RESPONSE TO INDUSTRY QUESTIONS
RFI’s Project Number AD103249P W91151-19-B-0030
1. Will the bond for this project be claimable after contract award? Or will the bond have to be dispersed throughout the contract’s project schedule and claimed in increments?
Bonds will be paid in accordance with FAR 52.232-5(g). Contractor must follow instructions in paragraph (g) for reimbursement of bonds.
2. Are there latrines available for use on this project? Or will the contractor be responsible for supplying portable latrines to the on-site workers?
Contractor shall provide a portable restroom and place in a pre-selected location approved by the COR.
3. Can the government provide the Panel information which feeds CH-1 and CH-2 at Bldg 91227?
(Make/Model/Part#/etc.) We need this information to provide the correct breaker or the new equipment. This information is not provided on the existing panel. It has either has faded or been removed.
The government will provide as-built for electrical power as for reference only. The contractor will be responsible to field verify existing electrical power before ordering new equipment. Also, the contractor shall furnish and install new breakers for the new chillers and all new equipment as shown on the drawings and per DPW Tech Exhibit A - Specifications.
4. What is the existing breaker size of CH-1 and CH-2? The existing breakers do not show what amperage they are.

5. Will an RS Means line item estimate be required for this contract?
Yes, it is recommended by the government to use the R.S. Means or similar estimating program when calculating your offer. The seal bid will only have a lump sum on the SF1442
6. Page M-601 Equipment Schedule, Will the equipment used for the design of this project be specifically required to be used? Or will equivalent equipment be acceptable?
Please see revised drawings/schedule, sheet M-601 for new equipment.
7. Will the duration of the project be negotiable due to the requirements set forth in the staging plan on page M- 001? This will require a delay to wait until the next season in order to commence work on the project.
No. to clarify the notes on sheet M-001; if the contract is awarded at this time (Aug, Sept, or Oct), the government would like the contractor to start work on the boilers replacement first, then the contractor should move forward with the chillers replacement right after the new boilers being installed in place. It is just a preference of starting the work and that way the new boilers will be ready for winter season. If the contract was awarded in the winter (Nov, Dec, or Jan timeframe), the government would like the contractor to start work on the chillers replacement first, after finished with the installation, then the contractor should move forward with boilers replacement right away. Since we were not sure when the contract is going to be awarded, we provided these notes to prevent/minimize outages as much as possible. Also, this is will not require a delay to wait until the next season or so in order to commence work on the project. Project Schedule will be coordinated with the COR and Contracting Officer.
8. Will the government pay for the storage of equipment while waiting for the next season (summer or winter) to commence work?
No, see response to question 7.
9. Is the government aware that upon installing and performing start-up of equipment per season (summer, winter) that the manufacturer's warranty will begin once operable? Will extended warranties be required as part of this project?

10. Will the government confirm that commissioning will be required for this project?

12. Can temporary cooling/heating be used in lieu of the staging plan per page M-001?

13. The solicitation for this contract has the bid date set at 29-JUL 1:00pm. At the site-visit it was stated that the bid date would be 29-Aug 2019 1:00pm. Will the government confirm which is correct?

SECTION 00700 - CONTRACT CLAUSES
The following have been modified:
252.236-7001 CONTRACT DRAWINGS AND SPECIFICATIONS (AUG 2000)
(a) The Government will provide to the Contractor, without charge, one set of contract drawings and specifications, except publications incorporated into the technical provisions by reference, in electronic or paper media as chosen by the Contracting Officer.
(b) The Contractor shall--
(1) Check all drawings furnished immediately upon receipt;
(2) Compare all drawings and verify the figures before laying out the work;
(3) Promptly notify the Contracting Officer of any discrepancies;
(4) Be responsible for any errors that might have been avoided by complying with this paragraph (b); and
(5) Reproduce and print contract drawings and specifications as needed.
(c) In general--
(1) Large-scale drawings shall govern small-scale drawings; and
(2) The Contractor shall follow figures marked on drawings in preference to scale measurements.
(d) Omissions from the drawings or specifications or the misdescription of details of work that are manifestly necessary to carry out the intent of the drawings and specifications, or that are customarily performed, shall not relieve the Contractor from performing such omitted or misdescribed details of the work. The Contractor shall perform such details as if fully and correctly set forth and described in the drawings and specifications.
(e) The work shall conform to the specifications and the contract drawings identified on the following index of drawings:
