SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

REQUEST FOR INFORMATION

Amendment 0001

Question1: What was the total value, to include modifications of the ongoing (FY 17-22) contract?

Response: This requested information may be provided through a Freedom of Information Act request through MICC HQ.

Question 2: Volume II - Staffing plan requires a NICET II Audio Systems. This certification has been removed by NICET and is no longer available. Is this something that can be omitted?

Response: This specified personnel requirement will be removed from PWS. This position no longer has a NICET Level II certification requirement and falls under the NICET Fire Alarm certification. There will be nothing to replace this certification requirement.

Question 3: During the site visit it was mentioned that we had to fill out the SF 1449 for this contract, but that there was also an additional pricing document that we needed to fill out. What is that document and where is it located (which TE, and or document number)?

Response: There is no additional pricing document that need filled out, but TE-U Estimated Parts Used yearly is the document that helps obtain parts pricing to bid accordingly.

Question 4: PWS Para 1.6.4.1 provides normal operating hours, and states that all work outside of the standard operating hours needs to be approved by the KO in writing. Section 5.4.1.3 states that there are 150 after hours service calls to be used per year. Are these already approved by the KO or will we need to have it in writing that we can do each one?

Response: PWS Para 1.6.4 is the normal operation hours. PWS Para 1.6.4.1 is the other Than Standard Operating Hours the government’s intentions are for Offeror not to conduct daily business after standard operating hours. If Offeror is requesting to work outside of these hours on a regular basis, then the KO would have to approve it, (i.e. starting daily work at 0700 or working till 1700 daily). All 24 hour P1 emergency calls do not need KO approval and is issued from the COR.

PWS Para 5.4.1.3 shows historical service call data with estimated number of service calls for a 1 year period. These are planning numbers and they could be higher or lower depending on workflow. These numbers are already approved by contracting, as the Requiring Activity (RA) has provided a typical year’s worth of DMO’s.

Question 5: PWS Para 5.4.1.3 states that there are 150 after hour service calls. As after hour service calls will require overtime for the employees, if we exceed this number will there be a modification to compensate for the additional overtime service calls?

Response: No additional modification will be made to compensate for additional service calls.

Please bid accordingly based on the estimated number of service calls written in PWS Para

5.4.1.3. These service calls could be higher or lower depending on workflow.

Question 6: Are there any limitations on material and/or labor hours for additional repairs discovered during inspection, testing or maintenance (ITM) related tasks?

Response: Estimated quantities of materials used for service calls and inspection, testing or maintenance are listed in TE-U. Please bid accordingly for any and all additional items found during ITM work.

Question 7: Are there any limitations on material and/or labor hours for additional repairs as a result of a demand maintenance order (DMO)?

Response: No. Please bid accordingly.

Question 8: Do key personnel resumes, certifications, and commitment letters count towards volume II Technical Capability 30 page limit? If so, this will limit offer's ability to adequately address the information requested Response: No, the personnel resumes, certifications, and commitment letters do not count towards the 30 page limit.

Question 9: Is the solicitation PWS the same as the current contract? If not, can you detail the change(s)?

Response: This requirement is a stand-alone requirement and previous PWSs should not be relied upon to provide a proposal for this requirement. Offerors are instructed to read the solicitation carefully and thoroughly for what is required.

Question 10: Technical Exhibit AO Fire Database does not match the total systems noted on the Technical Exhibits B thru T. Can the government provide updated Technical Exhibits in order to clarify the actual totals?

Response: Yes. Technical Exhibits B thru T have been updated with current annual inspection dates, updated contract facility listing and consolidated to most current version of TE AO.

Question 11: The Technical Exhibits B thru T have multiple “Blank” spaces or have a letter in the column labeled “Number of Devices”. Can the government provide updated Technical Exhibits with this information filled out for each system in order to clarify the actual totals?

Response: Yes. Technical Exhibits B thru T have been updated current annual inspection dates, updated contract facility listing and consolidated to most current version of TE AO.

Question 12: Will any outstanding repairs or deficiencies be the responsibility of the current contractor to complete? If not, how will the government compensate the awardee for repairs that should have been completed under the current incumbent contract and monthly billing?

Response: All outstanding DMO work that cannot be completed by the current contract end date will be brought over to this solicitation to complete. All outstanding DMO work will be identified at contract start. Currently there are 40 open DMO’s. The current contractor is completing as many DMO’s as possible prior to contract end date iaw the terms and conditions of the current contract. DMO’s can come in at any time 24HRS a day up until contract end date.

Please bid accordingly for any and all additional open DMO’s.

Question 13: Can you please clarify if all rappers and emergency call out services need to be included in the proposal price or will they be billed separately on an actual basis?

Response: All repairs and DMO service calls will be included into Firm Fixed Price (FFP) CLIN Fire Protection Services monthly cost (i.e., CLIN 0001, 1001, 2001, 3001 and 4001).

Question 14: Can you please provide historical data on the repairs and call out services for the last contract (e.g. annual number of call out services, $-amount for repairs, etc)?

Response: Historical data shows 2,450 total service calls within a twelve (12) month period of performance of which 2,300 were daytime service calls and 150 being after hour service calls as stated in PWS Para 5.4.1.3. Please use TE U for estimated parts used at current pricing.

Question 15: Can you please clarify what services / inspections will need to be done after hours, if any?

Response: After hour service calls are emergency work, (i.e. life, safety and health, alarms going off and Fire Department is unable to silence, systems went off, etc.) IAW PWS Para 5.4.

Question 16: Our understanding is that there are already parts / inventory onsite from the previous contract. Do we need to price the new parts / inventory in our proposal or will it be allowed to use the existing inventory onsite for any repairs?

Response: The parts on site by current contract belong to that contractor and not the government.

Offeror will price new parts using TE U as a baseline of parts used on a yearly basis.

Question 17: Can you please let us know how often the parts / inventory onsite were replenished on an annual basis in the last contract?

Response: Estimated quantities of materials used for service calls and inspection, testing or maintenance are listed in TE-U on a yearly basis.

Question 18: Is it possible to extend the bid date due to complexity of the RFQ?

Response: The due date for proposals remains unchanged.

Question 19: PWS 1.23.10 states a requirement of NICET Level II in Audio Systems for Mass Notification System technicians. However, with NICET no longer offering this certification, will the Government be removing this requirement from the PWS?

Response: This specified personnel requirement will be removed from PWS. This position no longer has a NICET Level II certification requirement and falls under the NICET Fire Alarm certification. There will be nothing to replace this certification requirement.

Question 20: Can you please clarify when the last 3 and 5 year inspections were done? We need to know what year we will need to include those inspections in the price schedule.

Response: The date listed is the last yearly inspection date. The base year of the contract all systems receive the 5 year inspection and receive annual inspection on subsequent years. This information is listed on TE A thru T and TE AO. ITM work is completed every option period.

Question 21: PWS Section 1.23.10 - The NICET Level 2 Audio System Certification has not been offered since Dec 2017 according to the NICET Testing Director. Can this certification requirement be removed as there are no technicians available with current certifications?

Response: This specified personnel requirement will be removed from PWS. This position no longer has a NICET Level II certification requirement and falls under the NICET Fire Alarm certification. There will be nothing to replace this certification requirement.

Question 25: How will current Fire Alarm System Troubles/Supervisory Conditions and other known fire protection deficiencies be handled? Will we be required to make those repairs? Will we be able to bill for the time to reinvestigate the deficiencies? Is there a list of open and/or current Fire Protection Systems Troubles or Deficiencies?

Response: Offeror will correct deficiencies and make necessary repairs that make the system fully operational. This is a Firm Fixed Price monthly contract. All outstanding DMO work will be identified at contract start. Currently there are 40 open DMO’s.

The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
