RFI'S
1. How deep is the abandoned sewer line shown on the plans provided by the government?
UNKNOWN, ASSUME ABANDONED SEWER LINE IS IN THE VICINITY OF REQUIRED
EXCAVATION.
2. Is there a current utility map or utility location survey to reference?
EXISTING UNDERGROUND UTILITIES WILL BE LOCATED BY THE GOVERNMENT PRIOR TO
CONSTRUCTION.
3. Will the building require any plumbing?
NO.
4. Will the building require any electric?
5. Will this building require any HVAC system?
6. Will the building require any alarm system?
7. Will the building require any fire suppression system?
8. Will the building require any insulation?
9. Will the building require any signage?
10. Will the building require any irrigation or landscaping?
RESEED AND ESTABLISH DISTURBED AREAS.
11. Based on what I believe is a discrepancy in the elevations on pages 6&7 in the plans provided, I cannot tell what the finished floor material will be. Page 6 shows the elevations with the footing extending 2' past the FFE. However, page 7 shows a slab on grade. What will the finished floor material be?
PROVIDE A 5” THICK CONCRETE SLAB REINFORCED WITH #4 BARS AT 12” O.C.E.W. AND
ISOLATION JOINTS AROUND NEW CONCRETE FOOTINGS.
12. How much area around work site can we use for a work/laydown yard?
SUBMIT PROPOSED LIMITS FOR A LAYDOWN YARD TO THE GOVERNMENT FOR
APPROVAL.
13. Can we install a temporary construction fence around work area?
YES.
14. Does Ft. Hood have a source for fill dirt or do we need to bid to supply dirt?
A BORROW PIT WILL NOT BE AVAILABLE FOR THIS PROJECT.
15. Does Ft. Hood have a location the excavated dirt can be relocated to on post?
EXCAVATED DIRT WILL NEED TO BE REMOVED FROM POST.
16. Does Ft. hood have a port-a-Jon it can provide or will we need to provide our own?
FORT HOOD WILL NOT PROVIDE A PORT-A-JON FOR THIS PROJECT.
17. Will this project require a SW3P?
18. Will this project require any concrete flatwork around or leading to structure?
19. Will any area disturbed by construction need to be re-seeded?
20. Can you provide the GPS coordinate of the build site?
FOOTING COORDINATES ARE PROVIDED ON SHEET S-101
21. In the drawings the notes indicate there is a building that needs to be salvaged and its parts re-used in the new structure. We were not able to make the scheduled site visit. Upon visiting what we believe to be the site, we didn't observe another structure. Please clarify.

23. The drawings say to reference specific detail drawings of beam to column connection, column to footing connection, etc. I could not find any detailed plans to reference for those specifications in the drawings or the 2012 IBC. Please clarify

24. Is a copy of the geotechnical report available
BORING LOGS WILL BE MADE AVAILABLE TO WINNING BIDDER.
25. Structural details do not show a floor slab. Is a floor slab required?
26. If so, please furnish thickness of the slab and reinforcing required.
27. Do any of the walls require metal wall panels? If so, what type?
YES. PROVIDE WALL PANELS FOR THE NORTH, EAST AND WEST WALLS. SIZE OF WALL
PANELS ARE TO BE DETERMINED BY PRE-ENGINEERED BUILDING MANUFACTURER.
28. What is the roof material - R-Panel, Standing Seam or other? Please advise
R-PANEL IS ACCEPTABLE. SIZE OF PANELS ARE TO BE DETERMINED BY PRE-ENGINEERED
BUILDING MANUFACTURER.
29. Cover sheet refers to S-501. Details on sheet S-501 is called out in notes on sheets S-102, S-301, and S- 302.
SHEET S-501 WILL NOT BE INCLUDED IN THIS PROJECT.
30. Sheet S-501 is not in the plans sheets, nor noted in statement of work, page 4 of solicitation.

31. S-102, note one, requires contractor to remove and reinstall all existing columns, beams, etc. There is not an existing bldg. on location.
Please advise.
32. S-102, note two, directs existing purlins shall not be reused. There is not an existing bldg. on location.
33. S-102, note six alludes to purlins properties, however, there is nothing showing. Is this a corrupted file?

