SPECIAL CONTRACT REQUIREMENTS

PART 1 GENERAL

1.1 GENERAL SCR'S

1.1.1 SCR-GE030 Certificates Of Compliance And Lab Test Report:

SEE SECTION 01 33 00: SUBMITTAL PROCEDURES. Any certificates required for demonstrating proof of compliance of materials with specification requirements shall be executed in 3 copies. Each certificate shall be signed by an official authorized to certify in behalf of the manufacturing company and shall contain the name and address of the Contractor, the project name and location, and the quantity and date or dates of shipment or delivery to which the certificates apply. Copies of laboratory test reports submitted with certificates shall contain the name and address of the testing laboratory and the date or dates of the tests to which the report applies. Certification shall not be construed as relieving the Contractor from furnishing satisfactory material, if, after tests are performed on selected samples, the material is found not to meet the specific requirements.

1.2 SAFETY/SITE/SECURITY SCR'S

1.2.1 SCR-SS030 Communication Security:

All communications with DOD organizations are subject to COMSEC review.

Contractor personnel shall be aware that telecommunications networks are continually subject to intercept by unfriendly intelligence organizations.

The DOD has authorized the military departments to conduct COMSEC monitoring and recording of telephone calls originating from or terminating at DOD organizations. Therefore, civilian Contractor personnel are advised that any time they place a call to or receive a call from Alaska District offices or Resident Engineer offices located on military installations, they are subject to COMSEC procedures. The Contractor will assume the responsibility for ensuring wide and frequent dissemination of the above information to all employees dealing with official DOD information.

1.2.2 SCR-SS060 Preservation Of Historical, Archeological & Cultural Resources:

A. No known historical, archeological and cultural resources have been identified within the Contractor's work area.

B. If, during construction activities, the Contractor observes items that might have historical or archeological value, such observations shall be reported immediately to the Contracting Officer so that the appropriate authorities may be notified and a determination can be made as to their significance and what, if any, special disposition of the finds should be made. The Contractor shall cease all activities that may result in the destruction of these resources and shall prevent its employees from trespassing on, removing, or otherwise damaging such resources.

1.2.3 SCR-SS070 Time Extensions For Unusually Severe Weather (ER 415-1-15, 31 OCT 89):

A. This provision specifies the procedure for determination of time extensions for unusually severe weather in accordance with the Contract Clause entitled "DEFAULT (FIXED PRICE CONSTRUCTION)". In order for the Contracting Officer to award a time extension under this clause, the following conditions must be satisfied:

1. The weather experienced at the project site during the contract period must be found to be unusually severe; that is, more severe than the adverse weather anticipated for the project location during any given month.

2. The unusually severe weather must actually cause a delay to the completion of the project. The delay must be beyond the control and without the fault or negligence of the Contractor.

B. The following schedule of monthly anticipated adverse weather delays is based on National Oceanic and Atmospheric Administration (NOAA) or similar data for Sand Point, AK and will constitute the base line for monthly weather time evaluations. The Contractor's progress schedule must reflect these anticipated adverse weather delays in all weather dependent activities.

C. Upon acknowledgement of the Notice to Proceed and continuing throughout the contract, the Contractor shall record on the daily CQC report, the occurrence of adverse weather and the resultant impact to normally scheduled work. Actual adverse weather delay days must prevent work on critical activities for 50 percent or more of the Contractor's scheduled workday. The number of actual adverse weather days shall include days impacted by actual adverse weather (even if adverse weather occurred in previous month), be calculated chronologically from the first to the last day in each month, and be recorded as full days. If the number of actual adverse weather days exceeds the number of days anticipated in Paragraph B, above, the Contracting Officer will convert any qualifying delays to calendar days, giving full consideration for equivalent fair weather workdays, and issue a modification in accordance with the Contract Clause entitled "DEFAULT (FIXED-PRICE CONSTRUCTION)".

