Solicitation: W91151-17-R-0064

Contractual Comments Question Response

The bonding requirement of $15 million per year seems excessive. Dugway has not historically done anywhere near this amount per year. We have talked with the local contacting staff at Dugway and they don’t anticipate this much work.

Would the government consider lowering the blanket bond amount with this being an 8a requirement?

No, see FAR 52.228-15 and DFARS 252.228-7004. The amount was established from the potential forecasted needs.

The FedBizOps Synopsis states “Competition will be limited to qualified 8(a) firms, maintaining a bona fide office within the geographical area serviced by the Utah Small Business Administration District Office.

Please refer to 13 CFR 124.507(c)(2).

Section 8(a) firms not having an approved bona fide office within the District are ineligible to participate in the solicitation.”

This suggests that an eligible Offeror can have a bonafide office in the area serviced by the SBA Utah District Office, but the 8(a) does not necessarily have to be serviced by the SBA Utah District Office. Page 61, paragraph (3) of the Solicitation states, “If the competition is to be limited to 8(a) concerns within one or more specific SBA regions or districts, then the offeror's approved business plan is on the file and serviced by SBA Utah District Office.” This suggests only 8(a)s that are certified and serviced by the SBA Utah District Office can only be eligible to submit a proposal.

Can an Offeror have a bonafide office in the area that is serviced by the SBA Utah District Office and be serviced by a different SBA District Office?

Yes, 13 CFR 124.507(c) provides the information about the requirements when the SBA set-aside the district for competition and it is the SBA's determination of bona fide.

If the Offeror is serviced by a SBA District Office other than Utah, does the Offer have to submit their business plan to the SBA Utah District Office?

See 13 CFR 124.507(c). The SBA governs the process which determines the qualified bona fide place of business requirements.

Page 19, Table 2 – “Page Limits” limits Volume II – Mission Capability (3) Subfactor

(c) Notional Task Order Requirements to a maximum of 50 pages for all five notional task orders. The UPB (RSMeans) line item estimates (detailed price proposal) prepared in e4Clicks for each task order will range from 10 page minimum to over 25 pages per task order, the comprehensive list of submittals will range from 1 to 2 pages per task order, the project schedules will range from 1 page to 5 pages per task order not to mention the other Notional Task Order Requirements.

Can the 50-page limit for Subfactor (c) Notional Task Order Requirements be eliminated?

No, offerors shall best articulate the work processes and procedures employed in the given page limits.

Please reference page 24 of 71;

“INSTRUCTIONS TO OFFERORS;

Proposal Preparation Instructions; C.

Proposal Preparation Instructions; d. Volume IV – Price; ii. The basis for pricing this JOC is the use of a commercial cost estimating and project management software tool…For this solicitation, the Government will provide a location for the contractor’s use on the installation, see Section 00800, Special Contract Requirements for additional details.”

For further clarification, can the Government expound on “a location”? Is the “location” somewhere located on post where the Contractor will setup an office trailer? If so, will utilities be available?

For full details see Section 00800, Special Contract Requirements, under Availability and Use of Utility Services.

The location on post is a lot of land East on Manookin Road with the following measurements: 182’ on the East and West sides by 245’ on the North and South sides of Manookin Road.

The contractor shall be responsible for consumption of available utilities.

In the Solicitation under Volume IV-Price, section ii- it states: "The Government uses e4Clicks as the RSMeans reference and estimator. All estimates shall be submitted using a commercial cost estimating software and shall contain all of the line items found in the RSMeans bound volumes. For this solicitation, the Government will provide a location for the contractor’s use on the installation, see Section 00800, Special Contract Requirements for additional details.

Under section 00800, there is no specific location or city cost index stated. Also in the RSMeans or on e4clicks there is no city cost index of Dugway Proving Grounds or even Dugway, UT. The closest city cost index is Salt Lake City.

Can you clarify which Cost City Index code should be used?

Yes, Salt Lake City, UT is the closest city index.
