Statement of Work Bi-directional Amplifier (BDA) & In-building Distributed Antenna System (DAS) for Buildings
398 and 513 6 April 2020
Scope:
Anniston Army Depot (ANAD) has a requirement to improve radio communications in Building 398 and in Building 513. Currently there is poor radio communication inside each building causing concerns of personnel safety due to lack of communications and control during hazardous maintenance operations. ANAD is requesting implementation of a Bi-Directional Amplifier (BDA) and an in-building Distributed Antenna System (DAS) to be installed at both the Building 398 location and the Building 513 location. The BDA and DAS must work in conjunction with ANAD’s existing Ultra High Frequency (UHF) radio system. The proposed system should provide no less than 95% coverage at each location and audio quality level of understandable speech with repetition only rarely needed in accordance with Delivered Audio Quality (DAQ) 3.4.
Requirements:
Building 398 The proposed in-building DAS must work in conjunction with ANAD’s existing UHF system. The UHF base station is located at Building 81 which is approximately 2.9 miles from building 398 with a bearing of 246.9 degrees.
The dimensions of B398 are approximately 258 feet x 122 feet on one end and 60 feet on the opposite end.
The communications coverage height requirement inside the building range from 24 feet to 51 feet high.
Building 513 The proposed in-building DAS must work in conjunction with ANAD’s existing UHF system. The UHF base station is located at Building 81 which is approximately 3.0 miles from building 513 with a bearing of 245.9 degrees.
The dimensions of B513 are approximately 325 feet x 355. The communications coverage height requirement inside the building range from 24 feet to 50 feet to 90 feet high.
System Requirements The system must be designed for the following frequencies in Megahertz (MHz):
UHF BASE STATION TRANSMIT, TALK-OUT, DOWNLINK
386.13750 386.37500 386.58750 386.82500
388.00000 388.26250 388.56250
UHF BASE STATION RECEIVE, TALK-IN, UPLINK
396.13750 396.37500 396.58750 396.82500
398.00000 398.26250 398.56250
All equipment and services quoted must be compatible and integrate with ANAD’s existing UHF system.
2P
Both building 398 and building 513 house the Automated Storage and Retrieval System (ASRS). This system consists of automatic guided vehicles, conveyor systems, automated cranes, three isles of 90 foot high double deep storage racks, six isles of 45 foot high storage racks and other conventional storage areas. Some areas will be accessible via a lift, others may require a ladder.
The Contractor shall provide a proposal to include hardware, installation services, warranty coverage, a minimum of 1 year on-site service support, a site safety plan, an installation plan, a detailed test plan, identify response times if issues or failures are encountered during and after installation, training and any other materials necessary to meet the above identified 95% coverage at each location. The Contractor shall be responsible for ensuring that all system components are compatible with ANAD’s existing UHF communications system.
The Contractor shall be responsible for performing and following all lock out tag out (LOTO) requirements and procedures in ANAD Regulation 385-8.
The Contractor shall provide Occupational Safety and Health Administration (OSHA) compliant fall protection systems and ensure workers are properly trained. Prior to and at the completion of work performed at a height greater than 4 feet, the Contractor shall complete the ANAD Elevated Work Permit and notify the Directorate of Emergency Services (DES) Fire Department.
Prior to work the Contractor must submit SION Form 380-2 for each worker to gain unescorted access. The Contractor shall obtain this access after contract award and prior to start of work.
The Contractor shall provide all resources necessary to develop manufacture, deliver and install the complete communications system for the specified buildings.
A site visit may be requested by the Contractor prior to quoting. The Contractor will need to contact the ANAD Contracting Officer Technical Representative (COTR) to schedule such a site visit.
Delivery & Installation:
Within 15 days after award of contract, the Contractor shall provide an installation plan, a site safety plan, a detailed test plan, and proposed response times to the ANAD COTR. The installation plan must include but not limited to purchase equipment lead times, proposed installation time frame and identification of any modifications necessary to ANAD buildings. The site safety plan must address LOTO, fall protection and any other identified areas of concern. The test plan must identify multiple areas in both building 398 & 513 in which communication will be tested in order to meet no less than 95% coverage.
ANAD will review the installation plan, site safety plan, detailed test plan and response times for concurrence with contract requirements and report any questions or disagreement to the Contractor for discussion.
The Contractor and the Government shall hold a Start of Work Meeting within 30 days after contract award.
The Government and the Contractor shall meet to clarify all matters including all changes (if any), and the schedule for deliverables. The Contractor shall be prepared to discuss all requirements at this time. Additional guidance will be available through In-Process Review (I R) meetings.
The Contractor shall be responsible for all shipping, storage, and handling of the materials. The Government shall not be responsible for furnishing any labor, equipment or storage space for the loading and unloading of the materials.
Unless otherwise approved by the COTR, installation shall be done during off-duty hours. Normal business hours 0700am – 1630pm Central Time Monday through Thursday and 0700am-1530pm Central Time on alternating Friday. The Contractor shall be responsible for installing all hardware including all labor and materials required. The Contractor shall provide drawings and configuration diagrams of the hardware installed upon completion. The installation shall be performed in consecutive working days until complete.
Deliverables:
The Contractor shall provide, after final installation and operational testing, a RF coverage test document that will show the system is providing the 95% coverage as required under the section titled Delivery & Installation.
Terms of Acceptance:
The contractor shall perform all testing, ensure the system is fully functional.
The COTR will review all testing and functionality of the system prior to final acceptance.
Quotes for Items that are not under government contract at the time the quote is confirmed by the Contracting Office will not be accepted, except when the item quoted are minor and not a significant part of the total quote. Catalog verification required with quote. Contract number and line item number must be included on the quote. All equipment/software must be 508 compliant and included in the quote. Products provided in response to the RFQ must be compliant with all foreign source restrictions applying to DoD and Army purchases. All equipment must meet the Buy American Act & Balance of Payments Program (Jun 2005).
The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.