1.3 CIVIL WORKS SCR'S

1.3.1 SCR-CW010 Damage To Work:

The responsibility for damage to any part of the permanent work shall be as set forth in the clause of the contract entitled "Permits and Responsibilities". However, if, in the judgment of the Contracting Officer, any part of the permanent work performed by the Contractor is damaged by flood or earthquake, which damage is not due to the failure of the Contractor to take reasonable precautions or to exercise sound engineering and construction practices in the conduct of the work, the Contractor shall make the repairs as ordered by the Contracting Officer and full compensation for such repairs will be made at the applicable contract

Section 00 73 00.00 29 Page 3 unit or lump sum prices as fixed and established in the contract. If, in the opinion of the Contracting Officer, there are no contract unit or lump sum prices applicable to any part of such work an equitable adjustment pursuant to Clause, "Changes", of the contract, will be made as full compensation for the repairs of that part of the permanent work for which there are no applicable contract unit or lump sum prices. Except, as herein provided, damage to all work (including temporary construction), utilities, materials, equipment and plant shall be repaired to the satisfaction of the Contracting Officer at the Contractor's expense, regardless of the cause of such damage.

1.3.2 SCR-CW060 Environmental Litigation:

A. If the performance of all or part of the work is suspended, delayed, or interrupted due to an order of a court of competent jurisdiction as a result of environmental litigation, as defined below, the Contracting Officer, at the request of the Contractor, shall determine whether the order is due in any part to the acts or omissions of the Contractor or subcontractor at any tier not required by the terms of this contract. If it is determined that the order is not due in any part to acts or omissions of the Contractor or a subcontractor at any tier other than as required by the terms of this contract, such suspension, delay, or interruption shall be considered as if ordered by the Contracting Officer in the administration of this contract under the terms of the "Suspension of Work" clause of this contract. The period of such suspension, delay or interruption shall be considered unreasonable, and an adjustment shall be made for any increase in the cost of performance of this contract (excluding profit) as provided in that clause, subject to all the provisions thereof.

B. The term "environmental litigation", as used herein, means a lawsuit alleging that the work will have an adverse effect on the environment or that the Government has not duly considered, either substantively or procedurally, the effect of the work on the environment.

1.4 ACCIDENT PREVENTION PLAN

The Accident Prevention Plan (APP) requirements listed in this section supplement those for the APP submittal discussed in Section 01 35 26 GOVERNMENTAL SAFETY REQUIREMENTS and EM 385-1-1.

1.4.1 Navigation Safety and Coordination Plan

The Contractor shall submit a Navigation Safety and Coordination Plan as part of the APP. This plan shall include but not be limited to temporary lights at night and/or marker buoys during construction, "Notice to Mariners" and coordination with local officials, and reference to applicable U.S. Coast Guard regulations for construction vessels as well as SECTION 19, Floating Plant and Marine Activities, of EM 385-1-1.

1.5 FIRE SAFETY

The Contractor shall obtain a permit from the organization having jurisdiction over the job site for any welding or open flame work.

1.6 DISPOSITION OF MATERIALS

Combustible and noncombustible waste material shall be disposed of off-site.

Excavated material shall be disposed of at the locations indicated on sheet C-101. No burning will be permitted.

1.7 TESTS

The Contractor shall provide testing, except where specifically noted to be performed by the Government, in accordance with SECTION 01 45 04.00 29

CONTRACTOR QUALITY CONTROL.

1.8 WARRANTY OF CONSTRUCTION

The Contractor warrants that the work performed under this contract conforms to the contract requirements and is free of any defect of equipment, material, or design furnished, or workmanship performed by the Contractor or any subcontractor or supplier at any tier. This warranty shall continue for a period of 1 year from the date of final acceptance of the work. The Contractor shall remedy at the Contractor's expense any failure to conform to contract requirements, or any defect found within this period. This warranty shall include any and all restoration of government or private porperty damaged by the Contractor during execution of work under this contract. This warranty shall include all work performed by subcontractors.

1.8.1 Failures

Upon receipt of notice from the Government of failure of any part of warranted items during the warranty period, the affected part or parts shall be promptly replaced. Such replacement shall include furnishing and

Section 01 19 40.00 29 Page 3 installing the necessary new part or parts, making all necessary repairs, restoring the affected item to the operating condition specified in this contract and making all such tests as are necessary to ensure that there are no remaining defects. Such tests shall be performed in the presence of representatives of the Using Agency indicated below. Upon final acceptance of the work or transfer of responsibility to the Government for operation and maintenance of the items covered, whichever is earlier, the Contractor shall be responsible to the Using Agency for the warranty provisions of this contract. A letter stating the applicable warranty provisions shall be furnished to the Contracting Officer in duplicate, in the format and text shown in the sample letter attached to this section.

