1. Sanitizer
a. The solicitation identifies Virkon Aquatic as the required sanitizer. The Performance Work Statement refers to Virkon-S at numerous locations (sections 1.6.50, 1.6.30, 1.6.34, 1.6.42, 1.6.44, 1.6.47 and other places) and create an ambiguity of the required sanitizer.
b. We want to draw the attention of the contracting office that Virkon-S and Virkon Aquatic are different substances.
The requirement for both Virkon-S and Virkon Aquatic is ambiguous. We ask the agency to solve this ambiguity.
IAW the PWS-The required product for sanitizer is Virkon-S. Virkon Aquatic is the by-product of Virkon-S once combined with water this makes the Virkon Aquatic, 1% solution that will be administered to the equipment.
2. Material Handling Equipment
The agency requires the contractor to sanitize 477 containers. To sanitize containers, they have to be lifted from a truck using a fork lift or other material handling equipment. The PWS does not elaborate if it is the government’s responsibility or the contractor’s responsibility to lift the containers, hence an ambiguity. We ask the contracting office to remove this ambiguity and identify whose responsibility is to provide material handling equipment for containers lifting.
IAW 1.6.39- The government will be providing material handling equipment and operators required to move and lift all containers.
3. Tent / Shade / Fabric Structure The PWS in section1.6.38 requires the contractor to provide tent in cases of hot weather or rain. The solicitation require the contractor to deploy 8 disinfection lanes The requirement is in fact for eight structures.
a. We want to bring to the attention of the agency that to erect such big structures it takes approximately 7-10 days of a crew to safely build such structure.
b. The solicitation is not clear about which times along the performance the government expects the contractor to mobilize and erect such 8 structures.
c. Please provide architectural design of the required tent structure.
d. Please provide the requirements for walls, doors, entries /exit for the tent.
e. Please provide wind load specification and the requirements of the structure to sustain normal and maximal wind gusts common to Fort Hood?
f. Please provide the tent fabric shade and sun radiation screening specifications.
g. Please provide specifications for the tent beams structure?
h. Please identify if the government requires any lighting within the tent for the shade it provides which hinder the ability to inspect sanitization/disinfection
i. Did the government evaluate existing COTS tents/fabric structures suitable for this requirement? What was determined? Which brand is recommended?
j. In our market research for this requirement we determined that the cost of materials excluding shipping and erection is at the range of $50,000-$65,000 per structure and a total of $400,000-$520,000 for eight structures.
k. The PWS requires contractor “The Contractor shall be responsible and bound by all OSHA regulations” The erection of tents during the performance of agricultural disinfection and at the same time will risk our personnel and government equipment and will violate your requirement specified in PWS 1.6.1
l. Your quote template requires the contractor to provide a quote for a garden hose and extension cords, which are low cost items. However the template ignores your requirement for the eight tents, which is a substantial cost factor.
m. We do believe that the long performance period provides sufficient time to compensate sporadic rains.
n. We recommend the agency to remove the tent requirement.
We ask you to solve the ambiguity regarding the tent requirements and reconsider its necessity.
IAW the PWS 1.6.36-The tent requirement is specifically for contractor staff use in the event of hot weather or rain. At no time does the government require tents or any structure to cover equipment during the period of performance.
4. Water Source
The PWS in 1.6.2 review the possibility to provide water from a fire hydrant and a fill station provided by the unit. Section 1.6.33 also suggests that the water will be provided from a buffalo.
While the government takes the responsibility to provide water, it does so in a confusing way. We ask the agency to provide clear definition of the water source expected to be used in this contract and the required equipment needed from the contractor.
IAW 1.6.34 The PWS the Government will provide the water source through means of fire hydrant, fill station. The government will provide access to both. If fire hydrant is used the contractor needs to provide a fire- hydrant back flow meter with reduced pressure zone (RPZ). If fill station is used Contractor will transport their equipment to fill station and fill equipment with water and transport back to work site government will provide escort to and from fill station.
5. Scope of disinfection – cleaning
a. The objective of this contract is disinfection work, we are seeking the agency clarification who’s responsibility is it to wash and clean the equipment prior to disinfection.
b. Also, section 1.6.59 refers to “Clean” and work for “field staff”. Please identify if field the contractor is responsible for any actions beyond inspection of equipment readiness prior to disinfection.
a. IAW PWS section 1.6.37 The government will wash and clean all equipment prior to disinfection. The contractors’ only requirement is to disinfect the governments’ equipment with the required solution.
b. Content has been deleted from the PWS.
6. Scope of disinfection – total surface area
The PWS in 1.1 refers to “perform the disinfection of equipment to include the total surface area” Can the unit elaborate if it refers only to external surface of the equipment or internal cabins as well?
IAW the PWS the contractor will only perform the disinfection of equipment on the total external surface area of equipment no internal disinfection is required.
