SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

CONTINUATION PAGE

The referenced solicitation is amended to read as follows:

a. The following is a listing of questions raised by industry and the responses provided by the Government:

1. What metrics is current incumbent required to report? Services per day, per week, relocations, etc. Would KO be able to provide specific instructions on how to obtain details? FOIA, etc.

Response: PWS section C.2.1.12. Clearly defines the daily report, when it is due and what it must contain. PWS Section C.5.2.2. Further details the data required for the daily report. Technical Exhibit C gives the exact format for the report.

2. How localized are the water stations? Are they local or close in proximity to service radius of range areas?

Response: Contractor may use specific water points. One located near the intersection of Turkey Run Road & Clear Creek Road (near building 44016). The other is located near the intersection of Murphy Road and East Range Road (near building 56000). The two points cover the most highly used areas (about 15 miles from each point). It is still about 25 miles to the northern most area from either point.

3. What are true frequency of services incumbent provides daily and weekly?

Response: A detailed historical workload is included in "TE K - Historical Workload Data.” That document details the number of services, by type, for each month of the year for those 4 years and provides the data in charts/graphs.

4. Would KO be able to provide service radius mileage compared to number of units within that service radius? i.e. 0-8 miles X number of units, 8-16 miles X number of units, and so on.

Response: The requested type of data is not available; however, all on post requirements are within a 43 Kilometer radius.

5. How many miles is it from entry point to northern point of service area?

Response: The Contractor shall utilize Technical Exhibit G (Range Map) as it is a very detailed and accurate map of the area. The map is provided in order for the Contractor to make a determination of distance since it is not clear what you mean by “entry point” (since there are several) and most Contractors use them all. I can say that for planning purposes for other logistical matters it is a generally accepted practice to use 25 miles as the road distance from the main cantonment area to the northern areas of Fort Hood.

6. Are specific areas serviced on specific days? Delivery Mon and Friday but T, W, Th

Response: The Contractor is responsible for PWS compliance. A couple of important points:

PWS C.1.1. Requires work to be performed under all weather conditions.

PWS C.1.1.1. Daily includes Saturdays, Sundays and legal holidays. Daily means daily.

PWS C.5.4.1. Specifies when a latrine will be serviced based on its delivery date.

7. On a normal service day how many drivers are onsite servicing units? Given nature of reporting in and tracking of people we would like to know how many portable toilet service drivers are in the range at any given time?

Response: That is entirely demand driven and there is no “normal service day”. TE K - Historical Workload Data is provided some perspective. The Contractor is required develop their own individual methods and practices.

8. How often is current incumbent audited on services rendered and quality of services? Would KO be able to provide specific instructions on how to obtain vendor performance metrics or report card?

Response: The government has a COR, a Quality Assurance Specialist and three Quality Assurance Evaluators. These personnel inspect (“audit”) all aspects of the daily reports when they are received and conduct varying numbers of random inspections of the latrines nearly every day. Any discrepancy noted in the daily report and copies of all physical inspection are annotated and reported to the contractor immediately. The contractor is expected to correct any deficiency in a timely manner. “Report card” is done through the CPARS system on an annual basis.

b. The closing date and time has been revised to reflect 19 October 2015 at 2:30pm.
