MEMORANDUM FOR RECORD
SUBJECT: Solicitation W9115119Q0222, Limited Sources Sole Source Justification for Vertical Wind Tunnel (VWT) under $250K SAT.
1. In accordance with FAR 13.106-1(b)(1), this is a limited sources requirement to procure Vertical Wind Tunnel (VWT) rental and training for Airborne and Special Operations Test Directorate (ABNSOTD). No other Vertical Wind Tunnel exists within a reasonable distance that can be reserved for use on an exclusive basis, and has on-site free-fall coaches. In this document a reasonable distance is defined as a distance which allows the travel to, use of, and return to Fort Bragg, NC to occur during normal duty hours without special transportation requirements such as air fare. Paraclyete is approx. 23 miles (one way) from Ft. Bragg, NC. The next closest vendor is located in Orlando, FL which is 544 miles (one way) from Ft. Bragg. Therefore, Paraclyete is deem the only responsible source that can support this requirement.
2. ABNSOTD is requesting the procurement of Vertical Wind Tunnel (VWT) rental and training. The number of training hours required per month is approximately six (6) hours, for an annual total of 65 hours, which includes 12 hours of instructor development program (IDP) to be used monthly, quarterly, or annually as need for training in accordance with the ABNSOTD training schedule. The facility must be within reasonable distance and can be reserved for use on an exclusive basis, with on-site free-fall coaches. Any training not conducted during normal duty hours must be within the ABNSOTD training schedule and coordinated with the vendor. Normal duty hours are defined as 8:00am to 5:00pm, Eastern Standard Time (EST).
3. Research was done to determine all VWT facilities within a reasonable distance.
Numerous web searches and telephonic inquiries were conducted to determine that ABNSOTD will continue to monitor industry for technological advances and sources that will enable competition. The Government will continue to use the current system for its useful life. To acquire a new system would not be beneficial to the Government as a new system would
SUBJECT: Solicitation W9115119Q0222, Sources Sole Source Justification for Vertical Wind Tunnel (VWT) under $250K SAT.
4. All applicable mandatory sources of supplies were considered per FAR Part 8 to include Ability One and GSA. Based on the market research conducted this requirement will be awarded as a sole source requirement to Paraclete XP Sky, Venture, 190 Paraclete Drive, Raeford, NC 28376, 910-848-2600.
5. Due to the reasons listed herein, Operational Test Command (OTC), ABNSOTD requests that a sole source purchase be made to Paraclete XP Sky. Per the guidance from MICC’s SharePoint, actions below the Simplified Acquisition Threshold (SAT) do not require a specifically formatted justification. The contracting officer should document the rationale for sole source competition and include it in the file.
