BUILDING ENERGY IMPROVEMENT PROJECT
NEW WINDOW FILM AT BUILDING 2204, HISTORIC WING
ELMENDORF AFB, ALASKA
JUNE 4, 2009
SCOPE OF WORK
PART A
PROJECT OBJECTIVES AND INSTALLATION REQUIREMENTS
1.0 GENERAL
1.1 PROJECT DESCRIPTION/STATEMENT OF WORK
a) General
The goal of this project is to help reduce excessive summertime solar heat gain at the Historic Original Wing of the Corps of Engineers Headquarters Building on Elmendorf Air Force Base (AFB), Alaska, by installing heat-rejecting window film to the building’s east-, south-, and west-facing windows. This project is one of a series of small, in-house, energy-related building improvements that are part of the Corps of Engineers’ Plant Replacement Improvement Program (PRIP), whose overall goal is to achieve better energy management of Corps of Engineers facilities.
b) Current Situation
Currently, the Historic Original wing of the Corps of Engineers Headquarters Building on Elmendorf AFB is subject to excessive heat gain during the sunny days of summer. Due to funding limitations, and the historic character of the building (#2204), the options for dealing with this situation are limited. To date, the primary means of eliminating heat within the building has been for employees to open windows, and to use personal fans to circulate or exhaust hot air. But these are rudimentary countermeasures, and do not address the main problem; namely, preventing solar heat from entering the building in the first place. This project will reduce the amount of solar radiation entering the Historic Wing via its east-, south- and west-facing windows.
c) Statement of Work – Install heat-rejecting film to selected windows at the Historic Original
Wing of the Corps of Engineers Headquarters Building (Building #2204), located on Elmendorf AFB, Alaska.
1. Description of Existing Windows: The exterior walls of the historic original Corps of
Engineers Building #2204 are provided with aluminum double-hung windows. The windows have double-sashes; that is, they consist of paired, single-paned double-hung windows – one in back of the other – thus achieving the effect of insulated glazing. The interior surfaces of the existing windows’ exterior sash have been previously fitted with a clear window film of unknown manufacture at some unknown date.
2. Location of Windows Scheduled to Receive Window Film: Office windows located on the primary south façade of Building #2204, shall receive window film, as will office windows located on the adjacent east and west-facing facades.
3. Windows Not Scheduled to Receive Window Film: Doors and windows at entries and stairwells at the Historic Wing’s south, east, and west facades shall not receive window film. Windows throughout the north side of the Historic Building shall not receive window film. Also, the four, basement-level windows at the west end of the south façade, which are currently blocked off to accommodate the building’s cafeteria kitchen, shall not receive window film Finally, glazing at the building’s newer North Addition and its connecting Atrium shall not receive window film.
4. Glazing Dimensions: There are two sizes of double-hung windows on the Historic building. The windows at the upper two floors being slightly larger than the windows at the basement level. Thus, window panes at the building’s upper two floor levels are 28” wide X 25” high, whereas window panes at the basement level are 29-1/2” wide X 17” high.
5. Quantities of Windows Scheduled to Receive Window Film: At the Historic Building’s
West façade, there are 48 “larger” windows at the upper two floors, and 13 “smaller” windows at the basement level. At the South façade, there are 114 “larger” windows at the upper two floors, and 33 “smaller” windows at the basement level. At the East façade, there are 46 “larger” windows at the upper two floors, and 8 “smaller” windows at the basement level. Thus, at all three facades, there are a total of 208 “larger” windows at the upper two floors, and a total of 54 “smaller” windows at the basement level, making for a grand total of 262 windows – each window having two panes of glazing scheduled to receive window film.
1.2 PROJECT LOCATION
The U.S. Army Corps of Engineers, Alaska District, Headquarters Building #2204 is located at 2204 Third Street, Elmendorf AFB, Alaska 99506-1538. NOTE: Ample parking surrounds the building, with the main parking lot located across the street to the north of the building.
Arrangements can be made to accommodate limited contractor parking near the building during regular working hours.
1.3 INTENT
The Alaska District of the Corps of Engineers seeks to reduce summertime solar heat gain through certain windows at its headquarters facility through application of a heat-restrictive, nominally colorless film to the surface of the windows’ glazing. It is intended that the installation be complete, free of defects, compatible with the existing building, require little or no maintenance, result in little or no perceived difference in the windows’ visual appearance, and that the heat-blocking abilities of the window film be long-lasting.
1.4 CRITERIA AND REFERENCES
The design criteria in Section 01010 represents the minimum acceptable quality and quantity for the work described. Installer is encouraged to exceed these minimums.
Installer shall be responsible for obtaining any documents not attached as part of this SOW, but referenced as criteria for the project.
1.5 SCHEDULING OF WORK
The work shall be scheduled to have minimal impact on the day-to-day activities of Government employees working within the building. During weekdays, work shall be scheduled between the hours of 5:00 PM to 11:00 PM.
