1Contractor AGlobalWaterJBER, EAFBPWS, Global: For better organization, please consider consolidating the SAM tasks under the pertinent subject matter sections (HW, HM, Air, etc.). Similarly, please make sure all subject matter specific requirements are presented in the appropriate section. Note that current heading 2.1.21 is for SAM, Storm Water but is not presented under the SAM section (Section 2.4). We advocate that all SAM requirements be presented under the subject matter Sections, but if that is not what is determined best for the Government, at least make certain all SAM requirements are presented under the SAM section. Please see revised PWS for revised language.
2Contractor A2.1.27.1WaterJBER, EAFBPWS, Global: For better organization, please consider fixing the Section headers and ensuring all pertinent information is captured in a single section and not duplicative sections. The headings under Sections 2.1 and 2.2 use "A.", "B.", "C.", etc. instead of numbers like the other subsections. The headings throughout the document are overly confusing when they can be simplified to save time and space. The headings are continuing from previous sections creating unnecessarily cumbersome headings all under the "2.1" starting numbers. For instance, Section 2.5 Waste Water and Storm Water introduce the water related section. The next heading is 2.1.20 Storm Water (should be 2.5.1) and it contains no text. The next four headings are SAM headings, but this is not the SAM section of the document and all are level 3 headings when they should be Level 4 headings under the Storm Water Section (2.5.1.X). Then we encounter heading 2.1.24 Waste Water with no text, then 2.1.24.1 Permits, Waste Water with no text, and finally 5th level headings that present text, and even down to 7th level headings. Then a little further on, we encounter heading 2.1.25 Storm Water. This is the 2nd Storm Water heading in this section, and it seems they should be combined. Then there are headings like "2.1.24.1.3.2 Permit Renewal, NPDES, CHPP Thermal Discharge (EAFB)" and 2 pages later "2.1.24.1.3.5 Permit Renewal, NPDES, CHPP Thermal Discharge (EAFB)". It would seem these should be consolidated into a single section that captures all of the Permit Renewal requirements for the NPDES, CHPP Thermal Discharge at EAFB. Another example of section/heading issues exists where Section 2.1.25.2 Plan Updates, Water, Sampling/Monitoring (EAFB) would seem to indicate that any information and subsections would be pertinent to EAFB, however, Section 2.1.25.2.1 Plan Update, SWPPP pertains to both JBER and EAFB, and section 2.1.25.2.2 Plan Update, SWMP (JBER) is specific only to JBER. We understand this request will entail significant effort to correct issues within the PWS and cross reference the 127 CLINs and ensure all requirements are in the proper locations, however, the current PWS could lead to misinterpretations. Please see revised PWS for revised language.
3Contractor AGlobalMiscAll BasesPWS, Global: Please consider a thorough review of the PWS seeking to combine redundant sections into a single comprehensive section. For instance, Section 2.1.24.1.3.3 Permit Renewal, NPDES, MSGP (EAFB) essentially describes the need for SWPPP development and submittal for EAFB in approximately half a page (page 128 of 168). Section 2.1.25.2.1 Plan Update, SWPPP then details the requirements for SWPPP development and submittal for JBER and EAFB going into significant detail covering multiple pages starting on 132 and ending on 135 of 168. This redundancy could create misunderstanding or misinterpretation of the PWS. Also, is the text under Section 2.1.24.1.3.3 even correct as it has nothing to do with permit renewal per say? These are not the only times that similar requirements are listed under different sections/headings. Just generally speaking, there are numerous EAFB specific sections that share requirements with JBER and it would appear could be combined into a single section of similar requirements at multiple locations. Another example would be sections 2.1.25.2.2.1 Industrial Wastewater Management Plan (JBER) and 2.1.25.2.3 Plan Update, Water, Sampling, Monitoring (EAFB). Both sections require the contractor to review and update the IWMPs for each installation. It would seem these could be streamlined into a single section under Plan Updates. Please see revised PWS for revised language.
4Contractor A2.1.27MiscAll BasesPWS, Section 2.1.27.1 Page 142 of 168: Should the CMA requirement listed under Section 2.1.27.1 be a separate heading? Or is the bolding just for easy reading? No other sections contain a subheading like this. The referenced CMA is not intended to be a separate heading.
5Contractor A2.9TanksAll BasesPWS, Section 2.9 Page 159 of 168: None of the requirements for Storage Tank Environmental Compliance appear to be included in the provided CLIN sheet. The PWS has been revised to remove the "Storage Tank Management" section.
6Contractor A2.1.37RecordkeepingEAFBPWS, Section 2.1.37 Page 160 of 168: Is this section supposed to be tied to CLIN 0081? The CLIN title itself is similar to this section heading, but the CLIN references "Para 2.1.25.3" which is titled "Reports, NPDES (JBER)".Correct. Referenced CLIN iwill be revised.
7Contractor A2.1 & 2.2Haz/WasteJBERPWS, Section 2.1 & 2.2 Pages 32 through 54: Can the government confirm the Service Contract Act 2015-5681 revision 8 is the required wage determination for labor categories associated with Hazardous Waste and Hazardous Materials operations including the Qualified Recycling Program. Should it be assumed labor categories for Material Handler (21050), Warehouse Specialist (21410), Equipment Operator (23440), Recycling Laborer (99710), and Recycling Specialist (99711)?Once the solicitation is posted, it will identify the SCA wage rates and will identify labor categories applicable.
8Contractor A2.1.28.1Haz/Waste & QRPJBERPWS, Section 2.1.28.1 Page 146 of 168: What is the estimated quantity/weight of brass required to be processed weekly through the SCU?The estimated quantity is 2000 lbs to 4000 lbs.
9Contractor A2.1.28.1QRPJBERPWS, Section 2.1.28.1 Page 146 of 168: What is the estimated quantity of brass that can be processed through the SCU daily? The estimated quantity is 2000 lbs.
10Contractor AGlobalHaz/WasteJBERPWS, Global: Is JBER's intent to maintain and operate under the Part B Permit? Or is it JBER's intent to dissolve the Part B Permit? As of Jan 8, 2020 - JBER is intending to close the TSDF on JBER and terminate the part B permit. However, this process is lengthy and it is unclear at this time if JBER will be able to terminate the permit. At this time, and for the forseeable future, JBER will keep the TSDF and part B permit, but will not store any waste in the TSDF. The contractor should assume the Part B Permit will be in place.

