About this file

This document is an amendment to a solicitation for the construction of a new operations building at Shorthorn Airfield North Fort Hood, Texas.

The amendment provides responses to questions from industry regarding requirements, specifications, and drawings. Key details include confirmation that coordination will be required with utility providers American Water and Dominion Energy, and that a traffic control plan and temporary construction fence are required. The exterior of the building must match others in the area. Several specifications do not apply to this project, such as blast resistance requirements or whole building commissioning. Bidders must submit qualifications and past experience documentation. The pre-bid conference date is also provided, as are instructions for submitting bids electronically by specified deadlines to the Department of the Army via the DoD SAFE file sharing system.

REQUEST FOR INFORMATION

Request for Information W91151-20-B-0013 Operations Building, Shorthorn AAF North Fort Hood, TX.

1. Will we need to get a price from American Water and Dominion Energy?

YES.

2. Will the job site be vacated?

YES, THE USER WILL NOT BE ON SITE DURING THE PROJECT. HOWEVER THERE IS

ANOTHER PROJECT 30’ WEST TO INSTALL ANOTHER FACILITY. COORDINATION WITH

DIFFERENT CONTRACTORS SHOULD BE ANTICIPATED.

3. Will a Traffic control plan be needed as per plans even though it is a remote area?

YES.

4. Since the Government engineers the foundation, will the Government provide engineered anchor bolts drawings as per plans? See PEMB note 9 on sheet S-001 says contractor will design Anchor bolt type, but length and diameter will vary per bldg. design and per foundation design engineer so will the GOVT provide?

CONTRACTOR SHALL BE RESPONSIBLE FOR ANCHOR BOLT DESIGN. REFER TO SHEET

S-301 AND S-502.

5. S001—Under foundation and Soil Data note 5 states, “A 10 mil POLYETHYLENE VAPOR BARRIER

AND 6 in MIN. CAPILLARY WATER BARRIER SHALL BE PROVIDED BENEATH THE SLAB, UNLESS NOTED OTHERWISE.” Do we need both?

REFER TO SHEET S-001, FOUNDATION AND SOIL DATA, NOTE 5. CONTRACTOR SHALL

INSTALL PER CONSTRUCTION DOCUMENTS

6. Is the power coming underground or over head?

COORDINATE WITH DOMINION ENERGY.

7. Is there a soil report?

REFER TO SHEET S-001, FOUNDATION & SOIL DATA, NOTE 1.

8. If needed can the existing pad be added on to?

REFER TO DRAWINGS.

9. UFC 4-010-01 is listed in the applicable codes on sheet S-001 however there are no AT/FP or blast requirements listed in the specifications.

CORRECT

10. Will the exterior doors require blast ratings? If so we need to know the explosive weight as well as the standoff distance.

EXPLOSIVE WEIGHTS ARE NOT APPLICABLE TO THIS PROJECT.

11. There is a call out for Wainscoat; but no detail. Will there be details provided?

SEE SHEET A-501, DETAIL C6. PER EXTERIOR ELEVATIONS, INSULATED METAL WALL

PANEL 1 (IMWP-1) AND IMWP-2 MEET AT THE “WAINSCOAT” HEIGHT CALLED OUT.

12. Will the exterior be revised to match the SAAB Building?

BUILDING EXTERIORS ARE CONSISTANT.

13. Plans indicated a shallow plumbing depth and that underground plumbing should penetrate all grade beams where they intersect. It would be much simpler and more cost effective to run the plumbing slightly deeper and avoid penetrating multiple grade beams. This would also prevent the grade beams from needing to be deepened in various locations. Is this permissible, or does the plumbing need to be run at depth indicated due to civil drainage concerns? Please advise.

COORDINATE PLUMBING DEPTH WITH AMERICAN WATERS.

14. Drawing CD 100 shows to demo approximately 50 sy of existing sidewalk at building 57138. CD 100 shows to demo approximately 199 sy of sidewalk to buildings 57136 and 57137. CE 100 shows these two sidewalks as existing. Please clarify.

SIDEWALK DEMOLITION IS NOT MENTIONED IN THE DRAWINGS.

15. Is the temporary construction fence per CS100 required by the contractor for the project? Will part of the new fence be on Phase 2?

YES, FENCE CALLED OUT IS REQUIRED BY CONTRACTOR ON THIS CONTRACT.

16. Per the structural drawings: Design load requirements are given for the PEMB. The details show decking beneath the roofing panels. The specifications given on S-001, PEMB note #7 state that the roof panels are to be insulated roof panels. These panels have foam insulation sandwiched between 2 panels, and are capable of being manufactured to meet the design loads given without the decking. Will it be acceptable to provide a PEMB that meets the required design loads without the roof decking to save cost?

CONSTRUCTION SHALL ADHERE TO CONTRACT DRAWINGS.

17. Structural drawings call out IMP for the roofing. Page A-521 detail D2 shows the makeup of the roofing, fascia, and soffit to be different than what is called out for in the structural drawings. With either design be acceptable?

