About this file
This document is a Limited Sources Justification (LSJ) under the Simplified Acquisition Threshold (SAT) for a requirement to provide a comprehensive service agreement for the government-owned IPA ScrubEx surgical scrub and linen dispensing equipment at Dwight D. Eisenhower Army Medical Center (EAMC). The requirement is for an annual service agreement with a period of performance from 8/15/2024 to 8/14/2027, with a total dollar value of $65,708.70. The justification cites FAR 13.106-1(b)(1)(i) as the authority, as IPA is the sole manufacturer and provider of the IPA ScrubEx equipment, and L1 Enterprises is the only authorized distributor. The procurement history indicates this is a new requirement, and no previous competition was conducted. The Contracting Officer has determined the anticipated price to be fair and reasonable based on market research.

For further research, a sources sought notice was posted on SAM.gov from July 3, 2024, to July 8, 2024. On 8 July 2024, the Government received an email from L1 Enterprises that they are exclusive verified Service- Disabled Veteran-Owned Small Business (SDVOSB) and they are the only IPA’s government distributor as an authorized source for this service.
