EXECUTIVE SUMMARY

1. The objective of this contract is to provide Environmental Remediation Services (ERS) in support of a wide range of customers serviced by the U.S. Army Corps of Engineers (USACE), Alaska District. In addition to the Air Force and Army military stakeholders, USACE Alaska District customers can include U.S. Forest Service (USFS), U.S. Coast Guard (USCG), Federal Aviation Administration (FAA), National Oceanic and Atmospheric Administration (NOAA), Environmental Protection Agency (EPA), and Bureau of Land Management (BLM). Environmental remediation work executed under this ERS contract will include a full range of environmental investigations, studies, engineering support, remedial designs, removal and remedial actions and operations and maintenance activities for the USACE Alaska District customers. The multiple-award indefinite-delivery indefinite-quantity (IDIQ) contract tools are anticipated to support various environmental programs within the USACE Alaska District, to include but not limited to the Formerly Used Defense Sites (FUDS) program, Air Force Installation Restoration (IRP), Air Force Environmental Quality (EQ), Army EQ, Army IRP, and Native American Lands Environmental Mitigation Program (NALEMP). The USACE Alaska District is part of the USACE Pacific Ocean Division (POD) which encompasses all areas covered by the U.S. Pacific Command (USPACOM). Primary performance locations will be within the State of Alaska, but some work may be performed outside of Alaska but within the USACE POD area of responsibility (AOR).

2. There are up to five (5) Multiple Award Task Order Contracts (MATOC) anticipated under this solicitation, W911KB19R0007; however, the Government reserves the right to award more, less, or none at all. This requirement is being competed as a 100% Total Small Business Set-Aside under the North American Industry Classification System (NAICS) Code 562910, Environmental Remediation Services. All awards issued under this solicitation will share a total ceiling capacity of $140 Million (M).

3. All resultant contracts awarded from this solicitation will constitute multiple award IDIQ type contracts as defined in the Federal Acquisition Regulation (FAR) 16.504. Task orders will be awarded against the IDIQ contract using the fair opportunity procedures discussed in FAR 16.5, in addition to competition requirements identified in Defense FAR Supplement (DFARS) 216.505-70. All MATOC awardees will be afforded fair opportunity to be considered for award of each order exceeding $3.5K, unless an exception described in FAR 16.505(b)(2) applies. Task orders may be firm-fixed price (FFP), fixed price with economic price adjustment (FP-EPA), or cost plus fixed fee – completion form (CPFF-CF). It is anticipated that the majority of task order efforts will be fixed price (FFP or FP-EPA). This solicitation is for a three (3) year base period, with two (2) 1-year options to extend performance. These are ordering periods where task orders will be issued for services as described in Section C and ordered in accordance with Section G. The ordering period shall commence upon the date of contract award and continue for a base period of three (3) years, and may continue with two (2) 1-year option periods if exercising of the options is determined to be in the Government’s best interest. Per FAR Clause 52.216-19, Order Limitations, the minimum order for this acquisition is $25K, with a maximum order amount of $10M for a single task order, and $50M maximum for combined task orders. Task Order requests for proposal (RFP) will require offerors to provide sufficient detail with regard to labor categories, hours, material, and travel (if applicable) to allow an evaluation of proposed price or cost(s). Travel costs shall not exceed the amounts allowed under the Joint Travel Regulation. Profit is not allowable on travel costs.

4. The USACE Alaska District will remain the Procurement Contracting Office and no other agency can make changes to any IDIQ award or resultant contract.

5. The minimum guarantee amount for each MATOC awardee shall be $10K for the entire contract, including option periods, if exercised.
