STATEMENT OF WORK

Performance Work Statement Certified Weld Inspection for One-Metric Ton Containers

1.0 General

This is a non-personnel services contract to provide Certified Weld Inspections for One- Metric Ton Containers. The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform Certified Weld Inspection for One-Metric Ton Containers as defined in this Performance Work Statement (PWS). The contractor shall perform to the standards in this contract.

2.0 Project Background

Tooele Army Depot (TEAD) is manufacturing a minimum of three hundred (300) one-metric ton containers and a necessary step in the manufacturing process is certified weld inspection. TEAD currently requires this process be outsourced. See attached literature for schematics and pictures of the one-metric ton container.

3.0 Requirements

Contractor and all associated sub-contractor’s employees shall comply with applicable installation, facility and area commander installation/facility access and local security policies and procedures (provided by government representative). The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by installation Provost Marshal Office, Director of Emergency Services or Security Office. Contractor workforce must comply with all personal identity verification requirements as directed by DOD, HQDA and/or local policy. In addition to the changes otherwise authorized by the changes clause of this contract, should the Force Protection Condition (FPCON) at any individual facility or installation change, the Government may require changes in contractor security matters or processes.

The contractor shall furnish all services, materials, supplies, and labor required to perform the Certified Weld Inspection for One-Metric Ton Containers.

The inspector shall be certified Nondestructive Examination (NDE) Level II or Level III.

All welding inspection and/or visual inspection shall performed by personnel certified in accordance with AWS D1.1 and AWS QC1 as minimum of CWI (Certified Welding Inspector).

The inspector shall submit NDE examiner certification records as well as eye exams in accordance with the American Welding Society (AWS) D1.1, Section 6.1.4.4 within 7-10 days of contract award and prior to performing inspections. Failure to do so could result in delay in contract payments or cancellation of the contract.

The contractor shall be capable of performing weld inspections for the one-metric ton containers at TEAD.

The CWI shall perform visual inspection of one hundred percent (100%) of each container’s welds in accordance with AWS D1.1, Table 6.1, for Statically Loaded Connections.

The contracted inspector shall complete a weld examination report and those portions of the Shop Operations Traveler associated to their inspections.

The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this PWS. The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract.

The certifying procedures and contractor inspection and quality program shall be developed by a Level III CWI. Certifying procedures for non-destructive examination (NDE) equipment, operators and inspection and quality procedures shall be performed in accordance with Paragraph E-6, MSSP-28 Rev 3, dated June 26, 2103, as well as applicable Industry Standards and this PWS.

4.0 Project Schedule

Twenty (20) one-metric ton containers will be welded per week, until a minimum of three hundred (300) are completed. There will be some weeks where the quantity varies.

Contractor must be capable of inspecting from zero (0) containers to forty (40) containers in a given week. Tooele Army Depot’s work week is Monday through Thursday 7am- 5pm. Friday’s will be utilized for overtime as needed. Weekly coordination will be made with the contractor for Friday’s work schedule.

5.0 Specific Tasks

5.1. Weld Inspection

The CWI shall verify that the filler metal is the correct controlled material, and that required certifications, etc. are present.

Special attention shall be given to thorough final examination of all completed welds.

Visual examinations for all steels may begin immediately after the completed welds have cooled to ambient temperature.

A CWI (Certified Weld Inspector) shall visually inspect 100% of each weld. Each pass of welding shall be inspected and accepted before the next pass of weld is applied.

The CWI shall inspect: the half couple weld; all tack bead welds; all body joint root welds, all body joint welds, all hex nut tack beads, all channel tack welds, all channel welds.

5.2 Documentation

The contractor shall certify that each container has been 100% visually inspected in the Shop Operations Traveler.

The inspector will complete inspection reports on a daily basis and submit them to TEAD by the start of the next working day.

5.3 Total Quantity of Containers

Contractor shall weld inspect a minimum of ten (10) one-metric ton containers and up to three hundred twenty (320) one-metric ton containers. (The additional inspections above 300 are in case re-inspection of containers is required due to quality defects, etc.).

5.4 Reporting

Contractor shall register with the Contract Manpower Reporting Application (CMRA), and submit all required reports to the Contract Manpower Reporting Application (CMRA), including the end of project report. Failure to do so may result in delay of acceptance and payment of associated invoices.

6.0 Quality Control

The Contractor shall ensure that all services and products provided to fulfill this Task Order, including work performed by subcontractors, are at or above the levels of quality required by the base contract under which this Task Order is written.