1.9 CAMP FACILITIES

There are no Government owned camp facilities at the job site for the Contractor's use.

1.10 CONTRACTOR-FURNISHED VEHICLE

The Contractor shall provide and maintain a four-wheel-drive late model Blazer/Explorer-type vehicle at Perryville, in good repair and approved by the Contracting Officer, for the use of the Government representatives regularly employed at the job site. The cost of providing the vehicle and fuel, oil, maintenance and repairs shall be borne by the Contractor and included in the contract price. The vehicle shall be in place by start of initial setup work at the job site and maintained through final cleanup.

During any down time, an equal substitute vehicle shall be provided immediately.

1.11 FURNISHINGS FOR GOVERNMENT FIELD OFFICE

The Government field office specified in SECTION 01 50 00 TEMPORARY CONSTRUCTION FACILITIES AND CONTROLS shall be furnished with one desk, one drawing layout table, three chairs, a four-drawer vertical or two-drawer lateral file cabinet, a plain paper FAX machine, a business telephone with answering machine, a portable copier with automatic document feed. The telephone and FAX machine shall have single party lines, different from each other, and separate from the Contractor's phone line(s). The Contractor shall provide a 1 MB DSL multiple connection with a CISCO PIX Box or equivalent connectivity through cable modem to be used by government employees to connect their laptop computers. The Contractor is encouraged to contact USACE-IT at 1-866-562-2348 for hook up requirements or assistance. The Contractor shall provide sufficient electrical outlets for all equipment. All costs shall be borne by the Contractor and included in the contract price, except that long distance charges incurred by the Government representative will be paid for by the Government upon arrangement with the Contracting Officer.

1.12 ACCOMMODATIONS FOR GOVERNMENT REPRESENTATIVES

Deleted Text ...AM#2 The Contractor shall furnish suitable separate living facilities in Perryville AM#2... or at the work site ...AM#2 to be used as quarters for the Government representatives regularly employed at the job site, and located separately from the Contractor's area. Quarters furnished shall be equivalent in quality to the quarters furnished to the

Contractor's supervisory personnel. The facilities shall meet all prescribed safety, sanitation and health requirements. All costs shall be borne by the Contractor and included in the contract price. The facilities shall be subject to the approval of the Contracting Officer and shall meet or exceed the following requirements:

a. One house or modular-type housing unit, with the following:

b. Single rooms for two people, each equipped with dresser, nightstand, full-size bed with clean linen, blankets and pillows; each room to have at least 160 square feet of area.

c. A kitchen equipped with a range (vented hood), garbage disposal, microwave oven, refrigerator with freezer, and cooking and eating utensils.

d. A utility room equipped with clothes washer and dryer.

e. A day room equipped with chairs, couch, and a color television with clear reception of basic, locally available channels.

f. A private bathroom for each bedroom, with toilet, wash basin, and shower.

g. Daily maid and janitorial service; weekly linen service.

h. A telephone and answering machine with a single party line.

The Contractor shall furnish and install utilities, providing connections to service locations. Accommodations shall be in place and connected by start of initial setup work at the job site and maintained through final cleanup. All costs shall be borne by the Contractor and included in the contract price, except that long distance charges incurred by the Government representative will be paid for by the Government upon arrangement with the Contracting Officer.

1.13 PARTNERING

a. The Government intends to encourage the foundation of a cohesive partnership with the Contractor and its subcontractors. This partnership will be structured to draw on the strengths of each organization to identify and achieve reciprocal goals. The objectives are effective and efficient contract performance, intended to achieve completion within budget, on schedule, and in accordance with plans and specifications.

b. This partnership will be bilateral in makeup, and participation will be totally voluntary. Implementation of this initiative will be a topic of discussion at the Preconstruction Conference. Other recurring or special purpose meetings, as agreed between the Government and the Contractor, will be held as necessary to resolve contentious issues and maintain the partnering spirit.

1.14 COORDINATION OF WORK

The Contractor shall be responsible for all coordination with the U.S.

