THIS IS A SOURCES SOUGHT NOTICE ONLY FOR CRANE AND BARGE RENTAL, BAR
POINT HARBOR, KETCHIKAN, ALASKA. OFFER OR PROPOSALS WILL NOT BE
ACCEPTED FOR THIS NOTICE. THIS IS NOT A PRE-SOLICITATION. The Alaska District of the U.S. Army Corps of Engineers is conducting research prior to releasing a solicitation for a crane and barge rental in support of an O&M project located at Bar Point Harbor in Ketchikan, Alaska.
DESCRIPTION OF WORK: The Alaska District of the U.S. Army Corps of Engineers in conjunction with the U.S. Army Dive Team is planning to replace the anchor chains used to hold the two floating breakwaters in place at Bar Point Harbor located in Ketchikan, Alaska. As many as 25 anchor chains will need to be removed from below the water surface. Rental of a crane and barge with operator are necessary to support the Army Dive Team, who will be conducting dives to detach the existing anchor chains and replace with new anchor chains. These operations have a total anticipated duration of 45-60 days and would occur in August-October 2014, subject to the availability of funds.
The barge would support a permanent crane or land mounted crane. The crane must have a lift capacity of no less than 15 tons for on-water operations to hoist existing anchor chains above the water surface and lower new anchor chains below the water surface. Anticipated anchor chain lengths are 135 to 305 feet each and will be supplied as Government furnished materials.
Anticipated water depths in the project vicinity are 30 to 140 feet MLLW.
The Contractor would also provide the necessary personnel to efficiently and safely operate the crane and associated crane/barge tasks. Workdays are anticipated to consist of an 8 or 12 hour shift. Additionally, the barge would be used as a diving platform and staging area for construction materials and critical dive equipment/personnel. The approximate total weight of construction materials and critical dive equipment/personnel is no more than 200,000 lbs.
The Contractor would be responsible for mobilization/demobilization to the project site as well as positioning the barge in the appropriate location(s) along the floating breakwaters to support the Army Dive Team’s operations for the anchor chain repairs. This may include an additional mobilization/demobilization to the terminal/dock of a barge shipping company in Ketchikan to download containers/flats with construction materials and critical dive equipment. The Alaska District and Army Dive Team will coordinate with the City of Ketchikan and local harbormaster in regards to harbor traffic control within the immediate vicinity of Bar Point Harbor.
The Service Act will apply. This project is contingent on availability of funds. If the project is cancelled, all proposal preparation costs will be borne by the offeror. All offerors are advised that they must be registered in System for Award Management (SAM) (www.SAM.gov) in order to receive an award. Joint ventures must also be registered in SAM as a joint venture. We advise offerors to begin this process when they prepare their proposal in order to ensure registration is in place should they be selected for award.
The estimated magnitude of Service is less than $500,000. The North American Industrial classification System (NAICS) code of 238990, which has a size standard of 14 Million for a potential acquisition.
