The following have been added by full text:
Pre-Proposal Conference
Crane and Barge Rental, Bar Point Harbor, Ketchikan, Alaska
Interested offerors were invited to a pre-proposal conference on 30 June 2014 at 10:00 Alaska time. The meeting began as scheduled and was attended by the following U.S. Army Corps of Engineers (USACE) personnel:
Michael Tencza (Project Manager, Operations Section, Alaska District) Al Arruda (Cost Engineer, Cost Engineering Branch, Alaska District) Aldone Graham (Contracting Officer, Contracting Division, Alaska District)
A detailed summary of the statement of work, posted to Federal Business Opportunities (FBO) on 20 June 2014, was provided. This contract will provide crane and barge services with necessary crew to complete repairs of the floating breakwater system located at Bar Point Harbor in Southeast Alaska. The repairs will require “partnering” between the offeror, USACE, and the U.S. Army Dive Team (USADT) in order to replace anchor chains holding the floating breakwaters in place. The following information and clarification is provided as a result of the pre-proposal conference:
-The barge shall meet the requirements outlined in Part 2.A. Space and water depth varies significantly along the floating breakwater system. In particular, the channel between the large floating breakwater and inner harbor floats is limited to approximately 100 feet. The barge dimensions shall allow for safe passage of the local harbor fleet while moored along the large floating breakwater during daily repair operations. For questions regarding the local harbor fleet and operations, please contact Dan Berg (Harbormaster, 907-228-6043). Offeror’s shall describe how the barge will meet this requirement in their proposal as a part of the second evaluation criteria in Part 8 of the statement of work.
-The crane shall meet the requirements outlined in Part 2.B. Reference Exhibit C for further information regarding the condition of the existing anchor chains. Material specifications, including approximate weights, for the new anchor chains can be found in Exhibit F. The USADT anticipates the heaviest piece of dive equipment to be 23,000 pounds. The crane shall have a lift capacity of no less than 20 tons when rated for on-water operations. The contractor shall provide all necessary rigging equipment (straps, hooks, etc.) to lift the anchor chains, dive equipment, and other components described in the statement of work. The USADT equipment will require rigging such as cable bridle, safety shackles with 7-12 ton capacity, and wire ropes, chains, or endless slings with minimum 10,000 pounds capacity and approximately 25 feet in length.
-The contractor shall meet the requirements outlined in Part 2.D. for operations and crew.
On the first operational day, the barge/crane shall mobilize to one or both of the shipping companies detailed in the statement of work. The intent is for the barge/crane to moor at the shipping company’s dock until the dive equipment and construction materials are loaded onto the barge. The contractor’s crane and crew may be required to provide lift support for this feature of work as well as at the end of the project prior to demobilization. The contractor shall then proceed to the floating breakwater system to stage construction materials and begin dive site setup. The tentative plan is to begin repairs on the small floating breakwater. The barge/crane will need to be repositioned, using a boat/tug or other appropriate equipment as determined by the contractor, along the floating breakwaters an estimated ten (10) times. Notification shall be provided as described in Part 2.C. The contractor shall provide the minimum crew as outlined in the statement of work with additional personnel necessary to safely and efficiently accomplish all tasks in the performance assessment.
-This contract will incorporate three high visibility construction activities from a USACE safety perspective; floating plant, diving operations, and crane operations. The contractor shall meet all the safety requirements, including published changes and errata, found in the “Consolidated EM 385-1-1” available online:
http://www.publications.usace.army.mil/Portals/76/Publications/EngineerManuals/EM_385-1- 1_2008Sep_Consolidated_2011Aug.pdf
-The contractor shall provide the equipment and crew necessary for this statement of work based on the schedule outlined in Part 4. The dates provided are not flexible and have been determined based on the availability of the USADT as well as the delivery of construction materials to Ketchikan, Alaska. Should delays occur due to weather during regularly scheduled work periods, item 0005 of the bid schedule may be exercised as defined in Part 7.
-All items in the bid schedule have been defined in Part 7 in the statement of work. As noted in Part 2.D., the existing anchor chains and connecting hardware which are replaced shall become the property of the contractor. There are portions of the existing anchor chains which are trapped beneath the anchor block and may be abandoned in place. Reference Exhibit C of the solicitation. No other components of the anchor chains and connected hardware may be abandoned in place. The contractor shall provide a disposal/salvage plan to USACE for review and approval following contract award. Any salvage value of the anchor chains and connecting hardware shall be reflected in the bid prices.
-This solicitation is a request for proposal (RFP) that is low price, technically acceptable.
Proposals shall be evaluated as outlined in Part 8 of the statement of work. Offerors are encouraged to provide diagrams and other written information that will assist in the evaluation process. There is no limit to the number of pages/documents that can be provided within the proposal.
-For safety documents in the proposal that include medical information, such as the crane operator physical qualifications, do not provide any records protected under the Health Insurance Portability and Accountability Act (HIPAA). Exhibit G has been added to this solicitation which may be used to document the crane operator’s medical clearance as outlined in EM 385-1-1, Section 16.B.05. The medical clearance, regardless of paperwork format, must be signed by an MD or DO. A copy of the crane operator’s certification shall be provided as outlined in EM 385- 1-1, Section 16.B.03. A copy of the signal person(s) and rigger qualifications may be approved internally to the offeror’s company provided the minimum requirements are met in EM 385-1-1, Sections 15.B.01 and 16.B.06. A copy of the Naval Architectural Analysis shall be provided for the crane and barge; however, the detailed calculations do not need to be provided. In particular, the modified load charts shall be provided with the results of the Naval Architectural Analysis as outlined in EM 385-1-1, Section 16.L.04 or Section 16.L.06 as appropriate for the equipment setup to be used for this contract. Finally, documentation for the cranes and hoisting equipment inspections shall include, at a minimum, a periodic inspection as outlined in EM 385-1-1, Section 16.D.10. Inspections of cranes and hoisting equipment shall be in accordance with applicable ASME standards, OSHA regulations, and the manufacturer’s recommendations. Also reference table 16-1 of EM 385-1-1 for the inspection frequencies required for cranes and hoisting equipment on USACE contracts.
-The bid schedule is divided into base and option items. The bottom line following the option items (“Total of Base and Options Item 0005”) shall be the offeror’s total price of Items 0001 thru 0005.
-Questions, comments, and/or proposals shall be submitted to the primary point of contact shown in Part 10 of the statement of work or Ms. Julie Mclaughlin, Contract Specialist:
