PERFORMANCE WORK STATEMENT

REGIONAL HAZARDOUS WASTE SUPPORT

EIELSON AIR FORCE BASE, JOINT BASE ELMENDORF-RICHARDSON,

AND PACIFIC AIR FORCES REGIONAL SUPPORT CENTER (PRSC),

ALASKA

19 APRIL 2018

1.0 INTRODUCTION/BACKGROUND

The objective of this Performance Work Statement (PWS) is to provide Hazardous Material/Hazardous Waste program support to Eielson Air Force Base (Eielson), Joint Base Elmendorf-Richardson (JBER) including the JBER Pacific Air Forces Regional Support Center (PRSC). Support includes, conducting facility operations for handling, processing and storing wastes; supplying equipment and containers; loading and transporting hazardous wastes; conducting inspections of hazardous waste accumulation areas; training base personnel and other contractors on management, handling and storage of hazardous wastes; sample collection/analyses, spill response and operating the Air Force software system Enterprise Environmental, Safety and Occupational Health – Management Information System (EESOH-MIS) to track waste streams, waste quantities, waste accumulation areas and process wastes for disposal.

The Contractor shall provide all labor, materials, equipment, and transportation to support the Eielson, JBER and the JBER PRSC Hazardous Waste Programs. Specifically the contractor will operate the Hazardous Waste Centers (HWCs) to collect, manage and dispose of hazardous wastes, universal wastes, other regulated wastes, and recyclable materials. The HWCs are central accumulation areas (CAAs) as defined in 40 CFR 260.10, which will be managed by the contractor in compliance with federal regulation applicable to CAAs.

Work shall be performed in accordance with (IAW) all applicable federal, state, and local regulations and policies regarding the management of Hazardous Materials and Wastes. The contractor shall comply with the following (existing and as revised): applicable Resource Conservation and Recovery Act (RCRA) permit conditions, Hazardous Waste Management Plans, Base Operations Plans including, but not limited to, the JBER OPlan 19-3 Environmental Management Plan (or other JBER hazardous waste management plan which may replace JBER OPlan 19-3), the PRSC Waste Handling Handbook, the Eielson Hazardous Waste Management Plan (HWMP), the Eielson Oil and Hazardous Substance Discharge Prevention and Contingency Plan, and applicable Department of Defense (DoD) and Air Force Instructions (AFIs). The contractor will manage all hazardous and universal waste in accordance with regulations applicable to large quantity generators of both hazardous and universal waste. The Contractor shall be responsible for identifying and complying with the most stringent/applicable federal, state and local policies/regulations that will affect this contract.

For JBER, the contractor will comply with all applicable conditions of the RCRA Part B permit to operate a hazardous waste container storage unit, issued by the USEPA to JBER.

The majority of waste generated is petroleum products, oils, lubricants, antifreeze, batteries, spent solvents, paint, lamps, aerosol cans, contaminated absorbents, and sludge. Waste is generated by activities including, but not limited to, aircraft maintenance, vehicle maintenance, painting/coating, and building maintenance. Waste accumulation areas are managed by primary and alternate hazardous waste accumulation area managers.

On JBER, the contractor is required to pick up waste from accumulation areas and transport waste to the HWC located in building 4314. The contractor may consolidate waste at the hazardous waste center. The contractor is required to prepare complete Form 1348s at the hazardous waste center and attach the appropriate form to each shipment transported by the contractor to the permitted hazardous waste container storage unit on JBER. Before transporting hazardous waste or material from the hazardous waste center to any location, the contractor is required to package all waste and material in accordance with applicable RCRA, United Nations performance oriented packaging, and Department of Transportation regulations.

Eielson AFB does not have an on-site permitted TSDF; therefore, RCRA hazardous waste (HW) must be removed from the base before it exceeds the 90-day limit. At Satellite Accumulation Points (SAPs), containers are dated when the container is full. SAP containers must be moved to the Eielson CAA, 354 CES/CEOIC Hazardous Waste Facility (HWF), within three calendar days of the date full. At accumulation areas, containers are dated when waste is first placed into the container; the AP must call for a waste pickup for transport to the HWC when the container is 30 calendar days old. Form 1348-1A is generated at the Eielson HWF for each shipment transported by the DLA-DS contractor.

JBER

JBER is a large quantity generator of hazardous waste, a large quantity handler of universal waste, and produces approximately 250 tons of hazardous (including universal) waste annually, from approximately 1,800 active waste streams. There are approximately 300 hazardous waste satellite accumulation areas, 200 universal waste accumulation areas and approximately 200 other accumulation areas on JBER. Waste accumulation areas associated with a specific organization are usually, but not always, located within the same building. The US Environmental Protection Agency (EPA) has issued a Resource Conservation and Recovery Act (RCRA) permit to JBER, to operate a hazardous waste container storage unit at building 11735.

The permitted hazardous waste container storage unit, is operated by the Defense Logistics Agency - Disposition Services for JBER. JBER’s EPA identification number is AK8 57002 8649.

PRSC

The JBER PRSC is made up of 16 active sites. The PRSC typically disposes of about 58 tons of total waste annually, including 57 waste streams of which 75 percent are universal wastes.

EIELSON

Eielson is a LQG of hazardous waste and typically produces about 337 tons of total waste annually, including 123 waste streams. There are approximately 120 hazardous waste and universal waste areas on Eielson. Eielson is not a RCRA permitted facility; but is operating as a LQG under EPA identification number AK1570028646.

TASK 2 – WASTE

MANAGEMENT

1. Waste Container Delivery and Retrieval

a) The contractor shall deliver properly manufactured and marked/labeled (per RCRA/UN/DOT requirements) containers to each accumulation area. The contractor will provide all containers required to store and transport waste and material generated.

The contractor shall pick up waste from the accumulation areas and transport the waste to the HWC as necessary to ensure proper tracking, consolidation, packaging, and marking, as required by regulation applicable to transportation of hazardous waste, hazardous material, and universal waste. The contractor will not transport any waste or material to the permitted hazardous waste container storage unit on JBER if a container is not structurally sound, or has evidence of leakage, spillage or damage; is not properly marked; if proper documentation does not accompany the waste or material, or if a container does not meet requirements applicable to transportation of the specific type of waste or material.

b) The contractor will create proper labels from EESOH-MIS and affix labels to containers when placed at the accumulation areas. Labels will have all markings required by the Eielson HWMP, JBER OPlan 19-3, or other JBER hazardous waste management plan, regulations applicable to large quantity generators of hazardous waste, regulations applicable to large quantity handlers of universal waste, and the permit issued to JBER by the USEPA to operate a hazardous waste container storage unit.

c) Contractor will transport waste from the JBER HWC to the permitted hazardous waste container storage unit on JBER before waste storage exceeds the 90-day limit applicable to storage of hazardous waste at a central accumulation area. The contractor will transport excess hazardous waste from any JBER hazardous waste satellite accumulation area within three calendar days that excess hazardous waste began accumulating.

d) Wastes generated at PRSC sites are transported to JBER by aircraft and temporarily held, during the normal course of transportation, at hardstands (transfer facilities as defined in 40 CFR 260.10) located near the JBER flight line. Waste from PRSC sites will be packaged or containerized, and marked/labeled by the PRSC or its contractor(s). Manifests associated with waste from PRSC sites will be completed by the PRSC or its contractor(s) where waste is generated; the hazardous waste support contractor is required to transport waste from PRSC sites, with original manifests, from hardstands directly to the permitted hazardous waste container storage unit on JBER. The PRSC will notify the hazardous waste support contractor when PRSC waste arrives at the hardstand. The hazardous waste support contractor will pick up PRSC waste from the hardstand(s) near the JBER flight line, and transport the waste directly to the JBER permitted hazardous waste container storage unit within 5 calendar days of being notified that the PRSC waste has arrived at the hardstand. The hazardous waste support contractor is not allowed to transport any waste to the permitted hazardous waste container storage unit if a container is not structurally sound, or has evidence of leakage, spillage or damage; if proper documentation does not accompany the waste; or if a container does not meet requirements applicable to transportation of hazardous waste or hazardous material. If a container is damaged, does not have required documentation, or does not meet other requirements, the contractor must notify the JBER hazardous waste program manager and the PRSC hazardous waste program manager via telephone or email (with confirmation of receipt), so the PRSC hazardous waste program manager can take action to ensure waste is placed in proper containers or/and required documentation is provided.

