1. Section 4 “Selection Criteria” – States that Criteria A-G are the primary selection criteria and that Criteria H-J are to be used only in the event of a tie. Criteria H-J are not provided in the solicitation. Can criteria H-J be provided? Previously this was geographic location, volume of DOD work in the last 12 months, and extend of use of MDBE. SYNOPSIS WAS AMENDED TO INCLUDE SECTIONS H AND I THAT
INCLUDES THIS CRITERIA
2. Criteria A, subpart 3 requires that each team have a certified welding/engineer inspector. There is not a welding engineering certification or license in Alaska. Welding Engineering is generally considered to be a subset of Metallurgical and Materials Engineering. Is a Licensed Professional Metallurgical & Materials Engineer what you are seeking or just a certified welding inspector?
I'M CHECKING WITH MECHANICAL TO GET AN ANSWER TO THIS.
I THINK WE INTENDED TO STATE 'CERTIFIED WELDING INSPECTOR'; BUT I'LL DOUBLE CHECK.
3. Can you provide a split of the locations of the work that has been done under the existing IDIQ contract (i.e JBER, Eielson, Greely, Wainwright, Clear, out-of-State)?
THE MAJORITY OF WORK IS ANTICIPATED TO BE PERFORMED AT/FOR EIELSON AFB AND JBER.
4. Who currently has the IDIQ?
ENTERPRISE ENGINEERING INCORPORATED.
ALTHOUGH DO WE NEED TO OR WANT TO ANSWER THIS QUESTION?
CONTRACTING TO ADDRESS THIS INQUIRY.
5. Can you make the interested vendors list viewable?
DO WE NEED TO OR WANT TO ANSWER THIS QUESTION?
6. If the prime is a small business that has large business subcontractors, is there a minimum % of work that must be done by small businesses?
7. Is it acceptable to utilize non-DOD project examples in Section F? If so, will non-DOD projects be weighed less favorably?
SELECTION CRITERIA F REQUIRES 'KNOWLEDGE OF LOCALITY AND MILITARY POL FACILITIES IN ALASKA'.
I THINK THE CRITERIA CLEARLY IMPLIES THAT NON-DOD PROJECTS/EXPERIENCE WILL BE WEIGHED LESS
FAVORABLY.
8. Is there some standard project size that should be utilized for Section F?
INSPECTION TASK ORDERS TYPICALLY RANGE FROM $50,000 TO $500,000.
DESIGN TASK ORDERS TYPICALLY RANGE FROM $400,000 TO $1,000,000.
