Architectural Bullet Points
Project Overview
This project is intended to enhance and upgrade the training facilities for the 16th Air Support Operations Squadron (ASOS). Existing facilities are inadequate to fully support the mission training requirements requiring time consuming and costly TDY’s as a workaround. This project will increase the current level of training opportunities and proved appropriate facilities for equipment maintenance and storage.
The project consists of a new 11,650 SF (1,082 SM), with a limit of 12,594 SF, facility to include;
parking bays for fourteen vehicles (MRAP and HMMV), five secure storage areas, battery maintenance work/storage area, forty personnel equipment lockers, utility upgrades, enclosed walkway between buildings, and facility support spaces as required. The new building is to be connected to the existing facility with an enclosed conditioned passage way to allow easy movement of personnel between the facilities. The existing building (approx. 7,000 SF) is to be upgraded with the addition of an automatic fire suppression system, upgrades to toilets facilities and HVAC upgrades to the briefing room. New ASOS Training Building:
Pre‐Engineered Metal Building (approx. 91’ X 126’). Exterior envelope, walls and roof are prefinished insulated metal panels with interior batt insulation and vapor retarder (minimum R‐45 wall insulation and R‐60 roof insulation). Colors to match Elmendorf Base Design Guide.
Fourteen Vehicle Bays (W9’XL22’XH12’) with seven overhead sectional doors 14’ wide X 12’ tall. Two bays are one vehicle deep, three bays are two vehicles deep and two bays are three vehicles deep. Vision panels in the overhead doors will allow natural light into the space and afford visual control when the doors are closed. A utility sink is provided in the vehicle bay for cleaning of personnel equipment items prior to storage in the lockers. Finishes; sealed concrete floor, prefinished metal panel wainscot to 8’ and exposed (white) vapor barrier above and behind wainscot and over the ceiling.
Five Secure Storage Lockers adjacent to vehicle bays for storage of equipment. Floor is sealed concrete with wire mesh walls ceilings at 9’ clear.
Battery Maintenance and Storage Area is an ‘L’ shaped work bench located adjacent to the vehicle bays with task lighting and power outlets as required with storage below.
Personnel Equipment Lockers are provided for individual equipment storage. Floor is sealed concrete with wire mesh walls ceilings at 8’ clear.
Training (exercise equipment area) is 760 SF area open to the vehicle parking area.
Finishes are rubber exercise flooring.

Utility spaces include sprinkler riser area, electrical room and a mechanical platform provided above the secure storage.
Existing Building 21309
Install automatic fire suppression system thought the building. The system will be served from the new fire riser in the new building and routed through the connecting passage way.
Replace and repair existing finishes as required after sprinkler system is installed.
Construct one new latrine with toilet, sink and shower for female personnel. Enlarge the existing men’s latrine adding one additional urinal and replacing the other existing fixtures with new low water consumption fixtures.

Civil Bullet Points
ELM308 is an addition to Facility 21309. This facility is the Air Support Operations, Squadron Training Facility. The additions primary purpose is to provide warm storage for training vehicles and an updated training simulator. As the design Charrette progressed a location in the existing building for the simulator was determined.
New work will occur predominately within a fenced and paved yard. Water and natural gas utility extension along Fairchild Avenue is required for operating ELM308. Water main extension is approximately 3,000 feet and natural gas extension 2,500 feet. New work does not require extending the EAFB sewer system to the site. The existing on‐site septic system is adequate for the facility and improvements. A vicinity map showing utility extensions is on civil sheet C101.
Soil and Groundwater
Based on soil and groundwater logs for the existing building native soil in the area consists of silty sands and gravels with clayey sand and gravel occurring at depths as shallow as 16 feet.
Average water table is 15 feet below the surface. Depths as shallow as 8 feet and as deep as 38 feet also occur. This information was taken from soil logs that are part of the existing building record plan set.
The USACE is scheduled to perform a geotechnical investigation. This investigation will focus on the soil and groundwater conditions within the footprint of the proposed facility addition.
It is not certain whether or not contaminated soil is present within the footprint of the new building site. From the information available the likelihood of encountering contaminated soil is low.
Building Foundation
Foundation for the new building will be similar to the existing building foundation. The existing building has concrete piers for columns and continuous spread footings under bearing walls.
Demolition
Demolition includes the following.
AC pavement removal and replacement.
The concrete encased conduit within the project work area is abandoned. It will be demolished to the extent needed to construct new facilities.
Removal of approximately 200 feet of security fence at the northeast corner of the yard and installing an equal amount of new fencing.
Installing the new water and natural gas services will include removal and replacement of gravel driveway, turf areas, and AC pavement.
There is no clearing and grubbing within the footprint of the building. Utility services and a proposed perimeter embankment at the NE corner of ELM308 will involve grubbing.
Natural Gas, Water, and Sewer Services
Natural Gas Service. ENSTAR will extend natural gas service approximately 2,500 ft to ELM308 using their own resources but will charge for installation.
o Service between ELM308 and Fairchild Avenue is approximately 470 ft o Diameter of service between Fairchild and ELM308 has not been determined. It probably will be no larger than 2 inches.
Water Service from Fairchild Ave. Water main extension along Fairchild is approximately 3,000 feet. Burial depth providing at least 10 feet of soil cover over the pipe is required for freeze protection.

