Questions and Answers for W91151-19-Q-0133
1. The minimum range specification listed on page 3 of the SF-1449, and also in the KPPs (SOW section 2.1.1), is 0 km. This is not a realistic specification: typically the height closest to the ground that can be measured with a boundary layer RWP is around 120 to 200 meters, depending on the operating frequency and site conditions. Would a minimum height of 150 meters meet your operational goals?
- WSMR accepts a 150m operational minimum height.
2. Is a formal, written, Acceptance Test Report is required?
- WSMR accepts an informal Acceptance Test as long as test for operational performance at WSMR is successful per manufacturer specifications and SOW Section 4.0.
3. Should a cellular modem be included in the proposal?
- WSMR declines the proposal for a cellular modem.
4. Item 4 of Addendum to FAR 52.212-4 in the Statement of Work specifies that partial payment is not allowed. The 924 MHz operating frequency is not a standard RWP operating frequency (the standard is 915 MHz); hence, the specified system requires some NRE and some non-standard components. Will the government be willing to provide a partial payment at time of contract in exchange for a discount?
- No partial payment. Full payment will be made within 30 Days of receipt of invoice or supplies (whichever is later).