Coast Guard and all concerned State and local interests regarding its activities, and also with any other contractors as specified in the

Section 01 19 40.00 29 Page 5

CONTRACT CLAUSES. The Contractor shall keep advised of vessel traffic near the job site and conduct operations so that interference with vessels will not occur. The Contractor shall conduct its work and dispose of its plant and equipment in a manner that will minimize interference with other construction or operations at the job site. The Government does not guarantee unrestricted availability of the site. Upon completion of the work, the Contractor shall promptly remove its plant, including ranges, buoys, piles, and other temporary structures placed by it under the contract, in navigable waters or on shore.

1.15 HAUL ROADS, LOADING RAMPS, AND DOCKS

The use of existing roads for hauling shall be coordinated with Federal, State and Local agencies. It shall be the Contractor's responsibility to acquire all permits and easements for use of existing roads and docks or for construction of new haul roads, loading ramps, and docks. Prior to construction of any haul road or use of existing roads, the Contractor shall submit to the Contracting Officer, for information, a haul road plan demonstrating that the road(s) will meet the safety requirements of EM 385-1-1. Upon completion of the project, the Contractor shall remove all haul roads, loading ramps, and docks it built within the project area, to the satisfaction of the Contracting Officer. Any temporary fill used for these facilities shall be removed and placed in an acceptable disposal area. Any existing access roads shall be left in as good condition as when work started.

1.16 BLASTING

No in-water blasting will be allowed.

AM#2...1.17 SURVEYS

The Contractor shall provide surveys through the use of an independent hydrographic surveying firm as specified in this section and in accordance with EM 1110-2-1003 and EM 1110-1-1005. The survey firm shall have the capability to plot the surveys by computer onto plan-view drawings. Cross sections for each survey shall be taken at 25- foot stations along the axis of the ramp. Elevations shall be taken at maximum 10-foot intervals along each 25-foot station perpendicular to the axis of the ramp and extending 10 feet beyond all extents of fill and excavation. Soundings and/or shots shall capture all breakpoints along the cross-section. Additional surveys shall be conducted as required to control the Contractor's operations and placement of materials. Provide the following surveys:

a. Pre-Construction Survey. A pre-construction survey, including quantity computations and cross-section drawings as described in this section, shall be conducted by the Contractor and accepted by the Government before the start of any construction activities, and prior to construction activities each season for multiyear projects. The pre-construction survey shall cover the extents of the construction limits. The Government will have 14 day to review the complete pre-construction survey.

b. Interim Condition Surveys. Interim Condition surveys shall be performed and submitted to the Contracting Officer's Representative to verify that the project is being constructed as defined in the contracting plans and specifications and as the basis for verifying completion of work. The Government's Quality Assurance Representative will have the right to request two

Section 01 19 40.00 29 Page 6 additional interim surveys at any time, for any section of the project, at no additional cost to the Government. Interim Condition surveys shall depict each layer of material placed or removed. The cross-sections shall show each layer of material placed or removed, and shall be drawn as specified in this section. The cross-sections shall be plotted on paper and submitted to the Contracting Officer's Representative within 7 days of the completion of each Interim Condition Survey.

c. Post-Construction Survey. The post-construction survey shall be conducted immediately following the completion of construction and shall be submitted to the Contracting Officer within 7 days of completion for acceptance by the Government. The post-construction survey shall cover the extents of the construction limits. If project placement or depths have not been attained, the Contractor shall place and/or remove the required material and a re-survey of the area shall be performed, except as otherwise provided if bedrock is encountered. This process shall be repeated at the Contractor's expense until the required project placement and/or depths have been achieved in accordance with the plans and specifications.

1.17.1 Survey Equipment and Survey Plan

The contractor shall submit a plan for approval to the Contracting Officer with details stating how the survey requirements contained in this specification will be executed. The Contractor shall provide information on field survey methods and survey control to be held and set. In addition, the Contractor shall provide the electronic horizontal positioning and recording/depth finding equipment to be used in the work demonstrating that it will provide surveys meeting all requirements of EM 1110-2-1003 for hydrographic surveying. The information provided shall include, as a minimum, the name, model and year of manufacture of the equipment, the electronic frequencies of the horizontal positioning and depth finding equipment, and the manufacturer's stated positioning accuracy and capability. Description of the equipment shall be submitted in writing to the Contracting Officer prior to starting work. Data acquisition performed by construction equipment will not be acceptable for any survey submittals. In addition, the Contractor shall provide proof that the vessel to be used is safe and suitable for operation in the waters in which the work is to be performed, and that experienced staff will be used for operation of the vessel as well as the positioning and recording/depth finding equipment.

