2020 TREE AND BRUSH CLEARING
CHENA RIVER LAKES FLOOD CONTROL PROJECT

GENERAL:
The Contractor shall furnish all labor, equipment, materials, supplies, transportation, fuels and other items necessary to clear, stack or chip trees and brush within an area of approximately 24 acres. These 24 acres encompass 7 separate areas located within the Chena River Lakes Flood Control Project. The areas are designated as Areas 1-7 and described below.
LOCATION: The Chena River Flood Control Project is located approximately 20 miles east of Fairbanks, Alaska, near the community of North Pole. The Project encompasses approximately 20,000 acres of Federal land owned and operated by the U.S. Army Corps of Engineers, Alaska District.
DESCRIPTION OF WORK: All areas will be cleared of trees and brush under this contract as specified.
All trees and brush less than 6-inches DBH (diameter breast height) will be completely masticated to chips no larger than 3 foot long by 3 inches wide and left on site. Tree species vary from pure to mixed stands of white birch, balsam popular, white spruce, black spruce, tamarack, willow, and alder. The Contractor can expect to encounter soft, boggy ground, standing water and/or snow pack within the treatment areas where equipment access may be difficult.
All spruce and birch trees that are 6 inches DBH and greater will be felled at ground level, limbed and topped to a 4-inch diameter top and stacked for public firewood in two designated areas – one location for clearing north of the control works and one location for clearing south of the control works. These areas are shown on the attached maps.
These firewood trees will be stacked in neat horizontal piles. Stacked piles will include no more than 30 trees per stack in areas where stem density is heavy. All tops and limbs as well as all trees of other species (not spruce or birch) will be reduced to chips. Trees felled outside the boundary of the area to be cleared will be dragged back in and chipped. Stumps in all areas will be reduced or chipped to ground level (mineral soil).
The Corps will supply to the Contractor all necessary keys to access the tree and brush clearing areas. The contractor is responsible for any snow removal required to access each clearing area. All areas may also contain various water features, rocks, culverts, steel relief wells, PVC piezometer well pipes, concrete structures, steel structures, survey monuments and markers, ruts, and irregularities which will require working around.
Area 1 is located at the north abutment which is the northern most end of the dam. This area consists of a downstream and upstream location. The downstream location consists of all vegetation cleared to mineral soil from the edge of the stability berm down to the stability berm toe, and out 50 feet from stability berm toe. This area is approximately 0.3 acres with a mix of trees and brush. There are salvage trees in this area. The terrain is steeply sloped from stability berm edge to stability berm toe, then gradually sloped from toe out 50 feet. This area is flagged or painted to delineate boundary.
The upstream location consists of all vegetation cleared to mineral soil from the AM#0001…toe of the riprap pad and out 50 feet...AM#0001. This area is approximately 0.5 acres with a mix of trees and brush. There are salvage trees is this area. The terrain is steeply sloped on the north end of the pad and gradually sloped to mostly flat toward the south end. This area is flagged or painted to delineate boundary.
Area 2 is located upstream of the control works as the river bends beyond the mowed floodway. This area consists of two locations on either side of the Chena River – east and west bank of river. The west bank location, which follows the bend of the river all the way to the mowed floodway and includes a slough from the river to the floodway, consists of all vegetation cleared to mineral soil from the river bank to the existing tree line. This location is approximately 8.9 acres with a mix of small trees and brush. Terrain is sloped near the river bank and otherwise mostly flat. There are no salvage trees in this location. This area is flagged or painted to delineate boundary.
The east bank location consists of all vegetation cleared to mineral soil AM#0001…from the water’s edge to the top of the river bank and approximately 25 feet beyond the top of the river bank. …AM#0001. Approximate size is 1.5 acres with a mix of trees and brush. Terrain is sloped near the river bank and otherwise mostly flat. There are no salvage trees in this location. This area is flagged or painted to delineate boundary.
Area 3 is located within the mowed floodway near the center point of the length of the dam and across from the Project Office. This area consists of all vegetation cleared to mineral soil. Approximate size is 4.8 acres with a mix of small trees and brush. Terrain includes sections of irregularities and uneven ground. There are no salvage trees in this location. This area is flagged or painted to delineate boundary.
Area 4 follows a road located within the west edge of the mowed floodway near the crossing of the buried Alyeska Pipeline. This area consists of all vegetation cleared to mineral soil from the edge of the AM#0001… trafficable surface of the ...AM#0001 road into the trees 25 feet. Approximate size is 0.6 acres with a mix of trees and brush.
Terrain is mostly flat. There are salvage trees in this area. This area is flagged or painted to delineate boundary.
Area 5 is located at Groin Road starting where the pavement begins and continuing to the Moose Creek Landing area. This area consists of all vegetation cleared to ground level within a 25 foot corridor AM#0001… from the edge of the trafficable road surface ...AM#0001 along both sides of the road. This area is approximately 3.6 acres with a mix of trees and brush. Terrain is sloped from edge of road to road toe then mostly flat. There are no salvage trees in this area. This area is flagged or painted to delineate boundary.
