STATEMENT OF WORK
Hydraulic Steel Structures (HSS) Gate Inspection
CHENA RIVER LAKES FLOOD CONTROL PROJECT
With Amendment 1 March 30, 2015
1. DESCRIPTION OF WORK
The Contractor shall assist the Government to perform hydraulic steel structures inspections of 4 operating gates (gates 1-4), 2 emergency gates (gates 5 and 6), 2 fish ladder gates, and 2 fishway gates at the Chena River Lakes Flood Control Project. There are three rows of slots across the width of the outlet works (upstream, operating gate, and downstream) and the slots are numbered from 1 to 4 from south to north. Attachment 1 is the Moose Creek Dam Control Works Vicinity map.
Task 1: Gate Lifting, Inspection, and Lowering -- provide a crane with operator, lift supervisor, rigger/signalman, two laborers, forklift, and scissor lift to perform the gate inspections. The Government will perform the actual inspection of the gates once secured and the cover plates are removed. See Attachment 2 PHOTOS FOR 2015 HSS INSPECTION SOW to assist with visualization of the statement of work.
Task 2: Provide all materials, labor and equipment as identified and required for installation of new operational gate dogging bars as shown in Attachment 3 NEW DOGGING BAR SKETCH SK-1. This task applies only to the four operational gates, which are gates 1-4.
Task 3: Perform Ultrasonic Testing (UT) of the full width (approximately 30 feet) of the double-bevel groove weld that joins the upper and lower portions of the downstream 15/16” thick ASTM A36 steel skin plates on gates 1 through 4 and gate
6. This groove weld was performed in the field to join the upper and lower halves of the gates which were fabricated offsite.
The timeliness and thoroughness of the work under this contract are essential to maintain proper flows through the dam and navigation on the Chena River. The contractor shall furnish all labor, supervision, equipment, materials, supplies, transportation, fuel and other items necessary to accomplish this Statement of Work.
The Moose Creek Dam (MCD) is part of the Chena River Lakes Flood Control Project, and is located 18 miles east of Fairbanks, Alaska, near the community of North Pole.
Task 1 – Gate Lifting, Inspection, and Lowering The contractor shall provide a crane meeting the requirements of Section 3, below.
The crane will be operated by the Contractor while on the concrete deck of the project control works to lift, turn, and lower gates for inspections. This deck has areas with restricted allowable loads so the contractor shall expect close coordination and restrictions on crane/outrigger placement. Allowable loads for the control works deck are shown in Attachment 4.
The Chena Project Manager, in consultation with the Contractor, will designate a staging area for the crane adjacent to the Control Works. For tracked cranes, asphalt roads are off limits and the control works concrete deck will require protection using a minimum 1 inch thick wood plate or equivalent.
The Contractor shall also provide a crane operator, crane rigger/signalman, lift supervisor and 2 laborers with the qualifications stated in Section 2.
Contractor Work tasks generally include:
Installing deck protection for any outriggers or tracked equipment use.
Removing and replacing operating gate and downstream hatch covers using the Government furnished 4-legged sling with hooks. See Photo 2 in Attachment 2. Note that this is not the same 4-legged sling that is associated with the emergency and operating gates.
Crane rigging using: the Government furnished 4-legged sling and spreader bar for the two emergency gates (gates 5 and 6); the Government furnished 4-legged sling for the four operating gates (gates 1-4); and using appropriate Contractor provided rigging for the remainder of the gates. Government furnished shackles and “C-clips” as shown in Photos 18 and 24 of Attachment 2 will also be available and may be used for rigging the four small gates associated with the fish ladder and fishway.
Lifting and lowering the 4 operating gates, 2 emergency gates, 2 fishway gates, 1 fish ladder gate and 2 fish ladder bulkheads for the hydraulic steel structures inspection. Note that the fish ladder bulkheads stored on the ground to the north of the control works structure.
Provide all materials, labor and equipment as identified and required for installation of new operational gate dogging bars as shown in Attachment 3 NEW DOGGING BAR SKETCH SK-1. This task applies only to the four operational gates, which are gates 1-4.
Dogging and stabilizing gates, the operating gates will remain in their slots.
All other gates will be removed from their slots, laid down and turned over for inspection, and returned when completed. The Contractor shall provide appropriate dunnage for all gates that are to be laid down.
Removing operating and emergency gate orifice plates using Contractor provided rigging when plates are in a vertical orientation. The Government furnished 4-legged sling with hooks will be available and may be used for removal of the orifice plates when they are in a horizontal orientation.
Removing and reinstalling 5/8-11 UNC, 1 ¼” long flat head, stainless steel socket head (3/8”) cap screws on the orifice plates, and applying Contractor provided anti-seize compound to all fasteners prior to replacement . Torque bolts to 60 ft.-lbs. Note that the bottom row of orifice plate bolts on the operating gates will be approximately one foot below the deck surface when the gates are supported on the new dogging bars. The Contractor shall provide the necessary hand tools to remove these bolts in this orientation and shall take the necessary precautions to assure that these bolts are not dropped in the river below.
Remove built up dirt and debris from the gate interiors once the orifice plates are removed; water may not be used in the cleaning process. Preferred cleaning methods are by using shop vacuums, brooms, brushes, and shovels. For the upper levels of the gate cavities this cleaning work shall be performed using the scissor lift. Clean sand and woody debris may be dumped down the gate slot into the river below.
Emergency Gate Test to include lowering and raising Emergency Gate 6, which is in downstream slot no. 3. Steps include:
1. Inspecting the master link, 4-legged sling, and spreader bar rigging that is stored on the gate.
2. Retrieve the rigging with the contract crane and attach same to the lifting eyes provided on the gate
3. Lift and lower the gate as necessary with the crane while the dogging hardware is removed
4. Lower the gate to the bottom of the slot while watching the weight limits on the crane. Note that this appears to require lowering the hook block into the gate slot. If this is an unsafe condition, steps 5 and 6 below are not required.
5. Determine if it is possible to disconnect the Master Link from the crane’s hook block after the gate is lowered all the way. Rigging would be lowered to the top of the gate so it can be retrieved later; it doesn’t have to be disconnected from the gate.
6. Hoist the gate from the bottom of the slot and record the maximum load on the crane.
7. Reinstall the gate with dogging hardware. Note that this Emergency Gate Test may be done in concert with the inspection of this gate which may be completed prior to this step being completed.
The Government will perform the following tasks:
Disconnection and reconnection of electrical devices.
Disconnection and reconnection of the hydraulic equipment.
Removal and reinstallation of gate dogging devices with the exception of the new operating gate dogging bars.
Removing and reinstalling operating gate hold down hardware.
Inspections of the exterior of the gates and the interior once the orifice plates are removed.
Determining if the emergency gate test can be performed given the water level.
Each operating gate has overall dimensions that are approximately 29 feet wide, 28 feet-8 inches tall, and 4 feet-8 inches thick (at the thickest point which is the “ears” on the support beam, the actual gate is about 2’-3” thick) and with rigging (for the Government’s 90-ton crane weigh) about 97,000 pounds.
Below is a table of Gate weights:
Gate Name Weight* (pounds)
North Fishway Gate 11,900 South Fishway Gate 12,100 Fish Ladder Gate (estimated weight) 12,000 Fish Ladder Bulkhead Gate 1 8,000 Fish Ladder Bulkhead Gate 2 8.900 Gate 1 – Operating Gate with Hydraulics 94,000 Gate 2 – Operating Gate with Hydraulics 91,350 Gate 3 – Operating Gate with Hydraulics 91,800 Gate 4 – Operating Gate with Hydraulics 92,500 Gate 5 – Emergency, Non-hydraulic, 2 piece
