SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been modified:

AMENDMENT NOTES

1. The purpose of this amendment is to revise the Statement of Work for Solicitation W911KF- 16-Q-0017.

2. The revised Statement of Work for Solicitation W911KF-16-Q-0017 is shown in its entirety below.

3. All other terms and conditions remain unchanged.

FEBRUARY 12, 2016

1.0 Scope

The following are the individual requirements for the different components of the entire ultrasonic cleaning system package. The system will be used to clean heavy-use fouling and to remove field contamination from various components being used in combat theatre. Part size, geometry, and mass will vary according to vehicle or weapon type and component assemblies;

therefore, a minimum working space envelope of 48“ x 72“ x 40“ is required.

1.1Details The proposed system shall be of multi-stage design incorporating washing, clean washing, and rinsing into a complete cleaning cycle. The system shall utilize ultrasonic agitation in one wash stage to aide in the efficient removal of fouling and field contamination. In order to accommodate varied part mass and geometry, the ultrasonic agitation shall be capable of operating at multiple frequencies in all wash stages. Wash and rinse tanks shall be heated and capable of operating up to 150 degrees F at steady state without overheating. The system shall also include features to remove contaminants from the primary cleaning bath (at minimum) that may include filtration, oil skimming, coalescing or other appropriate methods.

Additional details of the cleaning system are as follows:

Station 1: Initial wash stage utilizing dual frequency ultrasonics at 25kHz and 40kHz,40 -50 watts per gallon, with agitation. Tank/bath heat provided capable of steady state operation of 150 degrees F without overheating. Integrated filtration system with particle separator provided to maintain and extend bath life. Tank lid provided to minimize vapor and thermal losses when system is idle. Auto level make-up water provided when aqueous based chemistries are employed.

Station 2: Secondary wash stage utilizing dual frequency ultrasonics at 40kHz and 25kHz, 40-50 watts per gallon.

Station 3: Rinse stage. Tank/bath heat provided capable of steady state operation of 150 degrees F without overheating. Integrated filtration system with particle separator provided to maintain and extend bath life. Tank lid provided to minimize vapor and thermal losses when system is idle. Auto level make-up water provided to maintain proper rinse water volume. Overflow weir plumbed to drain.

Stations 1 and 2 shall be equipped with dual frequency ultrasonics operating at 25 kHz and 40 kHz. Ultrasonic transducers shall be strategically positioned on the bottom and tank sides as required such that dead zone and “hot spots” are minimized or eliminated.

Particle separator filters should accompany system and maximize tank cleanliness and operation.

At minimum or the equivalent based on design, stations 1, 2, and 3 filtration should include a single bag filter at 25 microns housed in a stainless steel canister in series to twin parallel cartridge filters at 5 microns housed in a stainless steel canister. Isolation valves shall be included for each filter along with pressure gauges to be used as a filter change indicator.

An ultrasonic timer and temperature controller shall be supplied for all stations.

The following shall apply to Stations 1, 2, and 3:

System tanks and plumbing to include valving and fittings shall be fabricated of stainless steel or similar quality/corrosion resistant design suitable for humid industrial environments and alkaline chemistries.

Internal tank dimensions for all stages shall be at least 48” x 72” x 40”.

A drain port and appropriate valving shall be supplied with each tank to facilitate easy drainage and tank cleaning.

Easy to use control buttons or control display that can be easily modified for an operator to select multiple options for use.

Cleaning solvent/aqueous cleaning media may be recommended and presented as an option. All recommended cleaners must be free of hazardous air pollutants and must have demonstrated effective cleaning with tactical vehicle components cleaning applications or demonstrate like suitability with test data and be compliant with military specifications. Providing an appropriate cleaning media with the system is not required for a “responsive quotation”.

System must have supportability and maintainability (general maintenance must be able to be performed by maintenance personnel.)

Smart design minimizing system footprint shall be given consideration.

System shall be robust for daily use in industrial maintenance setting.

System shall not present environmental concerns or health and safety hazards that would limit or restrict the usefulness of the technology in Government maintenance facilities.

System shall not cause ergonomic damage to workers.

1.2 Performance

The performance requirements for the cleaning system are as follows:

Must be able to effectively remove all typical tactical weapons vehicle contaminants.

Specifically, it shall remove soil, dirt, sand, packing and binding grease, and various types of oil.

Must clean and degrease components within 30 minutes.

Must not cause any damage to the substrate or coating materials. Components are constructed of steel, aluminum, and titanium.

2.0 Response Requirements

Responses to this RFQ should include the information requested in the following categories.

2.1 Product details.

Respondents should provide a detailed description of the cleaning system that is proposed for use. Technical details that should be provided include, but are not limited to:

Technology proposed and details on that technology

Safety features Utility requirements Dimensions, weight, footprint System illustrative conceptual drawings Ultrasonic details and delivery Other ancillary equipment proposed Commercial off the shelf or custom design Summary of previous test data or demonstration results achieved using the proposed or similar system (proof that the system will work against the above specifications)

2.2 Robustness standards

Commercial off the shelf (COTS) and custom cleaning systems will be considered for this project. Vendors should provide sufficient detail to demonstrate that the proposed system is a production piece of equipment and not developmental.

3.0 Acceptance Criteria

In addition to the performance requirements referenced in Section 1.2, the ultrasonic system must be able to pass a water break test and run 3 consecutive shifts with no faults. The water break test will be performed by ANAD on an actual reclaimed component and/or a test panel.

4.0 Training Requirements and Maintenance

4.1 Respondents shall provide a discussion of the training options that are available. These options should include a discussion of on-site training curriculum for both operation and maintenance of the cleaning system as wells as a description of any training manuals that will be supplied. At a minimum, training will be provided for operation and maintenance technicians at Anniston Army Depot.

4.2 Respondents shall provide a discussion of the key service issues associated with the proposed cleaning system. These issues should include:

Expected lifetimes for the cleaning system components Recommended spare parts Vendor product support and service, which should include location of service center and available telephone support.

Daily and annual maintenance schedules per standard operating procedures and preventative maintenance.

Respondents should provide an accurate and full discussion of the expected service issues that will be encountered when using the cleaning system in a production environment at the settings required to meet the performance requirements stated in Section 1.2.
