RESPONSE TO INDUSTRY QUESTIONS

RFI Questions and Answers for solicitation W91151-19-B-0015

Q1. Will Fort Hood appoint a specialist for consultation regarding protection of vegetation during fencing operations or does the Contractor need to supply one?

Answer:

Fort Hood Environmental Specialist Amber Dankert will be the POC for all environmental impact on Fort Hood. This will include the use of herbicide to clear vegetation from chain link fence line. As stated in general requirements under section H “Environmental Protection” 1.4, Page 51. Contractor shall appoint an Environmental Manager and send them to the 40 hour Environmental Compliance Officer Course provided by the DPW Environmental Division within 60 days of NTP (Notice-To-Proceed).

Q2. Will clearing along fence lines be required in the Scope of Work?

Answer:

Yes, contractor shall be required to clear fence lines, to include clearing trees that may obstruct the installation of new fence lines. (Must have DPW Environmental Branch approved before removing any Native Hardwood Trees)

Q3. If clearing along fence is required, can vegetation be mulched and spread on site or haul off site required?

Answer:

The trees could be shredded on-site and the shredded material spread over adjacent vegetative areas for "soil amendments". The material shall not spread to exceed 2.5 inches in depth. Trees could be loaded and hauled to the Fort Hood Sanitary Landfill (telephone 287-532-2256) where they will be weighed and dumped in the recycle yard for later shredding. See Page 56 of OEF Specifications “Tree and Plant Protection”.

Q4. If vegetation haul off site is required will a Haul line item be added to Fence Bid Schedule?

Answer:

No, All vegetation off site hauling is covered under line items 3 and 4 of bid sheet for “Clearing and Grubbing”. The specification states “Clearing debris (LCD) can be taken to the Fort Hood Compost Center for disposition as an alternative to hauling off post for the contractor”. See OEF specifications on page 55-56 “Tree and Plant Protection” and page 83 and 85 “Disposal of Material”.

Q5. What are the restrictions for vegetation as far as what can be removed and what has to stay?

How will this affect the 10 ft. ROW on each side of the fence that needs cleared?

Answer:

An appendix “A” attachment will be issued as part of contract which outline all restricted vegetation by Fort Hood Environmental branch. In the event a restricted vegetation impacts the installation of a perimeter fence line and the 10 ft. ROW, DPW Environmental branch must be notified immediately. OEF Specifications: Section “H”, 3.6.2.3 Tree and Plant Protection: Page 55.

In the event of damage to tree or plant, the Government may, at the Contracting Officer's discretion, deduct the indicated value of the damaged tree or plant from the Contract Sum.

Native hardwood trees that are removed or that die from damage must be replaced. If there are any native hardwood trees that cannot be preserved but have to be removed from the disturbed site, then mitigation is required at the rate of 10 new trees for each native hardwood removed.

Q6. Do the single H braces, double H braces and single lines posts for the 5 strand barbed wire get painted/finished?

Answer:

All components of the double “H” brace assembly shall be constructed from class 1 galvanized steel pipe, 2.875" schedule 80, with all joints welded, in place, completely around the joint. All posts shall have post caps welded completely around the top of the post to prevent moisture from accumulating inside the post. After welding, each weld shall be cleaned thoroughly and a galvanizing paint shall be used to cover each weld and any area around the weld where damage has occurred to the galvanizing material. Page 122 of OEF specifications.

All line posts shall be constructed from class 1 galvanized steel pipe, 2.375" schedule 80, with all brace joints welded, in place, completely around the joint. Ferrous-metal components and accessories, except as otherwise specified, must be hot-dip galvanized after fabrication. Page 102 of OEF specifications.

Q7. Will the areas that get hydro seeded and Bermuda sod installed be covered by irrigation?

Are we to keep these areas watered until established?

Answer:

Contractor shall water until established, unless otherwise noted.

Q8. Please provide clarification for line item 0001 Record Drawings. The bid schedule reflects a quantity of 80 each for this item. What does the "each" refer to? Is it each page, each set, each task order?