Hazardous waste may not be stored at hardstand (transfer facility) for more than 10 days; therefore, the PRSC must ensure waste is contained in containers meeting regulatory requirements and is accompanied by required documentation. The hazardous waste support contractor will not bring waste, generated at PRSC sites, to the JBER HWC.

e) The contractor will generate turn-in documentation for waste (except for waste not generated on JBER) to be delivered to the permitted hazardous waste container storage unit on JBER. The contractor will transport waste, with turn-in documentation, to the permitted hazardous waste container storage unit operated by Defense Logistics Agency - Disposition Services for JBER at building 11735;

f) Eielson currently operates 33 AP/SAP points. The contractor shall pick up waste containers at each waste accumulation point, as necessary, to meet regulatory requirements. Waste containers will be transported to the Eielson HWF. Waste collected must be processed through EEOSH-MIS in a timely manner for removal from base before any RCRA HW exceeds the 90 days requirement. Contractor shall prepare properly processed, RCRA-labeled waste containers for shipment via DLA from the HWC to the appropriate TSDF within regulatory time limits. The DLA contractor picks up the waste at the HWF and transports it to the off-site TSDF.

2. Waste Operations

a) Contractor will prepare and maintain operating procedures when required by a HWMP, the JBER OPlan 19-3, or regulation. The contractor will update procedures as required and provide copies of updated procedures to the government before implementation. The contractor will submit proposed changes to JBER OPlan 19-3 or applicable JBER hazardous waste management plan, to the JBER hazardous waste program manager for consideration for approval. Waste delivery and pickup schedules must ensure compliance with regulatory requirements for storage of all wastes. Contractor shall provide information as necessary to assist the government to update the JBER OPlan 19-3 (or HWMP) and the Eielson HWMP.

b) The contractor will accept and manage hazardous waste, universal waste, other regulated waste, recyclable materials or waste brought to the HWC by base personnel and contractors approved by the base hazardous waste program manager to bring waste and material to the hazardous waste center. The contractor will reject waste brought to the hazardous waste center by personnel and/or contractors that are not approved by the base to use the hazardous waste support contract for management of waste. The contractor will reject waste and material that is not generated on JBER, except for waste generated at PRSC sites as discussed.

c) The contractor will assist base personnel with proper waste determinations by utilizing and documenting generator knowledge of each waste generation process, existing documentation such as Safety Data Sheets, and obtaining and analyzing representative samples of waste, as required to make proper waste determinations and validate waste profiles consistent with applicable regulations and Attachment 2 (Waste Analysis Plan) of the RCRA permit issued by the USEPA to JBER for operation of a hazardous waste container storage unit;

d) The contractor shall maintain and operate the HWCs in accordance with the regulatory requirements applicable to central accumulation areas. The contractor shall provide all supplies and materials necessary for operation of the HWCs. Contractor will inspect the hazardous waste centers (central accumulation areas) as required by regulation, and will ensure documentation of inspection of everything that must, by regulation, be inspected. e) The contractor will consolidate compatible waste to minimize material, transportation, and disposal costs.

f) The contractor will fill out and sign Form 1348s for all wastes produced on JBER and transported to the permitted hazardous waste container storage unit on JBER. The contractor is not delegated authority to sign manifests for hazardous waste generated on JBER; contractors are not allowed to sign manifests; manifest signature is delegated to civilian and military personnel only.

g) Operations historically have included: crushing empty drums; depressurizing and crushing aerosol cans; disposing of recyclable metal in a metals recycling bin at the HWC; packaging fluorescent lamps; transferring used oil/fuel from container to container; and processing hazardous materials or wastes.

h) The contractor shall not handle compressed gas cylinders or explosive waste.

i) The contractor will operate the GAC treatment system at Eielson AFB for treatment of POL-contaminated water. The volume of water treated has been an average of 35,667 gallons per year over the last 3 years. The Government provides the hardware and pumps for the system. The contractor will change the filter material during the summer of 2018. The replaced filter material will be sampled and disposed of through the Eielson HWC.