Area 6 is also located at Groin Road further south of Area 5 past Moose Creek Landing. The area starts near the power line crossing and ends near the slot gate at the end of the road. This area consists of all vegetation cleared to mineral soil within a 25 foot corridor AM#0001… from the edge of the trafficable road surface ...AM#0001 along both sides of the road. This area is approximately 2.3 acres with a mix of trees and brush. Terrain is sloped from edge of road to road toe then mostly flat. There are salvage trees in this area. This area is flagged or painted to delineate boundary.
Area 7 is located at Bathing Beauty Pond and runs the length of the southern bank. The areas to be cleared consists of all vegetation cleared to mineral soil from the water's edge of the pond to the outer edge of the walking trail that parallels the water. AM#0001…The width of the area varies but follows what has previously been cleared.
…AM#0001. Approximate size is 1.5 acres with a mix of trees and brush. Terrain is flat on top sloping towards the water's' edge. There are no salvage trees in this areas. This area is flagged to delineate the boundary
SITE INVESTIGATIONS AND REPRESENTATIONS: A site visit will be held on February 11, 2020 starting at 11:00am at the Chena Project Office, 3800 Laurance Road, North Pole, AK. It is highly recommended that all offerors visit all treatment areas to aid them in their proposal process. The selected Contractor assumes responsibility for all investigations as to the nature and location of the work, the general and local conditions (particularly weather and season), the surface soil, snow, ice, and water conditions at the equipment staging and work areas, and those conditions having bearing upon access to the treatment areas. The Contractor assumes responsibility of considering in the proposal: all uncertainties of weather, snow pack, flood/ground water stages, topography including conditions of the ground, the character of equipment and facilities needed preliminary to and during prosecution of the work, and all other matters upon which information is reasonably obtainable and which can in any way affect the work or the cost thereof under this contract. Any failure by the Contractor to acquaint itself with all the available information will not relieve it from responsibility for estimating properly the difficulty or cost of successfully performing the work. The Government assumes no responsibility for any understanding or representations made by any of its officers or agents during or prior to the execution of this contract, unless (1) such understanding or representations are expressly stated in the contract and (2) the contract expressly provides that the responsibility is assumed by the Government. Representations made but not so expressly stated and for which liability is not expressly assumed by the Government in the contract shall be deemed only for the information of the Contractor.
EQUIPMENT REQUIREMENTS:
Equipment shall be capable of completing all of the requirements of this performance work statement. Equipment required for this contract shall be capable of efficiently and safely masticating trees and brush into chips not larger than 3 inches wide by 3 feet long. Equipment shall be capable of skidding, lifting, and stacking felled and sawed trees in full tree lengths at several locations without excessive damage to the soil.
EQUIPMENT STORAGE: Equipment may be secured inside the Project Office compound; however, overnight habitation within the compound will not be permitted. All tree clearing and support equipment must be removed from Project lands within two weeks after the completion of the job. The Contractor will be required to move any and all equipment out of the contract area at the direction of the Project Manager in the event of any water impoundment.
JOB COMMENCEMENT AND COMPLETION: The performance period for this contract is from award to May 31, 2020. To the extent possible, clearing should be completed prior to May 1, 2020 due to the possible presence of migratory birds. Should clearing in Areas 1-7 need to be performed after May 1, 2020, the Government will conduct a preconstruction survey of the areas proposed for clearing in order to document the presence or absence of migratory birds and/or their nests.
The Contractor shall determine when best to perform the work and the length of the workday. Weekend and holiday work will be permitted. If the Contractor is unable to complete the job due to unforeseen circumstances, such as impoundment of floodwaters, a contract modification will be executed such that payment will be made for work based upon the Corps’ measurement of acreage cleared. Determination of cleared acreage completed will be accomplished using geographic information system data developed from global information system measurements.
Failed or inadequate equipment will not be treated as an unforeseen circumstance. This contract may be terminated for convenience or for default if there is a failure to perform.
SAFETY PLAN: The Contractor shall submit a written safety and accident prevention plan to the Chena Project Manager 7 days before the pre-work conference to be scheduled in coordination with the Contractor and held at the Chena Project Office, 3800 Laurance Road, North Pole, AK 99705. The plan will be prepared in accordance with EM 385-1-1, Appendix A, Accident Prevention Plan, and specifically address emergency communications in the field, an emergency contact list, first aid preparedness, personal protective equipment, equipment fueling, fire suppression and public safety considerations.
PRE-WORK CONFERENCE: The Contractor and the Chena Project Manager, or his authorized representative, will meet at the Project Office at least 3 days prior to the commencement of the work to inspect tree and brush clearing equipment, review contract requirements and evaluate/discuss the Contractor’s safety plan. This pre-work conference shall be scheduled during Project Office work hours, 08:00AM to 04:30PM Monday through Friday.
Pre-work Notice: a minimum of 3 days notice shall be given to the Chena Project Manager prior to the start of any work.