2.0 DESIGN CRITERIA
The following section represents minimum technical requirements for the Heat-Rejecting Window Film.
2.1 ARCHITECTURAL DESIGN CRITERIA
2.1.1 Minimum Requirements
2.2.1.1 Safety and Security
a) Safety: In performing the SOW, practice good safety procedures with regard to working around windows. If the window film will be applied to window glazing that is left “in place”, and because this will mean that workers will have to climb atop adjacent tables and counters in order to get near enough to the windows to work on them, practice sound safety procedures designed to prevent injuries from falls. If the window film will be applied to window glazing while the sash is removed from the frame, then practice sound safety procedures, designed to prevent injuries that could be sustained while removing, handling and replacing window sash.
b) Security: The Headquarters Facility of the Corps of Engineers is a secure facility. If arrangements are made for window film to be installed after normal working hours, comply with all agreed upon security procedures for keeping the building secure after hours.
2.2.2.2 Narrative Description of Primary Window Film Function
Once installed, the window film will serve to reduce the amount of heat entering the building, via solar radiation, through the building’s windows. Since the film will be applied to the interior surface of the interior pane of each window’s tandem pair of double-hung units, it will augment the heat-blocking abilities of an existing window film, previously applied at some date in the past to the interior surface of the exterior pane of each window. In addition, during winter months, the window’s heat-blocking abilities will serve to limit the amount of the building’s interior heat that might normally escape to the exterior through windows. Also, although the installed window film will have a nominally clear and colorless appearance, it will block a significant portion of the total visible sunlight encountering the window, thus reducing solar glare. Finally, the installed film will provide a health benefit for workers inside the building, in that it will block almost 100 percent of the sun’s harmful ultraviolet radiation.
Once applied, the window film should require no future inspections or maintenance, other than to be periodically cleaned by professional window cleaners.
2.2.2.3 Overall Window Film Design and Systems
a) The total window film design shall be in conformance with PART I, PAR 1.1(c) (Statement of Work) and PAR #2.2.1.1 (Safety and Security), above, and as described below.
b) Provide a window film installation which is compatible with the existing window system, is complete and functional, requires little or no maintenance, is scratch-resistant, and is capable of withstanding normal periodic window cleaning procedures.
c) These specifications are based on the Quality Standard of “Prestige Series Ultra PR S50”
Window Film, by 3M Building Safety Solutions. Products of other manufacture, providing the salient features described herein will also be acceptable.
d) Window Film Performance Characteristics:
1) Visible Light Transmitted: 45 per cent, minimum.
2) Solar Energy Rejected (SER): 55 per cent, minimum.
3) SER -- on 60 Degree Angle: 60 per cent, minimum.
4) Infrared Rejected (900–1000nm): 95 per cent, minimum.
5) Ultraviolet Light Rejected: 98 per cent, minimum.
6) Glare Reduction: 40 per cent, minimum.
e) Window Film Physical Characteristics:
1) Film Thickness: 6 mils, minimum.
2) Non-metal Technology: Non-corrosive film, compatible with
Cell-phone signals.
f) Window Film Manufacturer’s Warranty: Provide minimum 10-year Warranty to cover all costs associated with window film replacement, in the event that the film needs replacing within the Warranty period due to normal wear and tear.
3.0 EXECUTION

(B) The taxpayer is delinquent in making payment. A taxpayer is delinquent if the taxpayer has failed to pay the tax liability when full payment was due and required. A taxpayer is not delinquent in cases where enforced collection action is precluded.
(ii) Examples.
(A) The taxpayer has received a statutory notice of deficiency, under I.R.C. Sec. 6212, which entitles the taxpayer to seek Tax Court review of a proposed tax deficiency. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek Tax Court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(B) The IRS has filed a notice of Federal tax lien with respect to an assessed tax liability, and the taxpayer has been issued a notice under I.R.C. Sec. 6320 entitling the taxpayer to request a hearing with the IRS Office of Appeals contesting the lien filing, and to further appeal to the Tax Court if the IRS determines to sustain the lien filing. In the course of the hearing, the taxpayer is entitled to contest the underlying tax liability because the taxpayer has had no prior opportunity to contest the liability. This is not a delinquent tax because it is not a final tax liability. Should the taxpayer seek tax court review, this will not be a final tax liability until the taxpayer has exercised all judicial appeal rights.
(C) The taxpayer has entered into an installment agreement pursuant to I.R.C. Sec. 6159. The taxpayer is making timely payments and is in full compliance with the agreement terms. The taxpayer is not delinquent because the taxpayer is not currently required to make full payment.
(D) The taxpayer has filed for bankruptcy protection. The taxpayer is not delinquent because enforced collection action is stayed under 11 U.S.C. 362 (the Bankruptcy Code).