3. Sample Collection

a) Contractor shall collect representative samples of waste from various types of containers, tanks, and piles, as required to make proper waste determinations, and establish and validate waste profiles. Samples will be collected in accordance with all federal and state, regulatory requirements. Contractor will follow the sampling requirements described in the JBER RCRA permit, Attachment 2, Waste Analysis Plan, JBER OPlan 19-3 (or applicable hazardous waste management plan) and Eielson’s Hazardous Waste Management Plan. Analysis of samples will be performed in accordance with applicable conditions of the JBER RCRA permit (Attachment 2, Waste Analysis Plan), Eielson’s Hazardous Waste Management Plan, and applicable EPA or Alaska Department of Environmental Conservation (ADEC) regulatory requirements. Generally, sample turnaround times will be 14 days, but circumstances may dictate turnaround times as few as four days. Sampling and analysis must always be completed in time to ensure proper waste determinations and compliance with regulatory time limits on waste storage.

For estimating purposes, the contractor shall assume a cost of $300,000. The cost is based on historical requirements.

4. Waste Tracking

a) For JBER and Eielson, the contractor will track, within EESOH-MIS, all hazardous waste and universal waste generation and disposal, for all hazardous waste and universal waste which is generated on JBER and not managed through the hazardous waste support contract. The contractor will update existing EESOH-MIS data, and generate new EESOH-MIS data to track waste generation and disposal. The contractor will provide data from EESOH-MIS to the JBER hazardous waste program manager, to support data calls. EESOH-MIS currently identifies approximately 135 waste sites (non-PRSC) on JBER; however, each waste site currently shown in EESOH-MIS may include more than one waste stream, and may include one or more hazardous waste satellite accumulation area, universal waste accumulation area or nonhazardous waste accumulation area or other waste site type.

The contractor is required to obtain sufficient information to clearly document, distinguish, and enter each accumulation area as a separate and unique EESOH-MIS waste site for each waste or material accumulation area on JBER. Each waste site entered in EESOH-MIS will represent only one EESOH-MIS waste site type. For example, if an organization has three hazardous waste satellite accumulation areas and also stores universal waste in two locations, the contractor will be required to ensure EESOH-MIS reflects five EESOH-MIS waste sites for the specific organization; three of the five EESOH-MIS waste site types will be hazardous waste satellite accumulation areas and two of the five EESOH-MIS waste site types will be UW (universal waste). The contractor will ensure EESOH-MIS reflects separate waste site types, regardless of whether waste sites are collocated or adjacent to one another. For example, if an organization has a hazardous waste satellite accumulation area adjacent to an area for storage of universal waste, the contractor is required to ensure EESOH-MIS reflects two waste sites, one waste site for a hazardous waste satellite accumulation area and a separate waste site for universal waste. The purpose of this is to ensure EESOH-MIS data is sufficiently accurate to identify the specific location of each individual EESOH-MIS waste site, to track the number of each specific waste site type on JBER, the number of hazardous waste satellite accumulation areas, the number of universal waste accumulation areas, to track all waste streams associated with each specific EESOH-MIS waste site, to track waste generating organizations and individuals responsible for compliance, and to ensure EESOH-MIS reflects accurate data.

b) EESOH-MIS currently shows approximately 1,800 active waste streams for JBER.

