FAR Part 6 Justification and Approval for Other than
Full and Open Competition
1. Contracting Activity: U.S. Army Mission and Installation Contracting Command -
Fort Hood, 36000 Darnall Loop, Room 1300B, Fort Hood, TX 76544
2. Description of Action: The U.S. Army Operational Test Command (OTC) requests a firm-fixed-price contract with Ravenswood Solutions, Inc., 3065 Skyway
Court, Fremont, California 94539. The Government projects award for June 2018 and
Fiscal Year 2018 Research Development Test & Evaluation (RDT&E) funds will be used.
An acquisition plan is not required because this procurement does not meet the threshold at Defense Federal Acquisition Regulation Supplement 207.103(d)(i)(B).
3. Description of Supplies/Services: This requirement is for the provision of
FlexTrain communications systems and test support services to include personnel tracking system, system set-up, operation, maintenance, installation, and troubleshooting of the Instrumentable-Multiple Integrated Laser Engagement System (I-
MILES) and all instrumentation, tear down of equipment, and delivery of an After Action
Review (AAR) package required for the following events in support of the Armored
Multi-Purpose Vehicle (AMPV) Limited User Test (LUT) at Fort Hood, Texas:
a. Form-Fit Function Event
b. Test Technology Accreditation Event (TTAE)
c. AMPV LUT
The AMPV LUT will provide senior leaders data on the operational effectiveness, suitability, and survivability of the AMPV to perform missions under operationally realistic conditions. Data obtained from the AMPV will support a Milestone C decision.
OTC must acquire a technology solution that will facilitate the building of a representative Operational Environment (OE) for test and evaluation of the AMPV's operational effectiveness, suitability, and survivability. The test technology solution must be able to integrate with I-MILES and the Live Virtual Constructive (LVC) package to develop a full Real Time Casualty Assessment (RTCA) solution. A fully developed
RTCA solution will provide force on force engagement data as well as time and space location of each player in the play-box, thus depicting every unit, vehicle, and person in the training area over-laid on to a map of the maneuver area/play-box and the effect that they are having on other entities in the maneuver area/play-box at Fort Hood, Texas. Furthermore, the solution needs to provide test personnel and evaluators the ability to assess casualties from indirect fires and other systems that do not have a supported role in I-MILES. This ensures that every force on force engagement can be effectively adjudicated by Observer Controllers (OCs) during the LUT. The solution must be scalable based on the size of the maneuver area/play-box and have a current
Authority to Operate (ATO) that allows the system to operate on its own or exchange information with other Government systems. The solution must also possess the required frequency authorization to operate at the selected test location and provide the
Radio Frequency (RF) coverage of the required distances on representative terrain.
Period of Performance: 15 June 2018 to 26 October 2018
Total Value:
4. Authority Cited: 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(c), Application for brand name description.
5. Reason for Authority Cited: As described at FAR 6.302-1(a)(2), when the supplies or services required by the agency are available only from one responsible source, or for DoD, NASA and the Coast Guard, from only one or a limited number of responsible sources, and no other types of supplies or services will satisfy agency requirements, full and open competition need not be provided for. As further described in FAR 6.302-1(c), an acquisition that uses a brand-name description or other purchase description to specify a particular brand-name, product, or feature of a product, peculiar to one manufacturer does not provide for full and open competition, regardless of the number of sources solicited; and shall be justified and approved in accordance with
FAR 6.303 and 6.304.
a. Ravenswood solution is the only responsible source that can provide FlexTrain and the required services. Ravenswood Solutions has proprietary rights to FlexTrain and does not permit the resale or distribution of its equipment through a third-party.
Consequently, Ravenswood solutions is the only company with the unique capability of providing the personnel with the knowledge of the intricacies of the system that can integrate, synchronize, and transmit the data and communications that enable the interface between I-MILES and FlexTrain. The FlexTrain and test support services is critical for data collection and test execution for the AMPV LUT.
b. Potential Alternatives. OTC conducted an analysis of potential test technology solutions to support the Joint Light Tactical Vehicle Multi-Service Operation Test and Evaluation.
1) An evaluation of the Combat Training Center-Instrumentation System
(CTC-IS) currently in use at the National Training Center (NTC) and Joint Readiness
Training Center (JRTC), showed that CTC-IS cannot satisfy the required needs. CTC-
IS is the home-station training system for both NTC and JRTC and is currently non-deployable for use at Fort Hood. The Cell on Wheels (COW), which provides portable capabilities is not cost effective, challenging to implement, and will not be available for
LUT in FY 18. CTC-IS currently operates using a commercial AT&T service for the ground network system which does not exist within the Fort Hood training area.