Regardless of whether JBER intends to apply for a permit modification to terminate the permit conditions applicable to storage of HW containers, the contractor will not transport waste to JBER's HW container storage unit. The contractor will ensure all hazardous waste is transported from the CAA by the DLA disposal contractor, within 90 days of the date accumulation in the CAA began. The contractor will ensure compliance with regulations applicable to accumulation of HW in a CAA. In addition, as long as JBER has a RCRA hazardous waste permit, all HW operations (including operations conducted by the contractor) will comply with all applicable conditions of the permit.

11 Contractor A 2.1.1 Haz/Waste JBER, EAFB PWS, Section 2.1.1 Table 5 Page 33 of 168: Please consider a review of the number of used oil collection points and average number of daily container transfers, for JBER. These numbers seem low. JBER: EESOH-MIS currently indicates there are 7 waste sites with the type "UO". The contractor will remain aware that EESOH-MIS also indicates that used oil waste streams are associated with other waste site types.

EAFB: Reviewed; used oil collection points are included in the SAP count.

12Contractor A2.1.1Haz/WasteJBER, EAFBPWS, Section 2.1.1 Table 5 Page 33 of 168: Should we expect an increase in any of these numbers or overall workload during the contract period due to changes in base policy, HWMP updates, or events such as the Eielson F-35's arrival?Yes, JBER and EAFB are getting updated Haz Waste Management Plans. This will change the number in table 5. the F-35 arrival at Eielson will also increase the numbers, but we cannot know what that will be as of Jan 7, 2020.
13Contractor A2.1.28QRPJBERPWS, Section 2.1.28, 4th bullet Page 144 of 168: Maintenance. Consider having the maintenance a NTE CLIN. It will be difficult assuming a cost to maintenance. If not, please better define what will be the contractor's responsibility for non-routine or larger repairs (example: wind damaged scrap metal roll-off lids where an entire lid will need to be replaced.)Currently, any non-routine or large repairs have been paid out of the QRP funds.
14Contractor A1.1.2MiscAll BasesPWS, Section 1.1.2 Page 11 of 168: Will the contractor have to pay for the background check or any part of acquiring a Common Access Card (CAC) How long does it take to acquire the CAC, network access and EESOH-MIS access? The Contractor will not have to pay for the background check. It can take 90-120 days to aquire a CAC.

JBER: We can approve SAARs for EESOH-MIS. The process takes (on average) less than 30 days. Access to other systems such as APIMS/STAR is longer as we are not the approvers locally. Network access can range from a couple of weeks up to 6 months.

15Contractor A1.1.3Misc611PWS, Section 1.1.3 Page 13 of 168: Post Award Meeting/Teleconference the PWS states. "Within two (2) weeks after issuance of this contract, the Contractor shall attend/schedule an onsite post award meeting with the installation POC at each base/installation. For PRSC installations shall one meeting on JBER be assumed or is it the intent that each PRSC installation have an onsite post award meeting? Each instalation shall have their own award meeting. The PRSC government staff are located at JBER, therefore their meeting will be held at JBER. However, the PRSC meeting shall be seperate from the JBER meeting.
16Contractor ACLIN 9002Misc?CLIN 9002: Intended to be for Option Year 4 or Year 3 as noted in the text?CLIN structure has been revised.
17Contractor ACLIN 0012Misc?CLIN 0012: Intended to be a Minor Update or a Major Update as noted in text?CLIN structure has been revised.
18Contractor AMiscAll BasesIf the Government is amenable, it would be helpful to at the proposal phase to have plug numbers for permits and other direct costs (ODCs) associated with the execution of the program to ensure adequate coverage of these critical components, while relying on Contractors to develop an approach to staff and execute the work.Permits and Fees has been removed.
.......
1Contractor BGeneral commentsMiscAll BasesWill it be permissible for the Contractor to combine specific PWS task areas across installations and/or tasks to provide cost, schedule, and/or operational efficiency for the government? The contractor is obligated to complete the work as detailed in the PWS. The government is not detailing how they shall complete the work.
2Contractor BGeneral commentsHaz/WasteJBER/EielsonWill a site walk of the JBER and Eielson waste management facilities and/or JBER QRP facility be provided?Information in regards to a site visit shall be provided once the solicitation is released.
3Contractor BGeneral commentsMiscAll BasesNote that a few sections of the PWS appear to be repeats within the document. Our comments identify these areas. The Government reserves the right to not respond to this inquiry at this time.
4Contractor BGeneral commentsMiscAll BasesPlease consider providing a transition period between the project award and start of activities. This will enable the contractor to get the team on-boarded, base access (CACs), and access to appropriate software systems.A transition is planed for the HW work. Not all requirements will start on day 1 of the contract.
.......
1Contractor B1.1.1.1Air QualityJBER, EAFB, 611thPWS Section 1.1.1.1. Please clarify that a USAF representative should be present for all regulatory site inspections (i.e., this section could be simplified to provide this directive).PWS has been revised.
2Contractor B1.1.1.3Air QualityJBER, EAFB, 611thPWS Section 1.1.1.3 indicates that the Contractor shall select "a" laboratory that satisfies the PWS requirements. Would it be permissible for the selection of 2 or more laboratories? The contractor may use as few or as many laboratories as they choose.
3Contractor B1.1.2MiscAll BasesPWS Section 1.1.2 indicates that the government will assist the contractor to obtain Common Access Cards (CACs) for appropriate contract personnel. Please verify and provide a timeline for how long it will take to obtain these cards. Access to software platforms (EESOHMIS, APIMS, STAR, etc.) crucial for performing project activities cannot be performed without CACs.It can take 90-120 days to aquire a CAC.

APIMS/STAR: ~2 weeks EESOH-MIS: ~ 3 weeks

4Contractor B1.1.2MiscAll BasesPWS Section 1.1.2, please provide definitive limits for reporting injuries/incidents; the inclusion of "all" incidents currently seems too broad. The safety office is reviewing the PWS and if changes to this section are deemed warranted, they will be incorporated into the final PWS.
5Contractor B1.1.5P&FAll BasesPO 9 (PWS Section 1.1.5) indicates the contractor should pay all permit fees. Will the government accept a change order if the fees exceed the quantity listed? Similarly, if fees are less than the amount indicated how will that be handled? Note that PO 9 seems to be the same as PO 23.This requirement has been removed from the F2F.
6Contractor B1.1.6Misc611thFor visits to the PACAF Regional Support Center (PRSC) sites (PWS Section 1.1.6) - please provide documentation on the typical costs for lodging, vehicles, and air transport that the contractor should expect.See Base Support Letters in GFI.
7Contractor B2.1.1MiscAll BasesPWS Section 1.1.7. Some of the PWS tasks require the expenditure of funds for startup or initiation activities. It is assumed that these will be priced into the base year costs, however, please indicate how these should be distributed if a task is not awarded for the base year.It is the contractor's responsibility to determine how they will price their bid.
8Contractor B2.1.1Haz/Waste, QRPJBER, EAFBPWS Section 2.1.1. Please indicate the number of outside contractors that the Contractor shall coordinate with for the disposal of accumulated wastes from the Satellite Accumulation Areas (SAAs) (i.e., should removal orders for only 1 disposal/recycling contractor be anticipated or are several contractors used?).JBER: For QRP, JBER currently has one (1) contractor, but may change. JBER hazardous waste: The hazardous waste contractor will pickup up waste from SAAs, bring the waste to the JBER CENTRAL ACCUMULATION AREA (CAA), and coordinate with DLA and the DLA disposal contractor (1 contractor) to ensure transportation of waste, by the DLA disposal contractor, from the CAA.

EAFB: Removal Orders will be coordinated for DLA contractors only, which can be more than one individual or company (typically 2-3). Note that pick-ups will not occur from contractors at SAAs; all removal orders will be processed from the CAA.

9 Contractor B 2.1.1 Haz/Waste, QRP JBER, EAFB PWS 2.1.1 indicates the average number of daily container pickups that are anticipated, however the peak number and frequency are more valuable to anticipate the workload requirements for the team. Can the contractor perform these pickups at any point during the day or must a certain schedule be followed? JBER: The contractor will coordinate with waste-generating organizations to ensure waste pickups, from SAAs, occur Mondays-Fridays, 0730-1630.

EAFB: Contractor can perform these pickups during core business hours from 0730-1600, unless other duties (such as training or waste turn-in collection) conflict.