The contractor will obtain and store documentation from the waste generating organizations, and determine whether each waste stream is active or inactive. The contractor will update EESOH-MIS to accurately reflect whether each waste stream is active or inactive. The contractor will obtain and document information from waste generating organizations in sufficient detail and update EESOH-MIS to accurately reflect the specific waste streams associated with each specific EESOH- MIS waste site.

c) The contractor will track, within EESOH-MIS, all hazardous waste and universal waste which is generated on JBER and not managed through the hazardous waste support contract. This will include waste generation and disposition. The government will provide information about waste that is not managed under the hazardous waste support contract.

d) When the government provides waste determinations, manifests, Land Disposal Restriction Notices, and/or shipping papers, or other documentation prepared by other contractors, the hazardous waste contractor will evaluate the information and present a recommendation for approval, or suggest revisions, to the JBER hazardous waste program manager within 7 calendar days. The contractor will receive waste disposition documentation and update EESOH-MIS to reflect waste and material disposition consistent with disposition documentation. The contractor will maintain copies of all documentation supporting waste determinations and waste profiles, manifests, LDR notices, shipping papers, waste disposition, and all documentation required by applicable regulation and the US EPA permit to operate a hazardous waste container storage unit on JBER.

e) Contractor will obtain and maintain security clearance and Common Access Cards as required to ensure access to JBER and Eielson, EESOH-MIS, the Air Force network, and perform required tasks. The government will supply computers to provide access to EESOH-MIS.

f) For Eielson AFB, Contractor will maintain waste handling and disposal records, which include hazardous and non-hazardous waste manifests, DD Form 1348-1A, Delivery Orders, Disposal Receipts, Land Disposal Restriction Notices, and all other records related to storage, transportation, and disposal/recycling of waste/material, as required by federal regulation.

g) Contractor shall obtain primary training within 45 days of assignment and maintain certifications for all personnel.

h) Contactor will supply and maintain signs at all waste accumulation areas.

i) Contractor will create and maintain (at the JBER HWC) a separate electronic file for each waste accumulation area (hazardous waste, universal waste, nonhazardous waste and recyclable material). The record will include a copy of the appointment letters for the primary and alternate hazardous waste accumulation area managers, all documentation supporting the waste determinations or profiles for each waste stream, including current and complete analytical data, and documentation of all inspections.

The contractor must update the electronic file when information changes and when new information becomes available.

5. Waste Accumulation Point Inspections

a) Contractor shall conduct inspections at least every 90 days, at all accumulation areas, assess compliance with regulatory requirements applicable to the type of waste stored at the accumulation areas. For JBER waste accumulation area inspections, the contractor shall create a checklist to reflect regulatory requirements applicable to the specific type of accumulation area, or use one provided by the JBER hazardous waste program manager. For Eielson, use the AP/SAP Weekly Checklist.

b) Contractor shall complete a separate checklist to document each waste accumulation area inspection. Contractor will ensure all inspections and results are entered into eDASH, and notify the applicable hazardous waste program manager when regulatory deficiencies are observed and documented. Documentation shall include completed checklists and photographs of observed violations. Contractor shall provide a hard copy of completed inspection checklists to the appropriate primary or alternate hazardous waste accumulation area manager. Inspection documentation shall be provided by the contractor within seven work days of completion of the inspection. Contractor will meet with the JBER hazardous waste program manager weekly to discuss regulatory deficiencies and accumulation areas inspected. The contractor will provide copies of completed checklists, and photographs, to the JBER hazardous waste program manager.

6. Recycling, Hazardous and Other Regulated Waste (JBER ONLY)

Provide support to the JBER Environmental Section for recycling of hazardous and other regulated waste and materials. Tasks will involve 1) collection, consolidation and processing of hazardous and other regulated waste and materials, 2) data collection and 3) analysis and preparation of reports.

a) Recycle RCRA Subtitle C regulated hazardous waste to reduce amount of waste generated, avoid disposal costs & improve solid waste diversion rate. Includes all HW recycled under any RCRA exclusions, variances, or exemptions.

b) Recycle waste other than hazardous waste. Includes non-hazardous waste streams that are recycled as an economic alternative to disposal. Recycle regulated waste to reduce amount of waste generated, avoid disposal costs & improve solid waste diversion rate. Required by 40 CFR 262.27, Waste Minimization Certification for HW Generators; RCRA Part B Permit (40 CFR 270.10 and 270.30 - 33).
