MHE- RFIs from Vendors
1. Is there a secure location on post that we can keep our vehicles during the two (2) operational periods? We would expect that our operators and spotter will carpool daily; however, the costs would greatly increase if we have to take the equipment off post every day and return the following day.
Yes, we secured storage area.
2. Do you have any specific details on the forklift requirements? Pick height? Length of forks?
Need to be able to pick up a 20ft shipping container weighing up to 30,000lbs
3. Do you have any specification sheets or submittal for all the various types of containers we could lift? Quadcon or other containers spec sheets? Specifically, we want to know the distance for the lift pockets are located.
We do not have it currently, but they are normal quad, tri and 20ft containers.
4. For the 200T crane, do you have any details on what could be lifted by the crane?
These are a few of the heaviest items but there may be a mix of other items: M1 Tank (75 ton), M2 Bradley (10 ton), M88 Hercules (65 ton), M109 Paladin (28 ton), M992 Carrier Ammo Tracked (30 ton), M113 (13 ton).
5. For the crane operations, will we need to provide any engineered lift plans for the equipment prior to operations?
There will need to be someone on ground at all times for complex lifts and someone who can make decisions and recommendations regarding safety.
6. Do you anticipate a need for the crane to have a spreader bar? Or any other special equipment?
Yes, a spreader bar is required.
7. The solicitation states that the contractor must submit a QCP within thirty (30) days of contract award and an OPSEC Standing Operating Procedure (SOP)/plan within 90 calendar days of contract award. Just to clarify both of these timeframes would be after work has commenced and we wanted to confirm there are no issues with starting working?
QCP is not required.
8. Is there any exception to ensuring every subcontractor wears the same color shirt and slacks during the performance of their duties in support of this contract?
There is no need for uniformity amongst workers. Please ensure you have the appropriate personal protective equipment for the work that will be performed.
Please reference OSHA safety guidelines. This is a set-aside for SDVOSB, in the event a vendor decides to subcontract, any subcontracting must be IAW FAR 19.505(b)(1) and a subcontracting plan is required at the time of quote submission.
9. If selected, will you all provide a sponsor so that we can request an account through the Joint Knowledge Online (JKO) website? The AT Level 1 and OPSEC training require access, but to get an account for a federal contractor, you need a sponsor as per the JKO website.
AT Level I and OPSEC training is not required.
10. We assume that this scope of work does not require access to any government information systems and so consequently, the IT training requirement does not apply. Is that correct?
IT training requirement is not required.
11. Same question as #10, but for the TARP training. We did not see any scope that requires a security clearance for this work and so consequently, the TARP training requirement does not apply. Is that correct?
TARP training is not required.
12. Is it possible to get an extension on the suspense for this solicitation until the questions above are answered?
Amendment to the Combined Synopsis/Solicitation will reflect a close date of 1200 CST on 11 September 2024 for all bids/quotes, including subcontracting plan, if applicable.
13. Will we be authorized breaks during the workday? If so, how much?
At minimum, there will be a 1-hour lunch break awarded. The time may not always be the same based on movement and equipment requirements. Other breaks will be given as needed based on workload and work conditions.
14. Is any sling equipment needed for the crane support?
Yes, sling equipment is required. All basic issue items must be present for the duration of the operation.
15. Can all equipment be stored on base overnight
Yes, we secured storage area.
16. Do you have a location the crane will set up.
Yes, we will have a dedicated area, but the crane needs to be mobile upon request.
17. What is the max weight the crane is lifting.
75 ton
18. What is the expected max reach for the crane?
Unknown at this time. The intent is to lift a non-operational tracked vehicle from the ground onto the provided movement asset (commercial 18-wheeler).
19. Are you sure 200T crane is enough. A 60T lift reaching 40’ will require a 550T crane.
Please refer to question #4. A 200T crane is what has been used on previous deployments. The crane must be capable of lifting the heaviest piece of equipment (M1 tank) and placed on a flatbed trailer and a standard rail car.
20. Will the crane be required to during the period of performance? Or will stay in 1 spot the whole time?
Yes, the crane will be required to be mobile.
21. Is there a badging requirement to enter Fort Cavazos?
Yes, a visitor’s pass is required. Personnel must meet all force protection measures as outlined by Ft Cavazos to gain access to instillation.