Answer:

“Each set of drawings”

Q9. How many As-Built sets will be required for each completed task order?

As stated in fencing specifications 1.2: For each delivery order, the Contractor shall, within 30 days after the final acceptance inspection, produce from the working drawings “two sets” of blue line or black line prints to show all requirements of the scope of work, all changes from the scope of work which are made in the work or additional information which might be uncovered in the course of construction, including uncharted utilities, shall be accurately and neatly recorded as they occur by means of details and notes.

Q10. In section 3.8 Record Drawings and Transfer of Property Records, it states final as-built drawings also need to include "the actual location of all subsurface utility lines which were affected or encountered during the work" and "the as-built drawings shall show, by offset dimensions to two permanently fixed surface features, the end of each run and the location of each change in direction. Valves splice boxes, material types, and similar appurtenances shall be located by dimensions along the utility run from a reference point." My question is, will a utility survey be required or is this information just alluding to items that we may encounter while installing the fence and so must be recorded in the final as-builts?

Yes, a utility survey is require by submitting a digging permit request through DPW dig permit office. This is required before any work begin. Utility companies on Fort Hood Shall go out and mark all underground lines before all dig permits are approved. All personnel performing the digging, including all subcontractor personnel must be present at the digging permit inspection.

The permit must be kept on-site and presented if requested.

Q11. As required by FAR 36.204, the estimated magnitude of the product is between

$5,000,000 and $10,000,000. Is the Magnitude based on historic data, is this magnitude for ordering period 1 or ordering period 1 through 3 in total?

This price cover period 1 through 3 in total.

Q12. A Bid guarantee is required (see section 00100, FAR Clause 52.228-1). Clarify the ordering period for bonding amount, 1st or 1st through 3rd?

Answer:

Bid guarantee is for the total of all three ordering periods, 1st through 3rd ordering period.

Q13. The contractor will be required to provide a dedicated Superintendent through completion of the project (see section 00700, FAR Clause 52.236-6). h. Project Manager, Quality Control and Superintendent Positions are considered key positions.

These positions SHALL not be subcontracted below the prime contractor. Where is the cost for key positions to be captured on the bid schedule? How will the costs be separated between dedicated superintendent per task order and personnel that will be shared among multiple task orders?

This cost is captured in line item prices. Each task order will have a separate “Project Number” and a separate bid sheet. AT NO TIME WILL TASK ORDERS BE SHARED. Each task order shall have one superintendent. Same Superintendent cannot work on multiple simultaneous/overlapping task orders.

Q14. When the Contracting Officer determines it necessary, the Government retains the right to set sequence and completion dates for any task order. Can the CO excel a schedule (reference 4.4 performance period) and if so how are the overtime costs determined?

Performance period is established for each task order by the government. No overtime cost shall be paid on this contract.

Q15. Tech_Exhibit_B_-Fencing_Bid_Schedules, are the line items in the bid schedule to include

“all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work.”? Are the line items to also include Overhead, Profit, Bonding etc.? Can you further clarify the intent of line 0077?

Answer #1:

Yes, line items include all plant, supervision, labor, materials, equipment, supplies and transportation necessary to complete this scope of work. They also include overhead and profit, but not bonding.

Answer #2:

Line Item 0077 is used when the Government determines that an existing line item does not adequately meet the specifications, intent, and/or pricing of a particular item of work; this Line Item may be used to ensure the Government receives the materials and/or services needed to complete the project. The Government will request the contractor submit a detailed cost estimate and break-out of the requested work to the Contracting Officer. The cost estimate will be reviewed by the Contracting Officer and Project Manager for accuracy. The scope of work and cost will be agreed upon by the Contracting Officer and the Contractor before the task order is awarded. Materials will be specific to the particular task order. Type of material used and submittals required will be determined and agreed upon before the task order is awarded.

Page 245 of OEF specifications.

Example material may be needed is: Rock Rip Rap, to help slow down flooded creek water in order to preserve chain link water gaps, Electronic Gate Operators and Accessories for sliding gates (if required), or High Reflective Gate Signs for Access Control Points.