Sewer Service. The new building has 1 plumbing fixture, a utility sink, that will utilize a lift station to discharge into the existing ELM308 waste system inside of the facility. The vehicle bay will not have any floor drains. Wastewater from floor drains within the vehicle storage area is considered industrial wastewater and cannot be discharged to the on‐site wastewater system. A method for handling vehicle drippings is to collect it in a shallow, water tight, grated concrete trench. EAFB would need to periodically pump the trench drain sump. Collected wastewater would be treated by running through an existing oil water separator and discharge to EAFB’s sewer system. Ambient air evaporation reduces the volume that needs to be pumped.
Drainage Sheet flow is used for drainage. However an alley created between the new and existing building requires a storm drain. Regrading to sheet flow runoff from this alley would require extensive regarding of the yard. The storm drain is a better solution.

Install 90 feet of 6 inch roof drain leader to SDMH. Pipe shall be an electric heat traced arctic pipe with 2 inches of insulation.
To meet LEED SS Credits 6.1 and 6.2, a large diameter corrugated polyethylene pipe (CPEP) with bottom perforation is located downstream of the SDMH to provide retention and infiltration of storm water. The retention‐infiltration CPEP has an elevate outlet for flow that exceeds design capacity. The SDMH invert is located a few feet below pipe inverts to provide settlement for heavy sediment.
Site Work
Pavement Removal and Replacement. Pavement removal is required where the new building displaces yard pavement. Pavement removal and replacement is required where new water, sewer, and storm drain is installed and to grade between the building line and existing pavement to remain in place.
New Pavement Area and Fencing. Topography drops steeply along the northeastern perimeter of the new building. It is proposed to continue the perimeter embankment at the north side of the existing building eastward, along the new building, and join with a similar extension along the east side of the new building.
Information for the site plan used for the design Charrette came from record plans. The USACE is scheduled to perform a topographic survey of the building addition project area. This survey does not include the EAFB utility extension along Fairchild Avenue.
Design of the EAFB utility extension is treated as a separate task.

o Interior bollards will be provided at all overhead doors.
Connection to Facility – enclosed connection walkway will be part of the PEMB package.

New ASOS Training Building
Ventilation – The building will be supplied by a dedicated heat recovery ventilator (HRV).
The HRV will be initially sized for 1000 CFM to supply the required volume of outside air for the occupants. The unit will include a summer filter, winter filter, indirect gas fired heat exchanger, air‐to‐air heat exchanger, air‐to‐air heat exchanger supply and return face‐by‐pass, supply and return fans, and turn down controls. In addition, a 16,700 CFM direct gas fired makeup air unit will be supplied with a 16,900 CFM exhaust fan to purge the vehicle bay of elevated CO2 concentrations. The makeup air unit and exhaust fan will have insulated control dampers and will be interlinked to operate simultaneously.
Heating – The electrical room and walkway from Building 21309 will be heated by a hydronic unit heater and hyrdonic cabinet unit heater, respectively. The heaters will be fed from the existing hydronic heating plant in Building 21309. The vehicle bay and ancillary areas will be heated from overhead with approximately six 50 MBH, 2 stage direct gas fired radiant tube heaters. Two additional direct gas fired unit heaters will be provided for peak/pickup loads near the overhead doors.
Plumbing – Provide low flow water efficient fixtures. This includes 1 wash‐tube and 1 janitor sink. Domestic hot water will be provided by the hot water system in Building 21309. The service line is to include isolation valves, check valves, and meter. All plumbing fixtures provided will be UFAS/ADA compliant. A lift station will be required to pump the waste from the sinks to the waste drain system in Building 21309.
Eyewash station – 1 modular eyewash station will be provided in the vehicle bay. A point‐of‐use tempering valve will be provided with the eye wash station.
Snowmelt System – Provide 1,000 sqft of electric snowmelt at 44 W/sqft at minimum 5 feet from the exterior bollards at the overhead door entrances.
Ventilation – The existing ventilation to the conference room appears to be barely adequate for 40 people. In order to make provisions for future renovation of the current simulator room to a briefing room, a new air handling unit will need to be provided to serve this space. The new unit will be located in the new addition with ducts being routed through the connector to the Building 21309. This unit will not have air conditioning.
Heating – Modification to the building glycol distribution piping will require new branches from the existing 2‐1/2” glycol supply and return lines. The inline pumps in the mechanical room will need to be upgraded with higher capacity pumps to account for the additional flow and head loss. The existing pumps are sized for 53 gpm and 40ft head.
Plumbing – Replace all existing fixtures and provide new (water closet, lavatory, shower and urinal) fixtures with low flow water efficient equipment. This includes 0.5 gpm lavatories, 1.28 gpf water closets, .125 gpf urinals, and 1.5 gpm shower heads.
Trenching will be needed to connect the new women’s bathroom waste to the building’s waste drain system and the waste vents will need to be connected to the existing waste vent system. The existing leach field will be reused for the waste system. Domestic water will be extended from the new city water entrance and the existing well connection is to be abandoned. Additional plumbing equipment to support these changes is to include two expansion tanks, a new water heater, upsizing the domestic cold water branch main in Building 21309 to 2” and the hot water branch main to 1‐ 1/2”.
Building 21306 Alternate
Abandoned fuel oil tank and convert boiler to natural gas by replacing burner/blower assembly. Extend gas piping to existing boiler room from new gas service utility entrance.

Install a single building service to serve the existing building and the new vehicle storage building. The service will be located in new electrical room.

General
Fire hydrants will be added to meet spacing requirements of UFC 3‐600‐01.
New addition will be an addition to the existing building and the entire facility will be considered one building.
Fire department vehicle access provided to conform to UFC 3‐600‐01 and NFPA 1.
The new and existing portion of the ASOS Facility will be considered one facility.
New ASOS Training Building: shall have:
