RFI RESPONSES

16-B-0009 RFIs-responses

On the plans it says we will do Test and Balance but it does not mention commissioning. Will this be required?

TA&B is required for this contract, but commissioning is not required.

There is a wooden set of steps that the new gas line will have to run under. When we take down these steps they may not go back together very well. Should we include a more permeate set of steps? If so, how would you like them? The wooden stairs is to remain, contractor shall run the new gas line around the wooden stairs and shall bury the gas line 2’ underground w/ trace tape.

On plan page D-101 #4 it states that 2 windows will be demo’d. The duct that will go back in the holes will not be the same size. What do you want the extra space filled in with Sheet metal? Contractor shall fill/patch the extra space with mini. 3’’ insulated sheet metal and seal tight the holes.

On plan page D-101 #6 it states that the roof opening will be patched and we are to match the existing. At the job site visit we couldn’t tell what the existing roof was. What is the existing roof? Any roof opening that exist and there is no need for it, shall be demolished and capped. (Leave two opening for the flue stacks of the two furnaces, the rest shall be demo’d and capped)

There are several places where the 38” x 38” transfer grills are to be removed. Would it be ok to to seal these openings with insulation and cover with sheet metal and paint to match existing? No, the transfer grills shown for demolition shall be patched and painted to match existing.

On plan page M-102 #6 it states to install a fire rated wall and ceiling. Can you provide a wall detail?

The wall openings in the mechanical room, where ductwork pass through, shall be sealed with fire rated material.

(Two hours, fire rated sheet rock)

At the job site we will have to replace some ceiling grid and ceiling tile were needed. When we lifted the ceiling tile there was no insulation above the tile. When we replace the tile it will we be required to put insulation in as well?

In some places insulation will not fit between the ceiling tile and the duct. See sheet D-101, note # 11. Demo ceiling tiles and grid where needed and install new to match existing. So, if there is no insulation already exist in place then there’s no need for insulation.

We also noticed that the ceiling tile through- out the building isn’t in the best shape. When we replace SOME of it, the REST of it will look bad. Would you like us to replace ALL the ceiling tile and grid in the areas where we will be working? No, only replace some ceiling grid and ceiling tiles were needed.

Who is responsible for moving the furniture where we are working? Contractor shall be responsible for moving/ shifting the furniture around the construction area and shall be responsible to put it back in its original place when work is complete.

Drawings call to demo out existing boiler flue. Please confirm if roof is under warranty and whom holds this warranty if so? Yes, the roof is still under warranty, the contractor will be responsible for any damages to the roof if any damages happen during construction. (The roof was installed by Johnson roofing)

Please provide detail showing the factory mixing box. It is not standard on up flow furnace to have factory mixing box. This is normally done with dampers in the return and outside air ductwork. Is this acceptable? The mixing box may be not standard, but it can be ordered with the furnaces. Contractor shall provide mixing boxes (factory assembled) for the new furnaces.

Please confirm the ductwork in mechanical room needs to be rigid board with white finish and ductwork on package unit needs to be rigid board with aluminum jacketing on exterior? All new ductwork shall be galvanized sheet metal and shall comply IAW SMACNA and DPW specs. Also, all new ductwork shall be insulated per DPW Specs. The ductwork on the package unit shall be insulated on the inside for outdoor ducts and insulation on outside for indoor ducts.

Please provide efficiency of AHU-1 & AHU-2? 80 % or 95%? Provide furnaces with minimum 80% efficiency.

Please advise if the government wants the equipment stands made out of angle iron with ductwork beneath unit or can the stands be made of treated wood? The equipment stands shall be made of iron, treated wood stand is not allowed.

Spec section 01 32 01.00 10, para 3.6.1 discusses periodic schedule update meetings, it states: “…the contractor’s Project Manager and scheduler must attend….” Is a separate Project Scheduler required for this project? No, the project manager and the scheduler can be one.

Spec section 01 33 00, part 1 states: “The attached submittal register contains the required items the Contractor shall submit for Government approval”. The specification is 3312 pages and the submittal register is 147 pages.

Both include contain many items that do not pertain to the scope of this project. Is the government going to provide a submittal register and specifications tailored to this project in an amendment? No, the contractor is responsible to provide submittals for all new equipment and all other accessories that required for this project. In addition, the COR might request more additional submittals if needed.

If no amendment is posted, Who makes the final determination of which spec’s are used and what items are required to be submitted? The specifications provided are general specs. Contractor shall use sections/divisions of specs that only apply to those sections of work shown on the drawings and are applicable to this project. The COR has the final decision on what to submit and what not.

If no amendment is posted, Is the contractor responsible for editing the spec’s and submittal register and include the cost of those man hours in their proposal? The contractor is responsible to provide submittals for this project.

Spec section 01 33 00, part 1 states: “all electronic submittals (disk) shall be on a CD-R disk only……….A hardcopy eng form 4025 shall accompany the CD-R and electronic form submitted by e-mail to COR. Are submittals submitted to the Government on CD with hardcopy 4025 and an e-mailed 4025 to the COR?;

“OR” are all submittals transmitted electronically to the COR as described in para 1.5.1?

All submittals shall be submitted per division 1 and as requested by the COR.

Spec section 01 33 00, para 1.10 states: “For any rejection of a submittal the QCM has 1 days to resubmit unless directed otherwise from the KO.” One day is not enough time to change, rebuild and resubmit any submittal.

Is this an error in the specifications? Contractor shall contact the KO immediately for any problems/issues with submittals or for any other projects related issues.
