SCOPE OF WORK

CHENA RIVER LAKES FLOOD CONTROL PROJECT

Tree and Brush Clearing

GENERAL: The Contractor shall furnish all labor, equipment, materials, supplies, transportation, fuels, and other items necessary to clear and remove or chip trees and brush within areas totaling approximately 40 acres. Clearing requirements encompass three (3) separate treatment areas located within the Chena River Lakes Flood Control Project. Each of these treatment areas are described below.

LOCATION: The Chena River Flood Control Project is located approximately 20 miles east of Fairbanks, Alaska, near the community of North Pole. The Project encompasses approximately 20,000 acres of Federal land owned and operated by the U.S. Army Corps of Engineers, Alaska District.

DESCRIPTION OF WORK: All areas will be cleared of trees and brush under this contract as specified.

All trees and brush less than 6-inches DBH (diameter breast height) will be completely masticated to chips no larger than 3 foot long by 3 inches wide and left on site. Tree species vary from pure to mixed stands of white birch, balsam popular, white spruce, black spruce, tamarack, willow, and alder. The Contractor can expect to encounter varying terrain within the treatment areas where equipment access may be difficult.

All spruce and birch trees that are 6 inches DBH and greater will be felled at ground level (unless snow cover prevents ground level clearing, in which case clearing shall be as close to ground level as practicable), limbed and topped to a 4-inch diameter top and stacked in designated areas for public firewood. These firewood trees will be stacked in neat horizontal piles. Stacked piles will include no more than 30 trees per stack in areas where stem density is heavy. All tops and limbs will be reduced to chips. Trees felled outside the boundary of the area to be cleared will be dragged back in and salvaged or chipped depending on diameter and species.

All areas may contain various terrain and project features, rocks, culverts, steel relief wells, PVC piezometer well pipes, concrete structures, steel structures, survey monuments and markers, ruts, and irregularities which will require working around and may make access challenging.

The Government plans to perform a cultural site survey of the clearing areas before the start of work. If cultural sites are identified, the Government will delineate these areas using signage and flagging. The Contractor shall work around and avoid any areas identified as cultural sites.

Clearing Areas Area 1 – Downstream Chena River Riprap is located directly downstream of the Moose Creek Dam Outlet Works. This location consists of three (3) separate areas on either side of the Chena Riverbanks. These areas shall be cleared of all vegetation along the existing riprap banks of the river and as shown within the dimensions of the attached clearing areas map. This area is approximately 2.65 acres and contains a mix of salvage trees and brush.

The terrain in this area is uneven with riprap sloping on either side of the river. There are some trees in this area that will not be cut down; any trees identified to remain in place will be marked/flagged. All salvage trees from this area will be hauled and stacked in the laydown yard (see attached).

Area 2 –Sill and Sill Protection Groin is located between the control sill and sill protection groin and consists of several areas. This area shall be cleared of all vegetation as shown within the clearing area maps. This area is approximately 31.55 acres and consists of a mix of salvage trees and brush. This area has several water hazards to consider. The contractor can navigate the majority of the treatment area using an access point toward the west end of the control sill as shown on the map. Any salvage trees shall be hauled to the laydown area.

Area 4 – Groin Road Embankment is located along Groin Road near Moose Creek Landing. All vegetation shall be cleared from the road shoulder out to the embankment toe approximately 15 feet. This area is approximately 5.8 acres and contains a mix of salvage trees and brush. The terrain in this area slopes from the road shoulder to the toe of the road embankment.

SITE INVESTIGATIONS AND REPRESENTATIONS: A site visit will be held on 2 July 2026 starting at 9:00 am at the Chena Project Office, 3800 Laurance Road, North Pole, AK. Failure to attend the Site Visit will not be basis for a later claim. See Site Visit Clause FAR 52.237-1 elsewhere in this solicitation. It is highly recommended that all offerors visit all treatment areas to aid them in their proposal process. The selected Contractor assumes responsibility for all investigations as to the nature and location of the work, the general and local conditions (particularly weather and season), the surface soil, snow, ice, and water conditions at the equipment staging and work areas, and those conditions impacts upon access to the treatment areas. The Contractor assumes responsibility of considering in the proposal: all uncertainties of weather, flood/ground water stages, topography including conditions of the ground, the character of equipment and facilities needed preliminary to and during prosecution of the work, and all other matters upon which information is reasonably obtainable and which can in any way affect the work or the cost thereof under this contract. Any failure by the Contractor to acquaint himself with all the available information will not relieve him from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government assumes no responsibility for any understanding or representations made by any of its officers or agents during or prior to the execution of this contract, unless (1) such understanding, or representations are expressly stated in the contract and (2) the contract expressly provides that the responsibility therefore is assumed by the Government. Representations made but not so expressly stated and for which liability is not expressly assumed by the Government in the contract shall be deemed only for the information of the Contractor. QUESTIONS: Questions will not be entertained by the Government during the site visit. Questions shall be emailed to the contract specialist not later than 9:00 am ADT, 6 July 2026 and will be answered via an amendment to the solicitation. No further questions will be entertained after this time and date.