10 Contractor B 2.1.1 Haz/Waste, QRP JBER, EAFB PWS 2.1.1 indicates that the contractor shall provide all equipment for transporting wastes to/from the CAAs. It is understood that this includes a forklift; are other vehicles necessary? If so, please specify. Contractor should adhere to section 1.0 that states, "The Contractor shall provide all personnel, services, equipment, tools, materials, vehicles, and other requirements necessary…" The hazardous waste support contractor will provide vehicles and equipment, such as forklifts, to load waste containers on the vehicle transporting waste containers from SAAs to the CAA.

For EAFB A truck with a lift gate and fork lift are currently used to transfer waste. Fork lifts are only used at the CAA and not moved outside the facility to SAAs.

11 Contractor B 2.1.1 Haz/Waste, QRP JBER, EAFB PWS 2.1.1. Please indicate if the contractor is responsible for snow clearing/removal around the JBER and/or Eielson waste collection facilities. JBER: The contractor will clear snow from the area adjacent to the JBER central accumulation area as necessary to ensure safe operation and facilitate waste transportation.

EAFB: Correct; snow must be cleared from the base Hazardous Waste Facility within the fenceline.

12Contractor B2.1.1Haz/Waste, QRPJBER, EAFBPWS 2.1.1 indicates that the contractor shall perform updates to the Hazardous Materials/Waste Contingency Plan. Please indicate a frequency required for updating this plan.Assume yearly review, and updates every 5 years. Additional updates may be required due to regulatory changes.
13Contractor B2.1.1Haz/Waste, QRPJBER, EAFBPWS 2.1.1 please indicate the quantities of materials processed through the activities listed in Table 6.JBER: The JBER hazardous waste program has not been tracking the quantity of materials processed as shown in Table 6. 90-DAY HAZWASTE - Industrial Recycling Processes.

EAFB: See response to comment 18. Additionally, approximately 240 drums are recycled annually.

14 Contractor B 2.1.1 Haz/Waste, QRP JBER, EAFB PWS 2.1.1, Table 7. Please indicate if equipment listed in the table but without quantities is required for performing contract activities (i.e., a scale is listed for JBER with a quantity of "0"; should one be provided by the contractor?). JBER: The contractor will provide all equipment necessary to manage waste in accordance with applicable regulation and permit conditions, regardless of whether PWS indicates specific GFE is available or provided. Lack of availability, or operability, of GFE, will not relieve the contractor of responsibility to provide all equipment necessary.

EAFB: N/A to Eielson (there are no "0" quantities listed for Eielson).

15Contractor B2.1.1WaterEAFBPWS 2.1.1, the EAFB GAC system. Please indicate the number of times that the system requires operation throughout the year and the typical time requirements for each process. Also please indicate the frequency of media changeout required and how the spent media is to be disposed (i.e., is this the contractor's responsibility?).The system requires approximately 40 times/year for operation, mainly processing POL contaminated water pumped out of facility floor drain collection areas. Operations occur seasonally, mostly during breakup and during the summer months. Operation time is estimated at 3 hrs to process the water. Media change out occurs approximately once every two years, but will depend on the contaminant concentration in the water being processed for how contaminants are absorbed.
16Contractor B2.1.1Haz/Waste, QRPJBER, EAFBPWS 2.1.1, Table 8. The table indicates quantities for each of the waste streams, however it is critical to know whether a particular stream is "lb/month" or "lb/yr" (note that some of these quantities appear to be very low, such as only 1 lb/yr of oil); similarly it would be helpful to know the number of frequency and number of containers anticipated for each waste stream (monthly or annually).See GFI "JBER Summary of Hazardous and Regulated Waste.xlsx" as referenced in table 8.
17Contractor B2.1.1Haz/Waste, QRPJBER, EAFBPWS 2.1.1.D. Please indicate the annual number of anticipated RCRA emergency requests for munitions detonation.Anticipate four emergency requests for munitions detonation.
18Contractor B2.1.3.1Haz/Waste, QRPJBER, EAFBPWS 2.1.3.1. Please verify which recycling processes the contractor shall perform (is responsible for). For example, is the contractor expected to launder (wash) all oily rags turned into the CAA? For those processes that the contractor shall perform, please indicate the typical quantities and frequencies required (i.e. via Table 6).JBER: The contractor will not be required to recycle hazardous waste. Hazardous waste may be recycled/disposed/treated/stored through the DLA disposal contract. The contractor may choose to recycle hazardous waste to reduce disposal costs. The contractor may choose to puncture aerosol cans, collect waste removed from aerosol cans, ensure proper disposal of waste removed from aerosol cans, and dispose of the cans as recyclable metal after removal of waste from aerosol cans.

