5.0 VOLUME 1 – PERFORMANCE CAPABILITY

5.1. TAB A – FACTOR 1 – SPECIALIZED EXPERIENCE

5.1.1. Submission Requirements:

5.1.1.1. The Government will evaluate the offeror's experience for acceptability on the basis of projects submitted under this RFP. The prime contractor shall demonstrate recent, relevant experience using the

Company Specialized Experience Form (Attachment 1) at the end of the section. Offerors may identify state and local government and private contracts that meet the identified criteria. Submit projects that are currently well underway (at least 50% construction progress completed) or completed and turned over no longer than five (5) years preceding the date of this Solicitation. Project examples should be limited to those projects performed by the firm submitting the offer. An offeror may receive credit for relevant experience under a previous business arrangement (joint venture for example); if the offeror demonstrates that their role on the project submitted for Specialized Experience is relevant to their anticipated role on this project. The prime contractor shall submit no more than five (5) projects of recent/relevant type.

Some examples of experience the Government considers to be similar include, but are not limited to, the following:

Experience with demolition or renovation projects requiring demolition.

Experience with abatement of hazardous materials.

Experience with construction in cold weather regions similar to Climate Zone 7 or 8, as defined by ANSI/ASHRAE Standard 169 climate zone map for the United States.

Note: Not all projects have to satisfy each experience requirement indicated in the RFP. It is incumbent upon the offeror to demonstrate experience/capability in execution of previous projects of a similar nature.

5.1.1.3 Offerors who submit experience information of a parent, sister or other affiliated company must describe what involvement such company will have on the instant acquisition. The offeror shall provide a one page narrative that clearly and specifically indicates what resources of the parent, sister or other affiliated company – its workforce, management, facilities, or other resources – will be provided or relied upon for contract performance. The Government may not accept the experience of a parent, sister or other affiliated company unless the prime contractor clearly provides evidence of a binding teaming agreement or other contractual agreement which creates legal responsibility on the part of the parent, sister or other affiliated company or provides a Meaningful Relationship Commitment Letter including the following:

1. A statement of commitment as to the performance and utilization of the identified entity’s resources on the project.

2. Signatures of both the Offeror and Meaningful Relationship Entity.

5.1.2. Evaluation Criteria:

5.1.2.1. The Government will evaluate the extent to which experience of the prime contractor meets the acceptability criteria in this solicitation. The evaluation criteria standard has been met when the offeror has demonstrated the necessary experience on at least one (1) of the projects submitted. The experience need not be demonstrated on each project submitted, but all the experience must be demonstrated on the projects submitted. An offeror will not receive credit under this factor for the relevant experience of key personnel proposed for this project.

5.1.2.2. The Government reserves the right to verify the experience record of cited projects or other recent projects by reviewing the Corps of Engineers Construction Contractor Appraisal Support System

(CCASS), other DOD or Government appraisal systems or to interview owners or references. The

Government may check any or all cited references to verify supplied information.

5.1.3. Evaluation Rating System:

The evaluation board will review the proposals and assign a consensus rating based on the following definitions.

ACCEPTABLE – Proposal clearly meets the minimum requirements of the solicitation.

• The offeror demonstrates experience with demolition or renovation projects that is equivalent to

5,700 SF of space. Experience can either be self-performed work or managing a subcontractor.

• The offeror demonstrates experience with abatement of hazardous materials approximating 500 tons. Experience can either be self-performed work or managing a subcontractor.

• The offeror demonstrates experience with construction in cold weather regions similar to Climate

Zone 7 or 8, as defined by ANSI/ASHRAE Standard 169 climate zone map for the United States.

Experience can either be self-performed work or managing a subcontractor.

UNACCEPTABLE – Proposal does not clearly meet the minimum requirements of the solicitation or and of the bullets above.

5.2. TAB B – FACTOR 2 –SUMMARY MILESTONE SCHEDULE

5.2.1. Submission Requirements:

5.2.1.2. Schedule Narrative: Submit a schedule narrative describing the offeror’s plan with regard to scheduling construction of the project. The narrative shall describe the offeror’s planned approach to the project to include the construction activities required for completion of the subject project.

Provide a schedule that clearly identifies at least the following required construction activities:

Preconstruction submittals

Mobilization

Demolition

Abatement

PCB disposal

Lead disposal

Contaminated Soil Disposal

Utilities work

Backfill

5.2.1.3 Summary Milestone Schedule: Submit a summary level milestone schedule for construction. For schedule purposes only, utilize a Notice to Proceed (NTP) date of 18 August 2023. This date is solely to assist in evaluation of offerors’ proposals and shall not be construed as a contractual NTP date.

(a) Clearly identify any constraints on the schedule (e.g., labor or material availability, permits, weather, military closures, site accessibility, etc.). Indicate the anticipated overall critical path on the schedule.

(b) The time to complete the project and turn over to the Government must consider the requirement for the Contractor’s CQC completion inspection and the subsequent turnover inspection.

5.2.2. Evaluation Criteria:

5.2.2.2. Schedule Narrative and Summary Milestone Schedule: The Government will evaluate the schedule narrative and summary milestone schedule to assess the offeror’s ability to meet the criteria identified below. The evaluation standard has been met when the contractor’s construction schedule narrative and summary schedule demonstrate that they have met or exceeded the requirements below.

5.2.3 Evaluation Rating System:

The evaluation board will review the proposals and assign a consensus rating based on the following definitions.

ACCEPTABLE – Proposal clearly meets the minimum requirements of the solicitation.

The scheduled completion is 365 days or less after issuance of NTP

The schedule has identified the required construction activities.

Schedule shall identify that personnel in Building 1303 will be vacated prior to 15 APR 2024.

UNACCEPTABLE – Proposal does not clearly meet the minimum requirements of the solicitation.

Schedule is greater than 365 days, or The schedule has identified the required construction activities.

Schedule fails to identify that personnel in Building 1303 will be vacated prior to 15 APR 2024.

6.0 TAB C – FACTOR 3 – PAST PERFORMANCE INFORMATION

6.1 Submission Requirements: Past performance information to be provided by outside sources (see paragraph 5.1.1.1). Submit the Past Performance information in a separate volume labeled: “Volume 2 -

Past Performance Information.”

6.1.1 The past performance evaluation is an assessment of the offeror’s probability of meeting the minimum past performance solicitation requirements. This assessment is based on the offeror’s record of relevant and recent past performance information that pertain to the products and/or services outlined in the solicitation. The offeror shall provide customer reference name(s), company affiliation and current contact information (phone number and email address) on the specific project experience sheets in

Volume 1, TAB A and include the performance rating by the client on the form, if the offeror was rated.

Provide experience forms for only projects submitted under Factor 1. For Federal projects submitted under Specialized Experience (Volume 1, TAB A), the offeror may rely on finalized Construction

Contractor Appraisal Support System (CCASS) or Contractor Performance Assessment Reporting System

(CPARS) reports. For non-Federal projects, the offeror shall utilize the Past Performance Questionnaire

(PPQ) form at the end of this section (Attachment 2) to fulfill the past performance requirement.

Completed Past Performance Questionnaires should be submitted with your proposal. Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. This does not preclude the Government from utilizing previously submitted PPQ information in the past performance evaluation. An offeror will not receive credit under this factor for past performance of key personnel proposed for this project. The Government may also review data from CCASS, CPARS or other agency performance databases for those projects listed in Factor 1. Only final CCASS and CPARS will be used by the government. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the offeror.

6.1.2. Evaluation Criteria:

6.1.2.1.

Past performance will initially be evaluated to determine whether the offeror’s present/past performance is recent, and relevant or not relevant to the effort to be acquired. Recent project will be those that are currently well underway (at least 50% construction progress completed) or completed and turned over no longer than five (5) years preceding the date of this Solicitation.

Relevant projects would be those that demonstrate experience with demolition or renovation projects that is equivalent to 5,700 SF of space, abatement of hazardous materials approximating 500 tons, and experience with construction in cold weather regions similar to Climate Zone 7 or 8, as defined by

ANSI/ASHRAE Standard 169 climate zone map for the United States.