Additionally, the size and weight of the CTC-IS communication device (Data
Communications Interface Units (DCIU)) inhibits Human System Integration (HIS) for the AMPV space and weight constraints.
2) The Home Station Instrumented Training Systems (HITS) and Army Mobile
Instrumented Training System (AMITS) HITSv4 were also evaluated. AMITS and HITS do not provide the required scalability (expanded maneuver area/play-box coverage) that is available by using FlexTrain. While both systems can track individuals on the battlefield and allow for remote adjudication of battlefield effects, AMITS and HITS are only capable of tracking entities within a 20 x 20 kilometer (km) play-box. Coverage is required for the Fort Hood training area which is an estimated 30 x 60 km range. The
FlexTrain instrumentation covers an 80km x 90km maneuver area or larger and is scalable as required. Furthermore, AMITS does not possess the required Authority to
Connect (ATC) and lacks the mobility required for instrumentation in remote areas.
3) The ATEC Player and Event Tracking System (TAPETS) does not currently possess a Closed Restricted Network Authority to Operate (ATO) (DA302507). The
ATO allows the system to operate on its own or exchange information with other
Government systems. The FlexTrain system currently has an ATO under the DIACAP program to operate as a Closed and Restricted Network (CRN) and was tested to MIL-
STD-810F standards.
4) Ravenswood Solutions has more than 20 years of experience providing services to the Government. Specifically, they provide the Army National Guard with
FlexTrain support services to more than 30 locations since 1995 and all equipment, hardware, and software were developed and produced by their parent company SRI
International. They also provided services for multiple Network Integration Evaluation
(NIE) Operational Tests as well as other OTs at Fort Bliss, Texas. The highly specialized and unique requirements of this effort, including expertise in I-MILES operation and its interoperability and synchronization with the FlexTrain system makes
Ravenswood Solutions the only source with the requisite experience and proprietary technology required for this service. They are the only source capable of providing the proprietary equipment, setup, integration and on-going maintenance for the FlexTrain instrumentation and tracking system.
c. Impact if not approved. The nonperformance of these services will prohibit the ability to measure, sense, record, transmit, and process test data, as well as create a test environment representative of natural and battlefield conditions. Furthermore, competing this requirement would result in unreasonable delays as other competitors work for a year or more at trying to develop the existing FlexTrain technology and interface with I-MILES. No other competitor's solution can meet this test requirements as well as communication coverage of the maneuver area/play-box.
6. Efforts to Obtain Competition: The Contracting Officer shall publish the notices required by FAR 5.201 and any bids or proposals received shall be considered.
a. Effective Competition: Since this is a sole source action, effective competition is not applicable.
b. Subcontracting Competition: It is anticipated that Ravenswood will team with one or more small businesses on this requirement.
7. Actions to Increase Competition: This acquisition will be synopsized in the Federal
Business Opportunities as a notice of contract action IAW FAR 5.201. If other sources express interest as a result of the synopsis or other action, they will be listed in the official contract file, and the Contracting Officer may change the acquisition strategy based on the relevance of comments.
8. Market Research: A search conducted between November - December 2016 and
January to April 2017 of the following sources: General Services Administration (GSA)
Advantage); the Small Business Administration; commercial search engines Google, Yahoo, and MSN; trade show attendance; and system demonstrations; showed that
FlexTrain is not available from other sources. Several Sources Sought synopses were posted by various organizations for FlexTrain. A Sources Sought was posted on 21
April 2015 and 10 May 2016 for FlexTrain services for the Brigade Modernization
Command (BMC), Fort Bliss, Texas. Only one response was received from SRI
International, parent company of Ravenswood Solutions who currently owns the
FlexTrain system. A Sources Sought was posted to ASFI on 5 May 2017 on behalf of the USAOTC and no responses were received. The most recent Sources Sought was posted by MICC Fort Hood on 13 March 2018 and no response was received.
A search of GSA Advantage returned SRI International's Mission Oriented Business
Integrated Services (MOBIS) contract, GS-10F-0554N, for FlexTrain hardware and services. However, SRI International's contracts manager informed the contract specialist that SRI has a pending modification with GSA to remove them from the
Special Item Number (SIN) as they no longer provide FlexTrain supplies or services.
In accordance with Defense Federal Acquisition Regulation Supplement (DFARS)
205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information
(PGI) 206.302-1(d), a final sources sought was posted to Federal Business
Opportunities from 13-30 March 2018. There were no responses from any interested sources.
9. Interested Sources: To date, no other sources have written to express interest in the acquisition.
