JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. CONTRACTING AGENCY: U.S. Army Engineer District, Alaska, Contracting Division, Post Office Box 6898, Joint Base Elmendorf-Richardson (JBER), Alaska 99506-0898.
2. DESCRIPTION OF ACTION: This is a Justification for Other than Full and Open Competition to include a sole source (brand name) specification for specification for Schweitzer Engineering Laboratories (SEL) relays in solicitation W91 IKB25R000I JBE088 Joint Integrated Test and Training Center (TITTC), Joint Base Elmendorf Richardson (JBER), Alaska. The solicitation will be a full and open competitive Request for Proposal resulting in a new firm-fixed price construction contract. The funds that will be used for the brand name will be Military Construction funds applied to the construction contract.
3. DESCRIPTION OF SUPPLIES/SERVICES: This is a justification for the inclusion of a brand name specification for Schweitzer Engineering Laboratories (SEL) relays. The use of SEL relays is essential for commisioning and functionality of the new substation (substation 4). The JBER Supervisory Control and Data (SCADA) system is an SEL based network system and all JBER substation relays and components are required to communicate and integrate with the SCADA head end. The estimated construction contract amount is however, the brand name sole source aspect applies only to a portion of the acquisition and the estimated cost of the restricted construction materials is as follows:

4. AUTHORITY CITED: Other than Full and Open Competition is authorized pursuant to IO U.S.C.
2304(c)(l), FAR 6.302 l(a)(2), when only one responsible source and no other supplies or services will satisfy agency requirements.
5. REASON FOR AUTHORITY CITED:
a. Background: JBER SCADA and substations utilize Schweitzer Engineering Laboratories for controlling, monitoring and analyzing JBER's electrical system at a substation level. With the use of SEL relays in the individual substations, operators can operate and review the system from the central head end location.
b. Justification: JBER SCADA and substations utilize Schweitzer Engineering Laboratories for controlling, monitoring and analyzing JBER's electrical system at a substation level. This system is a control system comprising of computers, networked data communications, such as relays and graphical user interfaces for high level supervision. To connect substation 4 into the existing SCADA system the relays must be SEL. The use of different relays will result in incompatibility issues that can result in additional project cost and delay. No other contractor is proficient nor knowledgeable in the specific SCADA software and configurations to be able to satisfy the operation and maintenance of the new substation SCADA and satisfy the Government's requirement.
c. Impact: Failure to incorporate the requirement for compatibility with the base standard SEL relays will result in a failure to meet functionality, security and operation.
d. Alternatives: None. Specification of Schweitzer Engineering Laboratories relays for JBE088 is essential to the project's success.
6. EFFORTS TO OBTAIN COMPETITION: In an attempt to solicit offers from as many potential sources as practical, market research was conducted as described in paragraph 8 below. There will be competition between firms that sell and/or install the required brand name Schweitzer.
7. ACTIONS TO INCREASE COMPETITION: To ascertain whether existing manufacturers or new manufacturers entering the market have developed products or programming which will be compatible, interchangeable, and competitive with the items identified in this document and currently in use, a sources sought notice was published in SAM.gov on 12 June 2024. The notice contained the Government's intent to acquire the materials/systems included in this justification and approval on a sole source basis for this project. No responses were received. No similar/compatible products were found.
8. MARKET SURVEY: Market research was conducted to determine if there are other manufacturers who can fully meet the Government's requirements. A sources sought notice for the sole source item was posted on https://sam.gov on 12 June 2024; no firms responded to the sources sought notice. No compatible products were found. This product meets the definition of a commercial item as defined in FAR 2.101. This product is customarily used by, and has been sold, leased, or licensed to the general public for commercial and government buildings. 9. INTERESTED SOURCE: In accordance with FAR 5.102(a)(6), this J&A will be posted with the solicitation when the solicitation is made available through the Government Point of Entry (www.SAM.Gov), and will remain posted for the minimum of 30 days and as long as the solicitation remains posted. Any sources that indicate interest as a result of the publication will be evaluated. To date, no other sources have written to express interest.

a. Procurement History: The installation master plans have selected master/supervisory systems to comply with Installation Standardization Programs and minimize risks to life safety in emergency situations.
b. Acquisition Data Availability: Not applicable.
c. Unusual and Compelling Urgency: Not applicable.
d. Subcontracting Competition: Subcontracting opportunities exist for suppliers, distributors, and/or installers. This is a restrictive specification that only precludes consideration of a product manufactured by another company. Subcontracting competition will be the responsibility of the Prime contractor awarded the contract.