EAFB: The following are the recycling processes the contractor is responsible for: Aerosol cans are punctured on a weekly basis. Approximately 425 cans/month during normal operations and 700 can/month during exercises. JP-8 recycling may be required <1/yr, in the event of a large spill. The contractor will be responsible for battery and fluorescent bulb recycling; however, management will be limited to receiving, packaging, and processing the waste for shipment for the DLA contractor. Waste Profiles are to be prepared by the contractor and reviewed by the government (current number of waste profiles in EESOH-MIS is 140).

19 Contractor B 2.1.4 Haz/Waste JBER, EAFB PWS 2.1.4. Please indicate when the next biennial reports will be required for both JBER and Eielson. Also indicate if the PRSC will require RCRA biennial reporting? JBER: The next biennial hazardous waste report will be required in 2022.

EAFB: The next biennial report will be required 1 Mar 2022.

20 Contractor B 2.1.5 Haz/Waste JBER, EAFB PWS 2.1.5. Please verify if other containers not listed in Table 10 should be provided by the Contractor? (i.e., pallets for handling the containers, fluorescent bulb boxes, etc.). Similarly, is the contractor anticipated to test used oil for water content or PCB content? (This testing will require appropriate supplies/test kits.) JBER: The contractor will provide all containers, including CF, and pallets, to ensure management of all waste consistent with applicable regulation. The contractor will provide all supplies and material required to properly manage used oil consistent with regulation.

EAFB: Honeycomb packaging will be required for packaging lead-acid batteries. Fiberboard containers are used for fluorescent bulbs and already included on the list. Used oil must be tested for water or halogen content. Chlor-d-tect 1000 chlorine halogen test kits should be purchased for used oil testing. Pallets are generally aquired from other location on base via reuse opportunities.

21Contractor B2.1.5Haz/WasteJBER, EAFBPWS 2.1.5. Please clarify how the contract will be managed if additional or fewer containers are required than listed in Table 10.See revised langauge in PWS.
22Contractor B2.1.7bHazMat/EESOH-MISJBER, EAFBPWS Section 2.1.7.b. Please clarify if the contractor is anticipated to be a SAAR form approver for each installation?JBER: No.

EAFB: Yes.

23Contractor B2.2Haz/MatJBER, EAFB, 611thPWS 2.2. (Section 2.1.7.C). Please clarify if the contractor should provide a vehicle to facilitate the inspections or if a government vehicle will be made available.Contractor should adhere to section 1.0 that states, "The Contractor shall provide all personnel, services, equipment, tools, materials, vehicles, and other requirements necessary…"
24Contractor B2.1.9, Table 11Haz/MatJBER, EAFBPWS 2.1.9. Table 11 provides the stock levels for certain spill response materials. Please provide the usage quantities. Also, similar to comment 14 - please clarify how the contract will be managed if additional or fewer response materials are needed.JBER: Usage varies on spill events and needed material to adequately clean-up the spill. JBER can state it has not completely exhausted the material within a year.

EAFB: The usage levels of these items is approximately equal to the stocking number. With F-35 coming, these numbers may increase. If fewer items are needed, then stock will be kept on hand and used the next year. If more items/supplies are needed, in addition to what was stocked, the contractor will buy those items and charge the contract.

25 Contractor B 2.1.9, Table 11 POL/Spills JBER, EAFB PWS 2.1.9. Table 11 -- Please confirm that the government will provide a location where these spill response materials may be stored. Also please clarify the manner in which these materials will be provided to responders. JBER: Yes, JBER has a primary and secondary/additional storage locations.

EAFB: EAFB has mulitple buildings dedicated to storing spill response materials. The contractor will have access to these buildings. Responders (Fire Department, Liquid Fuels, etc.) maintain their own supply of spill response materials and replenish as needed from the IHMP supplies.

26Contractor B2.1.11P&FJBER, EAFB, 611thPWS 2.1.11. Please clarify how the contract will be managed if additional or fewer fees are required than listed in this section and subsections. Also, please clarify if the amounts listed are annual or the total for all 5 years of the contract. This requirement has been removed from the F2F.
27Contractor B2.1.12.1Air QualityJBER, EAFB, 611thPWS 2.1.12. Please clarify how the contract will be managed if additional or fewer hours are required than listed in this section and clarify if the hours listed are annual or the total for all 5 years of the contract. The hours are annual support, if exercised. Please reference the Summary of Basic and Optional Requirements to determine which years the support is required.
28Contractor B2.1.12Air QualityAll BasesPWS 2.1.12. Please clarify if the hours and tasks listed are outside of the preparation of the documents/deliverables listed in Tables 19 and 20. Many of the tasks listed in this section (2.1.12) are duplicative of the tasks in Tables 19 and 20.The government is not dictating how many hours they expect the contractor will take to complete th requirements under Tables 19 and 20. The GOV has revised the PWS to clarify that Tables 19 and 20 (which now occur under section "Reports and Compliance Support") are a seperate requirement than the requirements found under the section titled "Alaska Recordkeeping & Compliance Support".

The hours listed in section "Alaska Recordkeeping & Compliance Support" are misc. support hours. Under these hours, the contractor shall provide support as detailed in the bullets listed under the sentence "Alaska Recordkeeping & Compliance Support will include, but is not limited to".

29Contractor B2.1.12.1Air QualityAll BasesPWS 2.1.12.1. Please note that the bullets for the 611th Support Hours for Senior Environmental Engineer/Senior Scientist seem to be repeated (2nd and 3rd bullets). The PWS has been revised to fix this error. Please see revised langauge.
30Contractor B2.1.12.1.2Air QualityEAFB, JBER, EASPWS 2.1.12.1.2 Please provide a specific number of anticipated excess emissions reports required to be filed annually.See PWS section: "2.1.12.2.2Notification, Deviation, Malfunction and Emergency Reporting... The Contractor shall anticipate a maximum of 5-15 reporting events annually per installation (JBER, EAFB, and EAS)."
31Contractor B2.1.12.4Air QualityEAFB, JBER, EASPWS Section 2.1.12.4. Please provide the anticipated frequency for the expected number of site visits. Are the numbers listed to be assumed to be annually or for the full contract period? The site visits are annual for each year the requirement is exercised. Please reference the Summary of Basic and Optional Requirements to determine which years the site vists are required.
32Contractor B2.1.17.8WaterJBER, EAFBPWS 2.1.17.8. Please indicate if any of the outfall/discharge/influent samples (specifically for EAFB) are expected to be 24-hour composite samples or if they are truly grab samples. If they are composite samples, please indicate if the government will provide the composite sampling collection unit. For the JBER 24hr composite samples, please indicate if the government will provide the composite sampling collection unit.JBER: For 24-hr composite wastewater samples, the AWWU (Anchorage Water and Wastewater Utility) provides and maintains the composite sampling collection systems.

EAFB: Grab samples

33Contractor B2.1.17.8WaterEAFBPWS 2.1.17.8, EAFB Only section. Please provide specific analytical methods requested for the dioxins, CFCs, and combustion by-product analyses as required per the 2nd bullet in this section. The contractor is required to use labs that are approved by adec and the dod. The approved labs can provide the approved methods.
34Contractor B2.1.17.8WaterEAFBPWS 2.1.17.8, EAFB Only section. Please indicate if the contractor shall have primary responsibility for completion of the DMRs or if the contractor will simply be providing QA/QC of the government's preparation of this form and then submittal of the data/form.The contractor should prepare the DMR for base review/submittal.
35Contractor B2.1.17.18ToxicsAll BasesPWS 2.1.18. Please indicate the number of anticipated samples (annually) that are expected for this task such that the level of labor effort can be estimated. The need for sampling under this paragraph varies from year to year, as does the number of samples needed per event. Per the PWS: For estimating purposes the Contractor shall assume a cost of $6,750 at JBER. The cost is based on similar historical requirements.

50Contractor B2.1.29POL/SpillsJBER, EAFBPWS 2.1.29. Please indicate which bases/installations this section pertains to.See Table 4
51Contractor B2.1.29POL/SpillsJBER, EAFBPWS 2.1.29. Please indicate if the cost/expense assumption amount is annually or for the 5 years of the contract and which installations the expenses cover. Also indicate if the expense is to be inclusive of labor. It will help with cost estimating (and verification) purposes if the government can provide the recent history on the number of events this task covers and sizes of these events.Cost is an annual assumption per installation.

EAFB: In the past 5 months, EAFB's on-call contractor has been activated to respond to a spill after-hours approximately 5 times. These spills have ranged from 10 to 450 gallons.

52 Contractor B 2.1.30 POL/Spills JBER, EAFB PWS 2.1.30. It is unclear how this task is different from PWS 2.1.30. The questions is unclear.

If this is meant to say "it is unclear how 2.1.30 is different from 2.1.29" -- 2.1.30 is for spills that are greater in magnitude.

53Contractor B2.1.31POL/SpillsJBER, EAFBPWS 2.1.31. Please provide the frequency at which the requested spill kits should be provided (i.e., should kits be provided annually?).Annually
54Contractor B2.1.31POL/SpillsJBERPWS 2.1.31. Please clarify if non-expendable equipment listed under this section should be provided on a standby-basis. Also please indicate the anticipated frequency and duration of use for each type of equipment.JBER: The contractor may consider standby-basis as long as they meet the requirements as outlined in the task. The anticipated frequency and duration varies from release event. Historical records vary from 30 minutes to 6 hours.
55Contractor B2.1.32POL/SpillsJBERPWS 2.1.32. Please clarify if the contractor will be responsible for cleanup or response to the base for any spill calls received.JBER: The contractor may consider standby-basis as long as they meet the requirements as outlined in the task. The anticipated frequency and duration varies from release event. Historical records vary from 30 minutes to 6 hours.
56Contractor B2.1.32POL/SpillsJBERPWS 2.1.32. Please clarify the number and frequency of calls (and responses pending answer to above) anticipated to be fielded through this task.JBER Environmental Office maintains spill response standby phone and answers all spill response calls. The contractor would only receive a call from Environmental. The number/frequency of spill response requests vary. JBER has a Government spill response team. The contractor would be requested to provide support outside of JBER's internal capabilities. The most common scenario is fire foam releases, which have been averaging to 1x per year. But the frequency/number may change significantly based on mission.
57Contractor B2.1.33POL/SpillsJBERPWS 2.1.33. Please indicate what is anticipated by a "Minor Update".Minor update typically means doing any necessary updates to the plan that involve administrative, changes or addition of fuel/POL tanks such that are not technical in nature or do not alter the potential for an oil spill that would otherwise require re-certification and signature of the plan per 40 CFR 112.
58Contractor B2.1.34POL/SpillsJBERPWS 2.1.34. Please indicate if the major plan update in FY20 as given in this section is still necessary for JBER. We understand that a task order was issued in 2019 for the completion of a plan update for JBER under the PACAF-ESC contract. The timeline for the renewal with ADEC and EPA will start in Dec 2020, which may require a major plan update, pending regulatory review. Additionally, JBER has projects programmed that, if funded and executed during the period of performance, would require a major update. Since the events depends on funding, JBER cannot confidently state whether or not a major update will be required.
59Contractor B2.1.37MiscAll BasesPWS 2.1.37. Please indicate how this task may overlap with PWS 2.1.13.USAF requires all final, signed official copies of reports and other documents to be filed using the Air Force Records Information Management System (AFRIMS). This task is separate from the other environmental tasks in PWS; however, some of the documents/reports generated under media specific tasks could be required to be filed under AFRIMS. Under this task (2.1.37) contractor would take the final, signed PDF copy of a document and assign it the AFRIMS file name, add it to the file disposition and file it. Supporting documentation or the native files (MS Word, Excel, etc.) do not get filed in AFRIMS. Contractor may or may not have to scan final hard copy files with signatures as part of this task.
60Contractor B2.10HazMatJBER, EAFBPWS 2.10, Qualifications/Experience. Is it necessary for the hazardous materials personnel to have a CDL with hazmat endorsement? The PWS does not indicate that the individuals that would be supporting the hazardous materials portions of the scope will be transporting any hazmat.Qualifications/experience for employees involved in hazardous waste operations will remain as stated in the PWS.

1Contractor C1.1.3,EMSAll BasesPWS 1.1.3, Environmental Awareness Training: will the Air Force provide the required Environmental Awareness Training, for each applicable AF installation (i.e. Eielson AFB, Eareckson Air Station, Clear Air Station, etc.) to the contractor in support of this requirement? Or, is the EMS General Awareness Training Course EMS100AFIT00004 adequate to meet this requirement for the non-JBER installations?
The EMS Awareness training is available via the TEACH website.

Additional EMS specific training may be required for base identified significant aspects.

2Contractor C1.1.5,MiscAll BasesPWS 1.1.5, Table 1, Performance Objective (PO)# 10: the second column "Performance Standard" makes reference to paragraph 11.2 of this PWS, however, there is no paragraph 11.2 in the PWS - please correct references in this column of the table for this and subsequent PO's.The PWS has been revised.
3Contractor C2.0,MiscAll BasesPWS 2.0, Scope: second paragraph, last sentence references Table 1 Summary of Requirements for JBER, EAFB, CAS, and 611th; however, this is actually listed as Table 3 in the draft PWS.The PWS has been revised.
4Contractor C2.0,MiscAll BasesPWS 2.0, Scope, Table 4: the ninth line in this table lists both PWS 2.2.25.2.4 and 2.1.25.2.5, however the tenth line also lists PWS 2.1.25.2.5 - should the reference to 2.1.25.2.5 be removed from the ninth line in this table? The PWS has been revised.
5Contractor C2.1.10,Air QualityAll BasesPWS 2.1.10, AEI Data Management: The second sentence states that Clear Air Station is included in this task; however no background data for Clear AS is provided in Tables 16-18, and Clear AS is not listed as having this PWS 2.1.10 in the Base nor Option Years in Tables 3-4 and the CLINS/sub-CLINS list. Please clarify if this AEI data management task will include Clear AS, and which Base/Option Years they are planned for award - also please provide a Clear AS table (similar to Tables 16-18) in 2.1.10 as appropriate if Clear AS is included.Clear AS has been removed from this section.
6Contractor C2.1.10,Air QualityJBERPWS 2.1.10, AEI Data Management: Will the government provide all previous written AEI reports to the contractor for each of the installations? No written AEI reports are currently listed in the GFI list for JBER.Emissions data is available via the APIMS database. Additionally, the JBER Assessable Emissions Inventory for 2019 was included in the GFI.
7Contractor C2.1.10,Air QualityAll BasesPWS 2.1.10, AEI Data Management: Can the government please describe the extent of the set up/implementation of the ODS Refrigerant Module in APIMS for each installation? For example, which installations have no ODS Rfg Module in place (i.e. contractor start from scratch); which installations have the ODS Rfg Module initially set up, but not recently updated; and/or which installations have the ODS Rfg Module set up, implemented, and up-to-date with current data?JBER and Eielson currently use the refrigerant module but the data will require updating. 611 is not currently using the module.

JBER: ODS equipment that is maintained by 773 CES HVAC shop is in APIMS refrigerant module and shop uses the module regularly. The contractor shop on Fort Richardson side of JBER does not use APIMS. F2F contractor should account for completing an inventory and implementing Fort Richardson data for JBER as it is not within the scope of the Fort Richardson HVAC contract shop to perform this work/use APIMS. Fort Richardson contractor HVAC shop does not have computer access/access to APIMS.

8Contractor C2.1.10,Air QualityJBERPWS 2.1.10, AEI Data Management: Will the comprehensive stationary source AEI & PTE in APIMS for JBER include only the JBER Title V Permit sources, or will this include all Title V, ORL, & Minor Permits sources for Elmendorf & Ft. Richardson? Will this only include sources owned/operated by the AF/Joint-Base and exclude sources operated by other contractors such as Doyon and Aurora Housing?Field verification and maintenance of Alaska Army National Guard (Fort Richardson), Alaska Air National Guard (176th - Elmendorf), Doyon, and Aurora housing AEI is not included in the PWS. There is also a contractor operated rock crusher operation on JBER that is separate from the government operated rock crushers that is also outside the PWS.
9Contractor C2.1.10,Air QualityAll BasesPWS 2.1.10, AEI Data Management: Please confirm that a mobile sources AEI within APIMS is not included in this task's scope (there is mention of mobile sources AEI on p.61 of 160 of the draft PWS), only stationary sources AEI/PTEs are included.Mobile AEIs are not required under this PWS.
10Contractor C2.1.10,Air QualityAll BasesPWS 2.1.10, AEI Data Management: For the GPS mapping of coordinates of stationary sources in support of the field verification, will the GPS data obtained be expected to be uploaded into the APIMS, or GeoBase, or other system? Will roof access be provided for obtaining GPS coordinates of exhaust stacks of emissions sources - or what other options are available for obtaining GPS coordinates for emissions sources that are located inside of existing buildings/structures (e.g. estimate/approximate GPS locations for sources inside bldgs.?) Can the government provide an estimate of the how many or which locations will require GIS mapping in association with the field verification?1. GPS data shall be uploaded into APIMS only.

2. Roof access will be provided when possible. Otherwise the contractor will utlize the best approximate GPS location.

3. GPS coordinates will be required for each emission unit. The contractor is already required to complete a 100% field verification under the AEI.

JBER Clarification: GPS coordinates of buildings or structures in which emission sources reside is within GeoBase and these data are reviewed periodically. These data can be used as a starting point when completing field verification of emission inventories under AEI. As stated by AFCEC, the GPS data collected by contractor under F2F would be uploaded into APIMS only. Maintenance of data in GeoBase outside of PWS.

11Contractor C2.1.11.1,P&FJBER, EAFB, 611thPWS 2.1.11.1, P&F Air: The last sentence states that past fees for JBER, EAFB, and 611th have typically been less than $10,000, not expected to exceed $15,000 - are these "typical" amounts for each installation, or for all installations combined? Can the government please provide an estimated fee associated with this task for each installation to aid in the contractor's costing of each CLIN?This requirement has been removed from the F2F.
12Contractor C2.1.11.1,P&FJBER, EAFB, 611thPWS 2.1.11.1, P&F Air: Please confirm that the fees covered under this task are for AQ permit fees (e.g. Minor Permit Application Fees), and related fees from ADEC for Q&A or processing AQ permits/applications. Please confirm that these fees do NOT include fees from non- compliance nor enforcement actions (only permits/applications fees as noted above). This requirement has been removed from the F2F.
13Contractor C2.1.11.1,P&FJBER, EAFB, 611thPWS 2.1.11.1 & 2.1.11.2, P&F Air & Title V: Can the contractor assume in their costing for these tasks that the CLIN amount for each task/installation would be the AQ fee amount + contractor markup/processing fee/labor? Or must the contractor assume a total firm fixed amount for each P&F task (for each installation) and accept the risk of the unknown future fee amounts? This requirement has been removed from the F2F.
14Contractor C2.1.11.2,P&FJBER, EAFB, 611thPWS 2.1.11.2, P&F Title V: The last sentence states that past fees for JBER, EAFB, and 611th have typically been less than $100,000, not expected to exceed $200,000 - are these "typical" amounts for each installation, or for all installations combined? Can the government please provide an estimated fee associated with this task for each installation to aid in the contractor's costing of each CLIN?This requirement has been removed from the F2F.
15Contractor C2.1.11.2,P&FJBER, EAFB, 611thPWS 2.1.11.2, P&F Title V: Please confirm that the fees covered under this task are for Title V AQ fees (e.g. Assessable Emissions Fees, or similar), and related fees from ADEC for Q&A or processing AQ Title V Permits/applications.