Some but not all of this issues that need to be addressed include:

a. Name and qualifications of independent third party survey firm tasked with conducting survey.

b. Qualifications and proposed personnel that will be on-site during construction of the revetment.

c. Means and methods of delivering surveys within the time-frames specified (i.e. will survey personnel be able to produce paper drawings and quantity calculations for interim condition surveys at the project site.

1.17.2 Survey Control

A tidal datum for this site has not been established. Approximate values may be used for comparison against contract drawings and establishing

Section 01 19 40.00 29 Page 7 quantities of material placed. All horizontal and vertical control shall be based on the airport control stations PEV-A (PID DL3091), PEV-B (PID DL3092)and PEV-C (PID DL3093). Contract drawings are based on an arbitrary elevation of 20.6 feet assigned to PEV-C to approximate Mean Lower Low Water. Temporary benchmarks closer to the site may be established to facilitate the work based on these monuments.

1.17.3 Quantity Computations and Cross-Section Drawings

The topographicsurveyor and/or hydrographic surveyor shall provide quantity computations, using surveys as specified, showing quantities removed or placed. In addition, the topographic surveyor and/or hydrographic surveyor shall furnish cross-sections and quantities for each 25 foot baseline station increment along the road and ramp and seven sections in each direction of the storage pad at 25 foot spacing. Side slope, project depth, and the design template shall also be shown on the same axis using different line types for the material placed and the template. Quantities placed or removed outside the applicable tolerance shall be computed and deducted from the total quantity placed or removed. Cross-sections shall be submitted as drawings and as data files along with all supporting data on compact disc, in conformance with ERDC/ITLTR-09-2 Architect Engineering and Construction (AEC) CAD Standard (most current version) in .DXF and .DWG formats capable of reproducing the complete plotted cross-section drawings. All drawings shall be in the latest version of AutoCAD available. Scale shall be at a minimum 1:20 vertical and 1:20 horizontal.

Horizontal and vertical scales shall be equivalent. In addition to the cross-section data files, the surveyor(s) shall submit an edited and tide corrected COGO point file representing the horizontal and vertical data from their survey (s). All quantity, digital terrain surface and cross-section materials shall be furnished to the Contracting Officer within seven (7) days after completion of the survey.

1.17.4 Daily Soundings

During excavation the Contractor shall perform soundings on a daily basis.

The soundings shall be conducted on a 25-foot grid system covering the work area. The soundings shall be recorded by the Contractor on a scaled project drawing and shall be submitted to the Contracting Officer, along with the sounding data, on a daily basis. Such information shall be used to aid in determining quantities of material removed during subsequent excavation should no hydrographic survey information be available due to adverse weather conditions. No additional payment will be made for the Contractor to perform required survey soundings.

1.17.5 Plan-View Drawings

The hydrographic surveyor shall reduce soundings to the nearest one-tenth of a foot and plot them onto plan-view drawings computer-generated in the latest version of AutoCAD. Soundings shall be recorded and plotted at 25-foot intervals on a grid that covers the project area. Intermediate soundings shall be recorded and plotted where hydrographic anomalies or obstacles of 3 feet or greater are encountered. All pertinent title block information shall be printed within the block. Any information found in error on the Government-furnished drawings, such as vicinity maps, notes, shorelines, floats, docks, navigational aids, control coordinates, etc., shall be eradicated and replaced with accurate data as it becomes known.

1.17.6 Drawing Submittals

Each drawing shall contain all pertinent data, computer plotted accurately at the above spacing. The survey drawings shall be signed, dated and stamped or certified by a Professional Land Surveyor licensed in the State of Alaska and/or ACSM certified hydrographic surveyor, and the Contractor, complete and ready for Government review and signatures. All electronic deliverables shall conform to ERDC/ITL TR-09-2 AEC CAD Standard (most current version). Survey drawings shall also be submitted on compact disc as specified above, capable of reproducing the complete plotted survey drawings. Two full-size preliminary paper copies of drawings and two copies of the electronic survey files on compact disk, including the final as-built (Post-Construction Survey), shall be submitted within seven (7) days after completion of any survey for review by the Contracting Officer.

