1. Heat Pump Package Rooftop Schedule calls for 2” Double Wall Construction, Low-Leakage Dampers, Filter Gauge’s, Injected R-13 Foam insulation, etc that not normal to a horizontal package unit nor to a Trane 4WCC4042 unit. Please confirm if the notes that are in the heat pump equipment schedule are correct for the type of unit that is being scheduled?
A: You are correct. Several of the notes in the heat pump schedule do not apply to the given model. These notes will either be removed or edited in the revised M-601.
2. Please confirm the size that the louver needs to be for the wall mounted fans?
A: Louvers for wall-mounted exhaust fans will be added to the air device schedule. Louvers for ceiling-mounted fans are built into the device.
3. Please confirm if the louver needs to be mill finish or to match the color of the outside of the building?
A: The exhaust systems have been modified so that no louvers outside of the building will be required. Louvers inside of the building shall be left with a mill finish.
4. Please confirm what height the exhaust fans need to be off finished floor for all three fans?
A: EF-2 shall be mounted as high as possible above the finished floor in the workshop. EF-1 shall be a ceiling-mounted fan with ductwork leading to the roof. EF-3 shall be part of a hood exhaust system, which is different than what is listed in the exhaust fan schedule. These clarifications/changes will be reflected in the revised M-101 and M-601.
5. Does the spiral need to be insulated spiral, non-insulated or double-wall construction where it enters the break room area?
A: All new spiral duct shall be single-wall construction. New supply ductwork shall be insulated outside of the building and in the space above the kitchen ceiling. It shall be uninsulated everywhere else.
6. Please confirm if there needs to be a painted finish on the spiral or leave galvanized finish?
A: New spiral duct shall be left with a galvanized finish.
7. Drawings do not show location for thermostat for new heat pump package unit. Please provide this location.
A: New thermostat shall be located to the right of the door on the north wall of the break room. A revised M-101 will be provided to show this location.
8. Will the 5 conex boxes located on the job site be relocated away from site so it will not interfere with any underground work required?
A: Yes these will be moved.
9. Will Freezer, miscellaneous cabinets and debris be removed from the northeast side of building?
A: Yes, these will be moved out of the way
10. Will site drive need rock/ regrading when site is complete?
A: No
11. Will site be mowed prior to work beginning?
A: Assume not.
12. Are we required to repair existing damage/deterioration located on the bottom of the building edge around perimeter of building?
A: No
13. Will an entrance slab at garage door be needed? If so please give length, width, thickness?
A: No
14. Where is proposed tie in for water?
A: See C-101
15. Will gutter or downspouts need to be replaced on opposite side to match new?
A: No
16. Will existing doors require better placement to building? (Top of exterior doors leaning outward) A: No
17. Will work on the existing building slab be required? During site visit it was noted the existing floor is not level in both rooms and has numerous cracks. Also noted was the slab going from 2 level surfaces on Garage side to a very uneven surface break room side.
A: No
18. Will replacement of any existing power poles be required?
A: No
19. Will new exterior flood lights be required on newly added area?
A: No
20. How do you want us to separately price “the cost of project management, superintendence, quality control and fee” the bid documents have a lump sum price for the construct 300 sf addition and contractor manpower reporting?
A: The Bidder's shall submit a bid that provides a complete line item breakout of tasks, quantities, and unit prices, by locations (per contract requirement), that reflects the complete work effort required by the contract. The cost of project management, superintendence, quality control and fee shall be provided separately from the pricing provided for the various task areas.
21. Why is a draft schedule required if past experience is required? One or the other should prove that the offer has an understanding of the work?
A: It will assist the Contracting Officer and Project Manager in determining the offeror’s understanding of the work requirements, phasing of work and estimated time frames for ordering and installing equipment.

SECTION 00100 - BIDDING SCHEDULE/INSTRUCTIONS TO BIDDERS
The following have been modified:
52.222-23 NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL
EMPLOYMENT OPPORTUNITY FOR CONSTRUCTION (FEB 1999)
(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance Requirements for Construction clause of this solicitation.
(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:

These goals are applicable to all the Contractor's construction work performed in the covered area. If the Contractor performs construction work in a geographical area located outside of the covered area, the Contractor shall apply the goals established for the geographical area where the work is actually performed. Goals are published periodically in the Federal Register in notice form, and these notices may be obtained from any Office of Federal Contract Compliance Programs office.
(c) The Contractor's compliance with Executive Order 11246, as amended, and the regulations in 41 CFR 60-4 shall be based on (1) its implementation of the Equal Opportunity clause, (2) specific affirmative action obligations required by the clause entitled "Affirmative Action Compliance Requirements for Construction,'' and (3) its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade. The Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor, or from project to project, for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, Executive Order 11246, as amended, and the regulations in 41 CFR 60-4. Compliance with the goals will be measured against the total work hours performed.
(d) The Contractor shall provide written notification to the Deputy Assistant Secretary for Federal Contract Compliance, U.S. Department of Labor, within 10 working days following award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the --
(1) Name, address, and telephone number of the subcontractor;
(2) Employer's identification number of the subcontractor;
(3) Estimated dollar amount of the subcontract;
(4) Estimated starting and completion dates of the subcontract; and
(5) Geographical area in which the subcontract is to be performed.
(e) As used in this Notice, and in any contract resulting from this solicitation, the "covered area" is Fort Hood, Texas; Bell & Coryell County