35. Can we provide a clear span building with no center posts instead of pole barn type with the 5 center posts?
THIS IS PERMITTED BUT THE CONTRACTOR SHALL BE RESPONSIBLE FOR PROVIDING A
NEW FOUNDATION DESIGN TO ACCOMMODATE NEW LOADS. DESIGN MUST BE SEALED
BY AN ENGINEER LICENSED IN THE STATE OF TEXAS.
36. The roof slope shown on the drawings is very low slope at about a ¼:12” pitch, will a steeper roof slope be acceptable?
YES, A STEEPER ROOF IS ACCEPTABLE. SUBMIT A PROPOSED ROOF SLOPE FOR APPROVAL
PRIOR TO PLACING STRUCTURE ORDER.
37. Do the wall panels stop at top of concrete footings?
38. Are gutter & downspouts required at low side of building?
YES. PROVIDE A GUTTER & DOWNSPOUTS ON LOW SIDE OF BUILDING.
39. Are we to cap or do anything with the abandoned sewer line shown on Drawing C-101?

Any bids received in response to this solicitation SHALL carry a 120 day acceptance period before prices need to be verified, extended or re-negotiated.
SUBMISSION OF PROPOSAL
The Offeror shall submit a proposal that provides a complete line item breakout of tasks, quantities, and unit prices, to reflect the complete work effort required by the contract. The cost of project management, superintendence, quality control and fee shall be provided separately from the pricing provided for the various task areas. The priced proposal shall be supported by a draft progress schedule that demonstrates the offeror's understanding of the work requirements, phasing of work between buildings, and estimated time frames for ordering and installing equipment. Failure to do so may result in the proposal being rejected.
AMENDMENTS TO SOLICIATION
(a) If this solicitation is amended, then all terms and conditions which are not modified remain unchanged.
(b) Offeror shall acknowledge receipt of any amendment to this solicitation (1) by signing and returning the amendment, or (2) by identifying the amendment number and date in the space provided for this purpose on the form for submitting a quote. The Government must receive the acknowledgment by the date and time specified for receipt of quotes indicated in block 13 of the
SF1442.
FALSE STATEMENTS IN PROPOSAL
Offeror must provide full, accurate, and complete information as required by this solicitation and its attachments. The penalty for making false statements in quotes is prescribed in 18 U.S.C. 1001.

CERTIFICATIONS AND LICENSES
Contractor shall have a metal worker.
MANDATORY ATTENDANCE PRE-BID AND PRE-CONSTRUCTION CONFERENCES
The Contracting Officer shall conduct a pre-bid/pre-proposal conference in conjuction with the site visit.
Information on the scheduled Site Visit is located in FAR 52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995) of this solicitation. When such conference is scheduled, all potential bidders/offerors attending the site visit will be required to attend the pre-bid/pre- proposal conference. Space limitations dictate that no more than two representatives from each company attend. The Contracting Officer will review Bid submission requirements, and other administrative matters critical for successful and timely performance of the work.
The Contractor shall attend a Government coordinated pre-construction conference within 10 calendar days of contract award. As a minimum, the conference shall be attended by the contractor’s appointed project manager, the superintendent, the QCM, and administrative personnel responsible for preparation of contract documents, certified payroll records and invoices. The contractor shall deliver letter appointments of its key personnel that include each individual’s duties, roles and responsibilities
SUBCONTRACTOR LIST
Offeror shall submit a list of proposed subcontractors as an attachment to their proposal. If offeror does not intend on utilizing subcontractors (self-perform), offeror shall state so in their proposal.
Failure to provide this listing or statement will render the proposal nonresponsive and eliminate the offer from further consideration for award.
WORK EXPERIENCE
The prime contractor shall demonstrate that it possesses general construction contract management by providing at least three examples of relevant work experience in an awarded contract similar to the requirements stated in this solicitation. Documentation shall be submitted with the bid/offer and include the contract number, the date of contract award, the customer's name and contact information, the awarded dollar value, a description of all work elements included in the contract, the number and type of specialty trades needed to complete the contract, and the period of time allocated for completion of the work. Federal work experience is preferred; however, the Government will accept work experience from both State and institutional and commercial contracts as well. No residential work experience will be considered appropriate for this purpose. Failure to provide this documentation will render the bid/offer non-responsive and no further consideration will be given to that bidder/offeror for award of this contract.
EXPLANATION TO PROSPECTIVE OFFERORS
Any prospective offeror desiring an explanation or interpretation of the solicitation, drawings, specifications, etc., must request it in writing by the date and time specified in FAR Clause 52.236-27.
Oral explanations or instructions given before the award of a contract will not be binding. Any information given to a prospective offeror concerning a solicitation will be furnished promptly to all other prospective offerors as an amendment to the solicitation, if that information is necessary in submitting bids or the lack of it would be prejudicial to other prospective offerors.