Final record drawings shall be submitted as discussed in Section 01 78 00 and shall include a digital set of as built drawings stamped by a Professional Land Surveyor licensed in the State of Alaska or certified by an ACSM certified hydrographic surveyor submitted in a .pdf format.

1.17.7 Field Notes

Upon completing a survey, quantity calculations, cross-sections and drawings, the Contractor shall submit the originals of all field notes, notebooks, fathometer scrolls and all other records relating to the survey or to the layout of the work, to the Contracting Officer, who will use them as necessary to determine the amount of progress for payment. The Contractor shall retain copies of all such material furnished to the Contracting Officer.

1.17.8 Monuments

Protect established survey monuments from accidental removal caused by earth movement activities and operating heavy equipment near the monuments. Should monuments be required to be established, due to disturbance, destroyed within site cleanup area, or lack of control monuments at the site, procedures for installations shall follow guidelines described in EM 1110-1-1005. If, during the performance of the work, the Contractor removes, disturbs or destroys previously set brass or aluminum survey caps, the survey caps shall be reinstated by the Contractor at its expense.

1.17.9 Survey Procedures and Specifications

The use of Global Positioning System (GPS) shall follow guidelines delineated in EM 1110-2-1003. The use of conventional survey systems (total station, etc.) shall follow procedural guidance and specifications in EM 1110-1-1005.

1.17.10 Accuracy

All surveys for layout, intermediate conditions, and final as-built conditions shall conform to the most current USACE Engineering manuals, EM 1110-2-1003 for class I survey and standard third order traverse requirements as specified in EM 1110-1-1005.

1.17.11 Certification

All survey work shall be performed by or under the direct supervision of a professional land surveyor licensed in the State of Alaska. The surveyor

Section 01 19 40.00 29 Page 9 shall document at least three years of experience in hydrographic surveying on navigable channels as party chief or responsible surveyor in charge, and have a current land surveyor's certificate. A current American Congress for Surveying and Mapping (ACSM) hydrographic certification is required.

3.1 GENERAL REQUIREMENTS

3.1.1 Definitions

Fragnet: A sequence of new activities that are proposed to be added to project schedule to demonstrate the influence of the delay or impact to the project's contractual dates.

Initial Project Schedule (IPS): The initial or baseline schedule prepared by the contractor that shows the sequence and dates in which the Contractor proposes to perform the work. Once approved it becomes the basis upon which the Contractor performs periodic schedule updates.

Periodic Schedule Updates: Progress updates, usually monthly, to the approved project schedule.

Preliminary Schedule: Schedule prepared by the Contractor defining the planned work in the first 90 calendar days of the contract.

Project Schedule: Schedule prepared or updated by the Contractor to the requirements specified herein. The project schedule shall be used to measure the progress of the work and aid in the evaluation of time impacts to the project.

Time Impact Analysis (TIA): Forward looking schedule analysis technique that adds a modeled delay to an accepted contract schedule to determine the possible impact of that delay to the project completion.

3.1.2 Withholdings

Failure of the Contractor to meet the requirements of this specification may result in the disapproval of the preliminary, initial or periodic schedule updates. In the event that the Contracting Officer directs schedule revisions and those revisions have not been included in subsequent project schedule revisions or updates, the Contracting Officer may withhold funds from each payment period until such revisions to the project schedule have been made.

3.2 BASIS FOR PAYMENT AND COST LOADING

The schedule shall be the basis for determining contract earnings during each update period and therefore the amount of each progress payment.

Activity cost loading shall be reasonable, as determined by the Contracting Officer. Front loading activities will not be allowed. The aggregate value of all activities coded to a contract CLIN shall equal the value of the CLIN on the Schedule.

3.3 PROJECT SCHEDULE DETAILED REQUIREMENTS

The scheduling software utilized to produce and update the schedules required herein shall be capable of meeting all requirements of this specification.