JBER requires all new individual building controls systems be connected to and fully functional with the existing base-wide automated logic building control and monitoring system. 4. AUTHORITY CITED: This justification cites the statutory authority, IO U.S.C.
2304(c)(l), as implemented by FAR 6.302-l(c), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. This justification applies the use of a brand name description.
5. REASON FOR AUTHORITY CITED:
a. Background: The features of the Automated Logic Controls are essential to the Government's requirements, and market research, conducted by USACE, indicates other companies' products lack the propriety hardware and software and cannot be modified to interface with JBER's automated logic system. JBER's, building maintenance and controls personnel use a supervising station system that utilizes a networked automated logic system as the supervising station control unit.
b. Justification: The building control and monitoring systems installed in projects on JBER must be compatible with and provide intelligent communications with the supervising station, permitting full monitoring and control of all devices from the Supervising Station System. Compatibility problems could directly lead to loss due to building freeze up during JBER's inclement cold weather. The Government's minimum operational need is defined by the following sources: Automated Logic Base wide control and monitoring system integrated with all new individual building automation systems. The technical provisions for a functional addressable system that provides intelligent communications with the supervising station, permitting full monitoring and control of all devices from the supervising station are limited to Automated Logic equipment.
c. Impact: Failure to incorporate the requirement for compatibility with the existing control system could result in duplicity of effort increasing the amount of time necessary to run two different systems. A direct digital control (DDC) system manufactured by another company would also result in considerable additional cost. Utilization of a compatible ALC DDC System is more efficient and less expensive.
d. Alternatives: None. Specification of Automated Logic Control System is essential to the Government's requirements, precluding consideration of a product manufactured by another company.
6. EFFORTS TO OBTAIN COMPETITION: There will be competition between firms that sell the required name brand ALC. Based on market research there is more than one authorized dealer and resellers for this system.
7. ACTIONS TO INCREASE COMPETITION: To ascertain whether existing manufacturers or new manufacturers entering the market have developed products or programming which will be compatible, interchangeable, and competitive with the items identified in this document and currently in use, sources sought notices were published in SAM.gov on 20 November 2023 using NAICS 334512-Automatic Environmental Control Manufacturing for Residential, Commercial, and Appliance Use. The notice contained the Government's intent to acquire the materials/systems included in this justification and approval on a sole source basis for this project. No responses were received. No similar/compatible products were found.

DESCRIPTION OF ACTION: This is a Justification for Other than Full and Open Competition to include a sole source (brand name) specification for Knox Box (key vault) in solicitation W911KB25R0001 JBE088 Joint Integrated Test and Training Center (llITC), Joint Base Elmendorf Richardson (JBER), Alaska. The solicitation will be a competitive Request for Proposal resulting in a new firm-fixed price construction contract. Knox Boxes are used in all military construction projects on JBER for emergency access.
3. DESCRIPTION OF SUPPLIES/SERVICES: This Justification is for the inclusion of a brand name specification for Knox Box. JBER has standardized the systems on the installation, requiring that all new construction specify installation of only the Knox Box. The use of the Knox Box is critical to the Government as it allows emergency access with use of a single key to access any building on base. Market research included a notice of intent for sole source item posted on the SAM website htt : SAM. v and an internet search for the Knox Box. The estimated construction contract amount is nd the estimated cost of the restricted construction materials is as follows:

5. REASON FOR AUTHORITY CITED:
a. Background: The entire base is keyed to a single Knox key so they can access all the buildings on the installation without carrying around a key for each building. The Knox Box is required to maintain consistency with the existing system.
b. Justification: To maximize consistency, compatibility, economy, and sustainability Alaska military installations use the Knox Box manufactured by the Knox Company.
c. Impact: In the event of an emergency, a single key will access any of the Knox boxes. The Knox boxes must be accessible by a key that is wholly compatible with existing Knox boxes in order to ensure compatibility.
d. Alternatives: None. JBER Knox boxes are keyed to a single Knox key. Specification of Knox boxes is essential to the Government's requirements, precluding consideration of a product manufactured by another company.

ACTIONS TO INCREASE COMPETITION: To ascertain whether existing manufacturers or new manufacturers entering the market have developed products or programming which will be compatible, interchangeable, and competitive with the items identified in this document and currently in use, sources sought notices were published in SAM.gov on 21 April 2023 using NAICS 332999-All Other Miscellaneous Fabricated Metal Product Manufacturing. The notice contained the Government's intent to acquire the materials/systems included in this justification and approval on a sole source basis for this project. No responses were received. No similar/compatible products were found.
