STATEMENT OF WORK

Scope of Work Boat Support for Biological Surveys Elfin Cove and Port Althorp, Alaska

Dated 18 July 2019

Introduction. The U.S. Army Corps of Engineers, Alaska District proposes to dredge the entrance channel into Elfin Cove, Alaska in order to allow continued, safe navigation for this harbor of refuge. The dredging would generate an estimated 4,000 cubic yards of material which will most likely be placed in an openwater site. In order to determine biological suitability, the proposed open-water disposal locations must be surveyed for the presence and distribution of biological resources. Preliminary screening has indicated portions of Port Althorp may be an appropriate disposal location due to proximity to the dredging project, bottom consistency, and depth. Some locations closer to Elfin Cove may also be investigated for suitability, including locations for beneficial use (habitat creation).

Work Plan. The Alaska District will use appropriate bottom fishing equipment (crab and shrimp pots) to survey the bottom habitat in the Elfin Cove and Port Althorp area. At least eight locations will be surveyed, with the exact number and location of the sampling points to be determined based on solicitation of input from local expertise (see Figures 1-3). Sampling will be performed once during fall of 2019 (timing is flexible) with options to repeat the effort three more times (winter 2020, spring 2020 and summer 2020) in the year-long sampling period in order to characterize seasonal variability. For seasonal survey timing on this project, summer is considered June through August; fall is September through November; winter is December through February and spring is March through May. There should be at least six weeks between seasonal sampling events; for example, sampling the last week of August during the summer trip and again two weeks later in the fall trip would not allow enough time separation to be meaningful.

Pot gear will be set on day one and allowed to soak for approximately 24 hours and the catch will be characterized onboard by Corps biologists. Catch processing by Corps biologists will involve identifying, counting, and measuring marine organisms. The sampling is intended to be non-destructive and all animals will be returned to the water after characterization.

Bottom conditions will also be characterized using a Corps-owned underwater camera and a barrel sampler. The underwater camera (figure 4) will be deployed at each sample site to gather bottom video footage. This camera with associated components (frame, light, etc.) weighs approximately 70 pounds and will be deployed and retrieved using the vessel’s hydraulic pot puller and the vessel’s pot line. The barrel sampler (figure 5), weighing 25 pounds empty and up to 75 pounds full of bottom material, will be deployed at each sample site during one survey only since there is minimal chance for seasonal changes. The same line used to deploy and retrieve the camera could be used for the barrel sampler.

The work plan schedule is to set pots, retrieve pots, and gather all video footage in the first three days of each sampling trip (summer, fall, winter, and spring). The fourth day of each sampling is planned to allow for work that does not fit in the 12-hour daily work window plus sediment sampling on one trip, or for weather delays occurring during the first three days of sampling operations. Water depths in the sampling areas are between 70 to 90 fathoms and the bottom consistency varies between gravel to silt, according to nautical charts. The distance from Elfin Cove to the sample sites in Port Althorp is approximately 3 nautical miles to the closest site and up to 5 nautical miles to the farthest site. Other sample sites are located within one nautical mile of Elfin Cove. Corps biologists will obtain the fish collection permit from Alaska Department of Fish and Game.

Requirement. The contractor is to furnish all labor, equipment, supplies, materials, supervision, and other items and services necessary to provide boat support to two Corps biologists for the sampling outlined above in the work plan section.

The contractor shall provide a vessel at least 36 feet long to accommodate sampling equipment (pots, underwater camera, and barrel sampler) and two Corps biologists. The vessel must be capable of safely, reliably, and efficiently reaching the survey locations in the Port Althorp and Elfin Cove area within the four seasons described above in the work plan section. The contractor shall meet the safety standards published in Section 19 F of the Engineering

Manual No. 385-1-1 (30 November 2014) in addition to complying with commercial and industry standards as well as all applicable Federal, State, and local laws, regulations, and procedures. Section 19 F is included as appendix 1 to this scope of work. The vessel shall be equipped with GPS/chart plotter in order to navigate to the sampling locations and a hydraulic puller to recover the sampling equipment (pots, underwater camera, and barrel sampler).

At a minimum, the contractor shall provide 10 crab pots capable of catching king crab and 10 shrimp pots. The pots, line, and hydraulic puller must be capable of fishing in at least 100 fathoms. Additionally, sufficient line shall be provided by the contractor to deploy the camera and barrel sampler to the bottom in up to 100 fathoms of water plus allowance for scope (1,000 feet of line in multiple shots should be sufficient). The bridle, floats, and weights for the camera will be provided by the Corps. The contractor shall also provide a vessel crew familiar with operating in southeast Alaska. As part of the crew, the contractor shall provide a deck hand familiar with setting pots and running the hydraulic puller onboard the vessel.

The exact dates of each sampling trip have not been established. There is flexibility to work with other contractor commitments and commercial fishing seasons. The Corps biologists will coordinate with the contractor to establish the dates of each sampling trip with a minimum of 30 days advance notice. The starting and ending location for each sampling trip shall be Juneau, Alaska. Auke Bay in Juneau, Alaska is also an acceptable starting and ending location. The two Corps biologists will meet the contractor at a port/harbor located at the starting location and then live onboard the vessel for the duration of the sampling trip. The contractor shall provide reasonable accommodations along with 3 meals per day for each of the Corps biologists. The sampling shall be conducted during a 12-hour work day, during daylight hours when possible as the season allows, and would take a maximum of six consecutive days on the water each sampling trip:

Day 1: Pick up Corps biologists in Juneau or Auke Bay and travel to the sampling area on contractor vessel.

Moorage or anchorage for the night is at the discretion of the vessel captain.

Days 2 through 5: Sampling in Port Althorp and outside Elfin Cove. Moorage or anchorage for each night is at the discretion of the vessel captain.

Day 6: Travel from sampling area back to Juneau or Auke Bay where Corps biologists will depart contractor vessel.

The base item in this contract shall be for the fall 2019 sampling trip with options to conduct additional sampling trips in the winter 2020, spring 2020 and summer 2020. These options for additional sampling trips shall be exercised at the discretion of the Government and are subject to availability of funds.