3.3.1 Use of the Critical Path Method

Use the Critical Path Method (CPM) of network calculation to generate all Schedules. Prepare each Schedule using the Precedence Diagram Method (PDM).

3.3.2 Level of Detail Required

Develop the Project Schedule to an appropriate level of detail. Failure to develop the Project Schedule to an appropriate level of detail, as determined by the Contracting Officer, will result in its disapproval. The Contracting Officer will consider, but is not limited to, the following characteristics and requirements to determine appropriate level of detail:

3.3.2.1 Activity Durations

Reasonable activity durations are those that allow the progress of ongoing activities to be accurately determined between update periods. Less than 2 percent of all non-procurement activities shall have Original Durations (OD) greater than 20 work days or 30 calendar days.

3.3.2.2 Procurement Activities

Include activities associated with the submittal, approval, procurement, fabrication and delivery of long lead materials, equipment, fabricated assemblies and supplies. Long lead procurement activities are those with an anticipated procurement sequence of over 90 calendar days.

3.3.2.3 Mandatory Tasks

The following activities shall be included in the initial project schedule and all updates.

a. Submission, review and acceptance of required preconstruction submittals.

b. Procurement of steel.

c. Casting of the planks.

d. Delivery of steel and planks to Perryville.

e. Production of Rock and Aggregates.

f. Mobilization to Perryville.

g. Excavation.

h. Placement of Subbase.

i. Placement of steel frame.

j. Placement of C-Rock

3.3.2.4 Government Activities

These activities include, but are not limited to government approvals, environmental permit approvals by State regulators, inspections, utility tie-ins, Government Furnished Equipment (GFE) and Notice to Proceed (NTP) for phasing requirements.

3.3.3 Schedule Parameters

The Contractor shall follow the parameters as specified herein for all schedules.

3.3.3.1 Contract Milestones and Constraints

The schedule shall have no constrained dates other than those specified herein. Additional constraints may be approved by the Contracting Officer on a case by case basis. The use of artificial float constraints such as "zero free float" or "zero total float" are prohibited.

3.3.3.1.1 Project Start Date Milestone

The first activity in the project schedule shall be a start milestone titled "NTP Acknowledged," which shall have a start on constraint date equal to the date that the NTP was acknowledged.

3.3.3.1.2 Projected Completion Milestone

The schedule shall include an unconstrained finish milestone titled “Projected Completion.” Projected completion is defined as the point in time when the Government considers the project complete and ready for its intended use. This milestone shall have the “Contract Completion (CCD)” milestone as its only successor. The Government is under no obligation to accelerate Government activities to support a Contractor's early completion.

3.3.3.1.3 Contract Completion Date (CCD) Milestone

The last activity on the schedule shall be a finish milestone titled “Contract Completion (CCD),” which shall have a “Mandatory Finish” constraint equal to the current contract completion date. Calculation of schedule updates shall be such that if the finish of the “Projected Completion “ milestone falls after the contract completion date, then negative float is calculated on the longest path. If the finish of the “Projected Completion” milestone falls before the contract completion date, the float calculation shall reflect positive float on the longest path.

The only predecessor to the “Contract Completion Date” milestone shall be the “Projected Completion” milestone.

3.3.3.2 Calendars

Schedule activities on a Calendar to which the activity logically belongs.

Calendars should be developed to accommodate any contract defined work period such as a 7-day calendar for Government Acceptance activities, concrete cure times, etc. The default Calendar should be developed to match the physical work plan with non-work periods identified including weekends and holidays. Seasonal Calendar(s) should be developed and assigned to seasonally affected activities as applicable.

3.3.3.3 Open Ended Logic

There shall only be two open ended activities: the first activity "NTP Acknowledged" shall have no predecessor logic and the last activity

”Contract Completion (CCD)” shall have no successor logic. Predecessor open ended logic may be allowed in time impact analyses upon the contracting officer's approval.

3.3.3.4 Interim Completion Dates

Constrain contractually specified interim completion dates to show negative float when the calculated late finish date of the last activity in that phase is later than the specified interim completion date.

3.3.3.4.1 Start Phase

Use a start milestone as the first activity for a project phase. The start milestone shall be called "Start Phase X" where "X" refers to the phase of work.