REFER TO SHEET S-111, NOTE 4 AND SHEET S-511, NOTES 1 AND 2. CONTRACTORS SHOULD

VERIFY THEY ARE LOOKING AT DRAWINGS DATED APRIL 2020 FOR THIS PROJECT.

18. Note the following in reference to this question:

a. Page S-001

i. Applicable codes: 13. UFC 4-010-01, 12 DECEMBER 2018, DoD MINIMUM

MEASURES OF UFC 4-010-01

Will these specifications be enforced on this project? Can they be removed to save cost?

SPECIFICATIONS SHALL BE ENFORCED, HOWEVER THEY DO NOT IMPACT COST. REFER TO

UFC 4-010-01

19. Page A-611, detail C5 shows a solar shade. I do not see this on the elevation drawings, or the plan view drawings. These appear to be different from the Pre-Fab Canopies on pages S-511 and S-501. It also shows the Solar Shade to be mounted to the storefront framing, whereas the Pre-Fab Canopies show to be mounted to the exterior insulated panels. Are both products to be incorporated into the project? Or was only one of them intended to be required?

SOLAR SHADE IS REFERENCED ON SHEET A-611, WINDOW SCHEDULE AND WINDOW

SCHEDULE REMARKS. THIS IS A SEPARATE ELEMENT FROM THE PRE-FAB CANOPIES.

20. Sheet A-311 Wall section details. What is the spec for the prefabricated metal fascia and soffit?

SEE SPECIFICATIONS, SECTION 07-60-00 “FLASHING AND SHEET METAL”.

21. Sheet A401 Where are the descriptions of the toilet accessories to match the TA numbers?

SEE SPECIFICATIONS, SECTION 10-28-13 “TOILET ACCESSORIES”.

22. Sheet A401 Detail A1 Women’s north wall does not show all accessories i.e. grab bars, toilet roll holder, or at least the toilet partitions obscuring the view of these items as in detail E9.

MOUNTING HEIGHTS/LOCATIONS WILL BE PER A.D.A. GUIDELINES WHERE REQUIRED.

23. The temporary construction fence shown on C-001 encompasses both Admin and Operations projects. The drawings for the Admin building, should it be awarded without the OPS building, will not show a temporary construction fence.

CONCUR, THIS IS INTENTIONAL.

24. In the specifications, Division 13 34 19, paragraph 2.4.1 it describes IMWP-1 as having a “Tuffcote finish system- a hard aggregated fiber-reinforcing polymer coating” This is only offered by 1 manufacturer, and is costly compared to other similar IMPs that contain heavy textured protection. Is the intent here to have the appearance of a masonry texture on the panel? Will product equivalent in appearance (e.g. heavy embossed, stucco embossed, masonry style profile) be acceptable?

ANY AESTHETICALLY EQUIVALENT PRODUCT MEETING SPECIFICATIONS IS ACCEPTABLE,

PENDING C.O.R. APPROVAL.

25. Specifications 08 11 16, and 08 51 13 require a qualified blast engineer for testing and design calcs on the windows and doors. Will this be a requirement on this project?

THIS WILL NOT BE REQUIRED FOR THIS PROJECT

26. The specifications include Division 25-Integrated Automation. Can the government confirm that this specification section is for reference only?

DIVISION 25 IS NOT INCLUDED IN THIS PROJECTS’ SPECIFICATIONS.

CONTRACTORS SHOULD VERIFY THEY ARE LOOKING AT DRAWINGS DATED APRIL

2020 FOR THIS PROJECT.

28. Will the contractor be responsible for coordinating and obtaining estimates from the privatized utilities (American Water, Dominion) for demolition and installment of new utilities? Will it be required to be part of the bid lump sum? Will the privatized utility work be everything that is 5 LF outside of the building?

COORDINATE WITH AMERICAN WATERS AND DOMINION ENERGY. DEMOLITION OF

UTILITIES IS NOT INCLUDED IN THIS PROJECT.

29. Will whole building commissioning be required as part of this contract?

NO.

30. Are Exhibit C Division 01 Specifications supposed to replace the Division 01 specifications given in Exhibit A? Or are they in addition to?

OVER TECHNICAL EXHIBIT A – SPECIFICATION, DIVISION 01.

31. Is sustainability reporting required of this project?

NO

32. In Division 07 27 10.00 10, the required submittals show Calculations being required for the air barrier system.

Will an engineer be required to provide the calcs for this submittal? Could further specifications be given on what is required for the design data and calculations? What type of products will be acceptable to achieve an air barrier system?

CALCULATIONS WILL NOT BE REQUIRED FOR AIR BARRIER SYSTEM DESIGN. SHOP

DRAWINGS SHOWING DETAILS OF VULNERABLE LOCATIONS WILL BE REQUIRED TO ENSURE

INSTALLATION ACCOUNTS FOR AIR LEEKAGE MITIGATION.
