Lowell Creek Flood Diversion Industry Day Feedback Questions
This document is an Industry Day feedback questionnaire for the Lowell Creek Flood Diversion project, held on August 25, 2026. The questionnaire is designed to solicit input from construction industry contractors and subcontractors regarding construction methodology, risk mitigation, and project feasibility.
The primary focus areas include construction concerns and risks specific to the project scope, including winter construction operations and tunnel dewatering procedures. The questions address site logistics including access, laydown areas, and material disposal; labor and equipment supply chain capacity; concrete channel construction methodology with emphasis on formwork approaches (reusable versus disposable) and tolerance requirements for custom formwork; and subcontractor coordination in limited workspace environments. Specific attention is directed toward concrete batching plant requirements, including area needed, equipment sourcing, maintenance protocols, and the use of specialized materials—specifically abrasion-resistant concrete with supplementary cementitious materials such as silica fume for abrasion resistance and fly ash or slag for alkali-silica reactivity mitigation, which are not standard in Alaskan ready-mix plants. Additional inquiry areas include creek stage monitoring methodologies and variables affecting temporary flood management activation during construction, anticipated labor numbers and housing plans, contract duration adequacy (currently proposed as 3 years), potential schedule optimization for cost or conflict reduction, and any additional risks or concerns beyond those discussed.

Lowell Creek Flood Diversion Industry Day 25 Aug 2026
Industry Feedback
1. Based on the provided presentation and site visit are there any construction concerns and/or risks about this project that you’d like to inform us of at this time?
a. If so, are there potential mitigative solutions for these risks that can be implemented into the final design of the project?
2. How do you see the project being most effectively constructed?
a. Are there concerns with the scope.
b. Winter construction, and dewatering of the tunnel?
3. What concerns does your company have on site access, laydown, and disposal areas? What amount of laydown would be required?
4. What concerns do you have with ability to adequately supply materials, equipment, and labor for the project to ensure timely execution of work?
5. How would your company approach construction of a concrete channel?
a. Formwork methods? Reusable vs disposable?
b. Is there a threshold for tolerances that requires custom formwork?
6. Does your company have any concerns on coordinating work with other sub-contractors in limited workspace?
7. If a concrete batch plant is required, how much area is required?
a. Where would the plant be setup? Where would you source aggregate from?
b. What is the level of effort to maintain/mob/demob. How often would it run?
c. The project requires abrasion resistant concrete with Supplementary Cementitious
Materials (SCMs). Silica fume will be required for abrasion resistance. Fly ash or slag are anticipated for alkali-silica reactivity (ASR) mitigation. These materials are not used by ready-mix plants in Alaska. Changes to the batching process or plant configuration are anticipated. What challenges do you see with these materials, are there substitutes readily available in Alaska.
8. How would your company monitor creek stage during construction to inform activation of temporary flood management plan?
a. What key variables would impact the temporary flood management plan?
9. Anticipated labor numbers? Plan for housing?
10. Does a 3 year contract duration appear adequate for level of effort?
a. Do you see potential to reduce costs and/or construction conflicts by shortening or lengthening the schedule?
11. Are there any additional risks or concerns not discussed?
