Section SF 1449 - CONTINUATION SHEET

SCOPE OF WORK

The purpose of this project is to provide a quarterly service and on-call repair of the computer controls and monitoring systems for the climate control systems on 19 Igloo’s located at Tooele South Area. It is the Government’s intention to establish a firm fixed price for initial set up, routine (quarterly) service, internet access, and repairs.

This contract is for the base year (1st year) plus four, optional years with performance commencing the date of contract award. The optional years may be exercised in accordance with the contract option provision.

There are nineteen (19) Earth Covered Magazines (Igloo’s) in the work required. The Igloo’s involved in this contract are the following: 1411, 1412, 1413, 1414, 1415, 1416, 1417, 1418, 1419, 1420, 1512, 1513, 1514, 1515, 1516, 1517, 1518, 1519 and 1520. The existing system monitors and controls the temperature and humidity in the above listed Igloos. The current system has a local audible alarm and strobe light installed on each Igloo that will activate when the temperature in the Igloo drops below 70 degrees F for period longer than 8 hrs. There is one Reliable Machpro Zone 88 BACnet building controller installed at each of the 19 Igloo’s, located in the control cabinet mounted to the front wall of the Igloo. The controlling components installed at each Igloo are as listed on the attached materials / bid schedule listing. Also shown in the enclosed pictorial exhibits. The controllers are all hardwired together creating a local network. The main network controller is located in the cabinet on the front wall of Igloo 1415 (see pictorial exhibit 3).

After contract is issued the contractor shall verify that all units are operating and communicating.

At present (February 2019) the only known issue is a probable faulty Reliable controller at Igloo 1512. There was an operational review done by a contracted electronic company done in February 2019.

A. The contractor will provide for the installation of a wireless internet connection (two static IP addresses) to the controller at igloo 1415 to allow remote access. Internet service can be via cellular service such as AT&T or Verizon using a cellular cradle point or wireless internet provider such as Digis Broadband Wireless, Hughes Net Wireless Service or any other provider/system that will allow the best remote access to the system by the contractor and Tooele Army Depot.

B. The contractor shall program a “Dashboard” that will appear when the system is accessed. The dashboard will, at a minimum, graphically show a representation of each igloo with the current temperature and humidity displayed. The “Dashboard” shall show an alarm to indicate when the temperature in any of the monitored Igloo’s drops below 70 degrees F and remains below this temperature for 8 hrs. Once an alarm condition is triggered, the system should alert the contractor and COR by phone or email. From the dashboard, an operator will also be able to pull a history of those recordings for the individual Igloos.

C. Because the Igloos are routinely opened in the winter for inspections, the temperature drops and the alarm sounds. This is not desirable when technicians are on site performing work. Therefore, an alarm silence button shall also be included in the dashboard. This will lock out the alarm for up to 8 hours. Anyone with access to the system could then lock out an Igloo on the day work is to be performed. After 8 hours, or turned on from the dashboard, the system would automatically make the alarm active again.

D. All full and partial access to the system shall be password protected with different levels of authorization. Only the highest level (reserved for the contractor) would be able to change parameters/set points. Partial access, such as viewing the dashboard and silencing alarms, would be reserved by Tooele Army Depot.

Monthly and Quarterly Requirements:

Monthly: The contractor shall provide the Contracting Officer’s Representative (COR) monthly reports of temperature and humidity trend logs for each of the 19 igloos. The report shall be conveyed electronically in either Microsoft Excel or Word format.

Quarterly:

A. Connect a portable computer to the main controller at igloo 1415 and ensure that all controllers are operating and communicating properly.

B. Open all 19 controller cabinets and verify all components are operating with no damage.

It is expected that on these quarterly visits that parts and technical ability shall be with the individual(s) to make timely repairs on site if needed.

C. Update / install new software updates as they become available.

D. Change any control / set points as requested by the COR.

E. Check that the internet connection(s) is functioning properly.

Trouble Call:

A. If any part of the system goes down for any reason, the contractor shall provide a technician on site to repair the system within 48 hours of notification of need to repair by the Government’s COR. This 48 period shall include weekends and holidays. Contractor shall notify the COR as soon as possible to ensure that the government can make proper arrangements for the contractor’s access to the Igloos.

B. Provide all labor and materials to repair the system and verify proper operation. The labor rates and material prices shall be established with this contract instrument. Invoicing for these actions shall be done per approved occasion. Funding for this line item will be established annually and adjusted as necessary. See current installed equipment in photos Figures 1-3 and the attached Bid Schedule. (As part of the bid package, the contractor shall provide a cost for labor and individual parts).

C. Because the contractor may be called out after normal working hours and weekends, the contractor shall be required to have a permanent badge. Contractor shall ensure that onsite technicians are not restricted from working on a military facility as identified in Army Directive 2014-05 enclosure 2. Contractor shall report to the Identification and Registration (I & R) Office, building 100 to obtain a badge with restricted access.

Contractor shall bring valid driver’s license and proof of insurance. Persons who have committed felonies in their past might not be approved access.

Pricing Detail:

A. Monthly: It is intended that there shall be monthly billings to cover the ongoing charges for the internet / wireless service and the monthly reporting required. For the first year it is expected there shall be a onetime charge for the initial internet / wireless set up and the programming of the dashboard application. These prices are to be listed and addressed separate from the ongoing monthly prices.

B. Quarterly: List pricing detail to include all of the above referenced quarterly requirements.

C. Trouble Call: Identify the hourly labor prices for regular hours, overtime hours and holiday hours. Also, list prices that are established for the various components on the parts schedule.
