Answer 19: Offsite training is preferred.
