DESCRIPTION/WORK STATEMENT/SPECIFICATION

FOR

LOAD ROTATING SPREADER BAR

1.0 PURPOSE:

This specification establishes a requirement for the design, fabrication, and delivery of one Load Rotating Spreader Bar which will be used in Anniston Army Depot’s Welding Facilities building 434 to lift and rotate M109 Paladin chassis, M109 Paladin Cab, M1 Abrams chassis, M1 Abrams turret, M113 Family of Vehicles, M992 FAASV, Stryker, M9 ACE, and M88 Recovery Vehicles for weld repair operations.

2.0 REQUIREMENT:

2.1 Load Rotating Spreader Bar: The vendor shall provide one Load Rotating Spreader Bar with the capacity to support and rotate a 44,000 pound load in a smooth and controlled motion utilizing a single 30 ton overhead hoist. Shock load due to the operation of the Load Rotating Spreader Bar on the crane system will not be acceptable. The device shall be capable of suspending and rotating vehicle chassis and turrets 360 degrees or more with controlled rotation in a clockwise or counter clockwise direction.

The lift and rotation must be completed without re-rigging. The powered rotating device must be electrically driven using 480 volts, 3 phase, and 60 hertz electric power. Appleton ACP6034BC or equivalent plug shall be provided for connecting to existing receptacles. The load rotation shall be capable of stopping or starting at any point during the lift. The system will consist of two independent drive units with an individual capacity of 22,000 pounds each for a total system capacity of 44,000 pounds. The load capacity shall be identified on the unit and legible from a distance of 30 feet minimum.

The Load Rotating Spreader Bar shall have a powered leveling system that will reposition the lift center of gravity as needed during the load rotation to maintain a level lift. The leveling adjustment shall be capable of adjusting a minimum of 6 inches to the left and right of spreader bar center. The leveling and rotating systems will be operated independently by a push of a button from a pendent or wireless control unit. The Load Rotating Spreader Bar shall utilize two appropriately sized HA 800 Alloy chain mesh slings or equivalent to provide a safe, stable, and controlled overhead lift and rotation. The lift and rotation will be performed in a welding environment. The complete assembly must be resistant to welding slang, grinding dust, and hot work items. The sling loop must be capable of connecting and disconnecting in a single location for attaching around the component being lifted and rotated. All connecting hardware shall be included. The unit shall be painted standard manufactures color. A parts list, maintenance manual, and operator’s manual shall be provided upon delivery. Installation at Anniston Army Depot is not required.

2.2 Special Parking Stand: A special parking stand shall be provided for use when a rotating lift is not required. The stand shall support the unit when not in use with the independent drive and chain slings in place. The stand shall be equipped with sliding platforms so that the independent drives can be adjusted to the correct beam span for the next load to be rotated. The foot print of the stand shall not exceed 16 feet long x 3 feet wide. The unit shall be painted standard manufacturers color.

2.3 Supporting Information: This scope of work shall be limited to one Load Rotating Spreader Bar and Special Parking Stand. The design, fabrication, and delivery shall not to exceed a delivery time of sixteen

(16) weeks. The dimensional center of gravity is not available for each component. Each detailed component dimensions can be provided if clearance is obtained. The below information is the maximum expected size and weights of each component considered for lift and rotation.

Vehicle Empty Weight Height Width Length

3.0 WARRANTY:

The Load Rotating Spreader Bar shall carry a one (1) year warranty on parts and labor covered by the vendor beginning after delivery to Anniston Army Depot.

4.0 Delivery and Points of Contact (POC)

Delivery is expected 12 weeks after contract award. The load rotating spreader bar shall be delivered to building 434. The POCs are Randy Houck, Jody Owens, and Anthony Elston. The Contracting Officer Representative (COR) is Anthony Elston. The Contracting Officer (KO) is Heather Robinson. The Contractor shall not proceed with any change(s) in scope of work from sources other than those listed in the Points of Contact (POC) section of the contract and without written confirmation signed by the KO.
