The purpose of this justification is to authorize extending the contract by nine-months, which includes a six-month option, from 1 April 2022 to 30 September 2022, with an additional three month option period from 1 October 2022 to 31 December 2022 under FAR Part 6.302-1, Only One Responsible Source. The total Period of Performance, if all options are exercised, will be 85 months. The base and all options value for contract W9113M-16-C-0004 is currently __ The estimated total value of the proposed extension is-.

4. Authorities Cited: The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1 ). For the purposes of applying this subsection, refer to 10 U.S.C. 2304 (d)(1)(B)(ii) as implemented by FAR 6.302-1{a){2)(iii)(B) "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements."

5. Reason for Authority Cited: The follow-on contract final proposal evaluation was anticipated to be completed by 17 January 2022. However, the process has been delayed due to challenges associated with conducting a source selection in the COVID-19 environment, , the complexity of the evaluation, and the recent decision to conduct discussions with offerors. This delay is further exacerbated by the majority of the Government personnel teleworking due to the world-wide COVID-19 pandemic. Communications between the contracting officer, contracting support team and the requiring activity was impeded when virtual telecommunications systems were not working.

Due to the unforeseeable delays in the source selection process, and in the event of a protest of the new contract award, the Government is issuing a nine-month extension, which includes a six month option with an additional three-month option to provide sufficient time for award of the follow on competitive 8(a) contract, as well as allow for a 30-day transition period. The use of competitive procedures and another contractor at this point would result in severe delays in mission, schedule and increase of cost. Only DigiFlight Corporation can provide the required coverage in a timely manner without unacceptable delays and adverse impact to the mission. DigiFlight Corporation is the only source capable of continuing performance of the highly specialized services during the nine-month extension due to their involvement in the contract to-date.

The current SimCtr contract is due to expire on 31 March 2022. Failing to extend the current contract in order to provide sufficient time for the follow-on source selection process will result in a gap in critical SimCtr support. Such a gap would result in unacceptable, significant delays and disruptions in fulfilling the command's space, missile defense, and high-altitude mission requirements. The continuation of these non-commercial and highly specialized services is essential in order to provide continued customer support for military exercises and other analytical services. A break in support would be detrimental to SimCtr customers, including but not limited to, USASMDC, MDA, and OGAs who rely on SimCtr support to meet their mission requirements.

Additionally, awarding this effort to any other source would result in unacceptable delays in fulfilling the SimCtr's requirements. The schedule limitations of the re-compete action for accomplishing the follow-on acquisition are stated below:
