RESPONSE TO INDUSTRY QUESTIONS
RFI Responses Solicitation W91151-18-B-0019
(1) CBW 59: (Sheet CD-108) How will it be determined what concrete is “unsound”?
A: remove any dislodged concrete at spall location as shown on S-509. Remove spalled and delaminated concrete that is already partially or completely disconnected from the main concrete structure. Should the concrete be held together with rebar, but still disconnected, this should be removed as well.
(2) CBM 52: (Sheet CD-104) How will we access the western side of this site? Tracked equipment and construction traffic would damage the existing concrete flume if used as a crossing. The only other option would be substantial clearing beyond our limits of construction A: This is means and methods. Any damage caused by contractor is to be replaced at no additional cost to the government. Access beyond the limits of construction must be cleared with Environmental approval through USACE. The intent of the contract documents is to access the site within the limits of construction provided. How the site is accessed is means and methods. Some tree removal limits for construction path of access within the site limits is expected, but must be kept to a minimum required for the specific equipment required at each location.
Any damage caused by the contractor to site outside of the contract documents and not included in the path of access must be restored to original condition at no additional cost to the owner.
(3) CBW 57: (Sheet CD-106, CS-106) The wingwalls on the west side of this site have substantial separation from the headwall and are beginning to lean. Confirm that there is no repair of wingwalls required for this site.
A: The current condition of the wingwalls is the same as when inspected almost 24 months ago. We are monitoring. The separation is approximately 2-inches and 1-inch out of plumb. No wingwall repairs required under this project for this site. Concur
(4) BVM 27: (Sheet CD-102, CS-102) Where is our access for this site? Please provide instruction.
A: This is means and methods.
(5) All sites:
1. Are we allowed to clear trees outside of our construction limits in order to access sites?
A: Access beyond the limits of construction, but still within the riparian boundary of the stream will need to be cleared with Environmental approval through USACE. Any upland site impacts (outside the riparian boundaries) would need to be cleared through Ft. Hood. The intent of the contract documents is to access the site within the limits of construction provided. How the site is accessed is means and methods. YES. UPON CONTRACT
AWARD, CONTRACTOR SHALL SUBMIT A SITE PLAN INDICATING PROPOSED CONSTRUCTION
LIMITS AND PROPOSED CLEARING. THIS PLAN WILL BE REVIEWED/APPROVED BY DPW-
