LOCAL NARRATIVE

1. The purpose of this amendment is to answer industry questions and to revise the Statement of Work.

2. The Statement of Work for this requirement is hereby revised and shown in its entirety below. This Statement of Work should answer the industry questions for this Solicitation.

3. All other terms and conditions remain unchanged.

Statement of Work

The work to be done consists of furnishing all labor, materials, and equipment, and performing all work in strict accordance with the specifications and applicable codes for the refilling, six year maintenance, twelve year maintenance, and the purchasing of new 10 lb. ABC fire extinguishers for a period of base plus four years. Contract period is to be determined at the time of award. The total number of fire extinguishers to be serviced within a one year period maybe up to 600 fire extinguishers but maybe less than that number depending on the Government’s requirement.

New fire extinguishers purchased should be 10 pound Badger Advantage (part number 21007867) or equal (in price and features) if the Badger fire extinguishers are not available. New fire extinguishers are to be supplied on an as needed basis at the request of the Anniston Army Depot.

Salient features of the 10 pound Badger Advantage fire extinguisher (part number 21007867)

Aluminum valves, handles, and levers

Siphon tubes should be made of plated steel and be threaded versus crimped to provide a more secure connection

Neck opening should be large enough to easily accommodate recharge

Extinguisher shall include a heavy duty hose strap

Pull pin should be large enough to be easily operated with gloved hands

Cylinders shall be made of steel Contractor must be able to perform service on a multitude of brands of fire extinguishers including, but not limited to, the following brands: Amerex, Bullard, Kiddie, & Badger

All refilling, six year maintenance and twelve year maintenance should be done in accordance with the most current version of NFPA 10. This maintenance includes inspecting the fire extinguishers to determine if it is in working order and whether or not the extinguisher should be condemned.

ANAD does not accept tags to indicate that maintenance has been performed. Labels of the sticker type that meet NFPA 10 requirements must be used and placed on the fire extinguisher to indicate what type of maintenance or testing has been performed on the fire extinguisher and the date service was performed.

All serviced fire extinguishers should be returned to ANAD with a breakable seal around the handle that holds the extinguishers pin in place. Serviced fire extinguishers should also have a service collar around the neck of the extinguisher per NFPA 10.

The hose strap and clip shall be replaced on any fire extinguisher in which the original hose strap is missing or broken.

The contractor will also supply the following fire extinguisher accessories to ANAD: extra breakable seals to replace those that are broken during transport and installation, hooks, brackets, and hanger loops with screw. (Any mounting hooks and brackets should have more than one hole to allow for using multiple screws when attaching to a surface.)

Any broken or unserviceable part of a fire extinguisher should be replaced when possible with working parts from an unserviceable fire extinguisher from ANAD. If a used part is not available, then a new part may be used. Any charge for a new part shall be listed on the invoice. This cost will be listed on the quote as miscellaneous parts and will cover things such as stems, gauges, tubes, hoses, and etc.

It is the intent of ANAD DES F&ES to collect 50 to 75 fire extinguishers at a time. At that time the COR will contact the contracting office and tell them the number of extinguishers and what type of maintenance is required. The contracting office will then notify the fire extinguisher contractor to request their service. The fire extinguisher contractor should then coordinate the pickup of said fire extinguishers with the COR. The fire extinguisher contractor should also coordinate the delivery of the completed fire extinguishers back to ANAD with the COR.

Any extinguisher sent for maintenance should at the very least have the six year maintenance performed unless otherwise stated by the COR.

All service and or maintenance performed on ANAD fire extinguishers shall be performed off site (not on ANAD property).

After work is performed, the fire extinguisher contractor will provide an invoice to the COR who will then provide a copy of the invoice to the ANAD Contracting Officer who is responsible for payment to the fire extinguisher contractor.

Any fire extinguisher that is found to be unusable by ANAD or any fire extinguisher that is deemed to be condemned, un‐serviceable, or unusable by the contractor shall be disposed of by the contractor at no cost to ANAD. The contractor releases The U.S. Government, Army, and ANAD from any liability or damage caused during the recycling or use of these fire extinguishers.

Scope Changes. The Contractor shall not proceed with any verbal or written change(s) to the scope of work from sources other than the Contracting Officer, who will provide changes in writing.

Contractor Manpower Reporting (CMR)
