MEMORANDUM FOR RECORD

SUBJECT: Solicitation W91151-18-Q-0105, Limited Sources Sole Source Justification for Radar Signal Simulator (RSS) under $150K SAT.

1. In accordance with FAR 13.106-1(b)(1), this is a limited sources requirement to purchase one (1) 527 radar signal simulator (RSS). The Center for Countermeasures currently utilizes Portable Range Threat Simulator (PRTS) and High Powered Portable Range Threat Simulator (HPRTS) systems produced by Textron Systems Electronic Systems. The current test capability at the Center is based upon threat signatures and the transmission of them via the 527 Radar Signal Simulator.

2. Textron Systems Electronics Systems produced the original Radar Signal Simulator for the Center’s Portable Range Threat Simulator and High Powered Portable Range Threat Simulator systems. Textron is the sole proprietor for these devices. The required equipment is not sold by any other vendor. Textron’s Radar Signal Simulator uniquely transmits simulated radar threat signatures developed by the Government. The current test capability at the Center is based upon threat signatures and the transmission of them via the 527 RSS.

3. For the reasons listed above, the Center for Countermeasures (CCM) requests that a sole source purchase of the 527 Radar Signal Simulator manufactured by Textron Systems be fulfill for the minimum essential needs of the Government.

4. Market research indicated that Textron Systems Electronic Systems is the sole proprietor of this device. Textron produced the original Radar Signal Simulator for CCM’s portable range threat simulator and high powered systems.

5. Based on the market research and coordination of the Small Business Specialist, this acquisition will be solicited as a sole source contract. I certify that this justification is accurate and complete to the best of my knowledge and belief, and that completing this purchase as a sole source is in the best interest of the Government.

SUBJECT: Solicitation W91151-18-Q-0105, Limited Sources Sole Source Justification for Radar Signal Simulator (RSS)

6. I approve this justification to limit competition subject to the availability of funds and provided that the services or supplies herein described have otherwise been authorized for acquisition. Per the guidance from MICC’s SharePoint, actions below the Simplified Acquisition Threshold (SAT) do not require a specifically formatted justification. The contracting officer should document the file with the rationale for limited competition and include it in the file.
