SOURCES SOUGHT FOR TEST TECHNOLOGY SUPPORT SERVICES
INTRODUCTION
The Mission and Installation Contracting Command at Fort Hood, Texas is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for Test Technology Support Services. The intention is to procure these services on a competitive basis.
THIS REQUIREMENT WILL BE SET-ASIDE FOR 8(a) SMALL BUSINESSES. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.
PLACE OF PERFORMANCE
The place of performance is primarily at Fort Hood, Texas and Fort Huachuca, Arizona with other locations identified as needed.

PROGRAM BACKGROUND
The United States Army Operational Test Command (USAOTC) is a direct reporting unit of the United States Army responsible for independent operational testing, independent evaluations, assessments, and experiments of Army equipment. In accordance with these assignments, USAOTC provides the following: planning and conducting multi-service tests, reporting on system capabilities and limitations, operational effectiveness and suitability, managing the user testing program and conducting operational testing to support continuous comprehensive evaluation.
REQUIRED CAPABILITIES
The Contractor shall provide labor, management, supervision, supplies, materials, equipment, training, and tools, not otherwise provided as Government Furnished Property (GFP), to perform the non-personal services required to support operational test, simulation, stimulation, data collection and experimentation mission of the USAOTC. Contract support shall include systems engineering expertise, software support programs, operations and integration support, execution centers support, event support, analytical support and studies, and special event support. Support activities include the consolidation of planning, management, support, integration, maintenance, and sustainment and development activities for a broad range of test technologies used for systems engineering, data collection and reduction (including visualization and analysis tools), test control, and data management services. Further details are provided in the draft Performance Work Statement (PWS) attached to this announcement.
If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and business size and type of ownership for the organization; and 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements.
The Government will evaluate market information to ascertain potential market capacity to: 1) provide services consistent, in scope and similar in nature with those described in this notice and otherwise anticipated; 2) technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
SPECIAL REQUIREMENTS:
· Personnel Security Clearances. Security Classification Specification shall apply to this requirement and the prime contractor and employees shall have or demonstrate ability to obtain a Secret Facility Clearance.
· Service Contract Act
· Government Furnished Property Plan.
ELIGIBILITY
The applicable NAICS code for this requirement is 541330, Engineering Services (except Military and Aerospace Equipment and Military Weapons), with a Small Business Size Standard of $38.5 million. The Product Service Code is R425, Technical and Engineering Services (non-IT). Each respondent must clearly identify their business size in their capabilities statement and must be an 8(a) participant.
ADDITIONAL INFORMATION AND SUBMISSION DETAILS (CAPABILITIES STATEMENT)
A draft Performance Work Statement (PWS) is attached for review.
Interested parties are requested to submit a capabilities statement of no more than five (5) pages in length in Times New Roman font of not less than 10 pitch. The deadline for response to this request is no later than 2 pm, Central Time Zone, May 7, 2019.
This documentation must address at a minimum the following items:
1) Do you have experience and are familiar with operational testing, risk management framework (RMF), modeling and simulation, and intelligence and electronic warfare, surveillance and reconnaissance, and counter improvised explosive device systems? If so, please provide details.
2) Do you have experience with simulation, stimulation, data collection and reduction, test control, and data management? If so, please provide details.
The estimated period of performance consists of a 60 month ordering period with performance commencing in January 2020.
The contract type is anticipated to be Cost Plus Fixed Fee.
The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act.
Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Natasha L. Elder, via email at Natasha.l.elder.civ@mail.mil or the Contracting Officer, Belinda Woods at Belinda.woods.civ@mail.mil in either Microsoft Word or Portable Document Format (PDF).
All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
No phone calls will be accepted.
All questions must be submitted to the Contract Specialist or the Contracting Officer identified above. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