Second, the past performance evaluation will determine how well the offeror performed on the prior contracts. The past performance evaluation does not establish, create, or change the existing record and history of the offeror’s past performance on past contracts; rather, the past performance evaluation process gathers information on how well the offeror performed those past contracts.

Note: In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 [a][2][iv]). Therefore, the offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

Past Performance Acceptable/Unacceptable Rating Method

Adjectival Rating Description Acceptable Based on the offeror’s performance record, the

Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown (see note above).

Unacceptable Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.

7.0 VOLUME 2 – PRICE AND PRO FORMA INFORMATION

7.1 GENERAL

Submit the Pro Forma information in a separate binder labeled: “Volume 2 - Pro Forma Requirements.”

7.2 Submission Requirements:

7.2.1 Submit the properly filled out and executed SF 1442, along with the CLIN Schedule, containing proposed line item and total pricing, and the proposed contract duration.

7.2.2. Supplemental Price Breakdown. If deemed necessary to evaluate the price proposals, the

Government will request a price breakdown of the Contract Line items marked “Price Breakdown

Information,” in Excel format. The Government will provide details on where and how to send the breakdown. This information will not be needed sooner than three (3) working days after the proposal submission due date. This information may be required for the initial proposal and, if requested, for any revised proposals. This information is not an opportunity for an offeror to revise its non-price or price proposal.

7.3 Evaluation Criteria:

7.3.1 Price will not be rated or scored, but will be evaluated for fairness and reasonableness through the use of a price analysis. The price evaluators will also check for appearance of unbalanced line item prices. Offerors are cautioned to distribute direct costs, such as material, labor, equipment, subcontracts, etc., and to evenly distribute indirect costs, such as job overhead, home office overhead, bond, etc., to the appropriate contract line items. Both parties shall presume that field overhead costs through the proposed contract duration are inclusive in the offered price for the contract.

8.0 VOLUME 2, TAB B - REQUIRED PRE-AWARD INFORMATION

8.1. Submission Requirements:

8.1.1. Submit this information for the Contracting Officer’s determination of Offeror responsibility:

(5) Name, address and telephone numbers of two credit/trade references.

8.1.2. Evaluation Criteria:

In addition to the other proposal information, the Contracting Officer shall use this information in making an affirmative responsibility determination for award to the Successful Offeror, in accordance with FAR

Part 9.

9.0 EVALUATION PROCEDURES

9.1. SOURCE SELECTION EVALUATION BOARD (SSEB)

9.1.1. The SSEB will be established to conduct the evaluation of proposals received in response to this solicitation. The evaluation will be based on the content of the proposal and any subsequent discussions required, as well as information obtained from other sources, e.g. past performance information. The

SSEB will not consider any information incorporated by reference.

9.2. EVALUATION

9.2.1. The SSEB will evaluate the proposals and assign a consensus adjectival rating for each evaluation factor.

9.2.2. The Government intends to award without discussions. A “Competitive Range” is a subjective determination of the most highly rated proposals in the event that discussions with offerors are required or considered to be in the Government’s best interests. In such an event, the Contracting Officer will establish a competitive range of all the most highly rated proposals.

9.2.3. If discussions are held, the Government may engage in a broad give and take with each offeror in the competitive range, in accordance with FAR 15.306(d). The Government will provide the Offeror an advance agenda for the discussions. During discussions, the Government may ask the Offeror to further explain its proposal and to answer questions about it.

9.2.4. Upon conclusion of discussions, those offerors still considered the most highly rated, will be afforded an opportunity to submit their proposal revisions for final evaluation and selection.

9.3. EVALUATION RATING SYSTEM

9.3.1. Adjectival Ratings: The following adjectival ratings will be used in the evaluation of three (3) evaluation factors:

9.3.2. Acceptable (A): The proposal clearly meets the minimum requirements of the solicitation. For

Factor 3, Past Performance, “Acceptable” is defined as follows: Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown.

9.3.3. Unacceptable (U): The proposal does not clearly meet the minimum requirements of the solicitation. For Factor 3, Past Performance, “Unacceptable” is defined as follows: based on the offeror’s performance record, the Government has no reasonable expectation that the offeror will be able to successfully perform the required effort.