EQUIPMENT REQUIREMENTS:

Equipment shall be capable of completing all the requirements of this scope of work. Equipment required for this contract shall be capable of efficiently and safely masticating trees and brush into chips not larger than 3 inches wide by 3 feet long. Equipment shall be capable of skidding, lifting, and stacking felled and sawed trees in full tree lengths at several locations without excessive damage to the soil.

JOB COMMENCEMENT AND COMPLETION: In order to mitigate environmental concerns associated with migratory birds and saturated ground surfaces, the Government requires commencement of work no sooner than 18 September 2026. AM0001… For areas 1 and 3, completion of work is 31 October 2026; area 2 shall be completed by 30 November 2026…AM001 or before snow levels prevent the successful execution of performance requirements outlined in the “Description of Work” above. The Contractor shall determine the length of his workday. Weekend and holiday work will be permitted. If the Contractor is unable to complete the job due to unforeseen circumstances, such as impoundment of floodwaters or significant snowfall, payment will be made for work based upon the Corps’ measurement of acreage cleared and the offered and accepted price per acre.

Determination of cleared acreage completed will be accomplished using geographic information system data developed from global information system measurements. Failed or inadequate equipment will not be treated as an unforeseen circumstance. This contract may be terminated for convenience or for default if there is a failure to perform.

ACCESS: The Corps will supply to the Contractor all necessary keys to access the tree and brush clearing areas and laydown yard. All tree clearing and support equipment must be removed from Project lands within two weeks after the completion of the job. The Contractor will be required to move all equipment out of the contract area at the direction of the Project Manager in the event of any water impoundment due to flood operations. Other construction and contractor activities will be taking place at the Chena Project during this contract. The contractor will not have exclusive access and must coordinate with other contractors in the area.

SAFETY PLAN: The Contractor shall submit a written safety and accident prevention plan to the Chena Project Manager 7 days before the pre-work conference to be scheduled in coordination with the Contractor and held at the Chena Project Office, 3800 Laurance Road, North Pole, AK 99705. The plan will be prepared in accordance with EM 385-1-1 Accident Prevention, and specifically address emergency communications in the field, an emergency contact list, first aid preparedness, personal protective equipment, equipment fueling, fire suppression and public safety considerations.

SPILL RESPONSE EQUIPMENT AND SUPPLIES: Reasonable precautions and controls will be used to prevent incidental and accidental discharge of petroleum products or other hazardous substances. Fuel storage and handling activities for equipment must be sited and conducted so there is no petroleum contamination of the ground, subsurface, or surface waterbodies. During construction, spill response equipment and supplies such as sorbent pads will be available and used immediately to contain and cleanup oil, fuel, hydraulic fluid, antifreeze, or other pollutant spills. Any spill amount will be reported in accordance with Discharge Notification and Reporting Requirements (Alaska Statute 46.03.755 and 18 Alaska Administrative Code 75 Article 3). The contractor must contact by telephone the Alaska Department of Environmental Conservation Area Response Team for Northern Alaska at 1- 907-451-2121 during work hours or 1-800-478-9300 after hours. Also, the contractor must contact by telephone the National Response Center at 1-800-424-8802. Construction equipment will not be operated on the project if equipment is leaking fuel, oil, hydraulic fluid, or any other hazardous material. Equipment will be inspected and recorded in a log on a daily basis for leaks. If leaks are found, the equipment will not be used and pulled from service until the leak is repaired.

PRE-WORK CONFERENCE: The Contractor and the Corps Project Manager, or his/her authorized representative, will meet at the Project Office at least 3 days prior to the commencement of the work to inspect tree and brush clearing equipment, review contract requirements and evaluate/discuss the Contractor’s safety plan. This pre-work conference shall be scheduled during Project Office work hours, 08:00AM to 04:30PM Monday through Friday. Pre-work Notice: a minimum of 3 days’ notice shall be given to the Chena Project Manager prior to the start of any work.
