About this file

This is an Amendment to Solicitation (Standard Form 30, Amendment 0002) for the procurement of 1,800 dehumidifiers issued by the Defense Contracting Directorate at Fort Henry, Army Post Office, AP 96218-5682. The amendment implements corrective action to clarify Government minimum technical needs, update warranty evaluation criteria, and extend the closing date for submissions.

The solicitation requires offerors to submit complete technical and price quotations by 15 May 2026 at 10:00 AM Korea Standard Time (extended from 24 March 2026 at 01:00 PM). Key technical requirements include: strict adherence to salient characteristics with no "or equal/or exceed" language permitted; mandatory use of R-32 refrigerant per the American Innovation and Manufacturing Act; delivery schedule specification; and a comprehensive warranty plan. The warranty plan must demonstrate a minimum one-year full warranty commencing from final delivery and formal acceptance, with the contractor maintaining at least 5% local buffer stock of replacement units in South Korea and guaranteeing on-site, one-to-one unit replacements within three business days for USFK Area IV (Daegu and Waegwan). Only new, unused, non-remanufactured equipment is acceptable, and contractors must provide a complete English-language operator's manual at delivery. Prices must be quoted in Korean Won rounded to the nearest whole unit with no decimals. Evaluation will be on an acceptable/unacceptable basis for technical factors, with price evaluated for fairness and reasonableness; among technically acceptable offers, the Government may select the lowest priced offer or best value considering delivery and warranty factors.

4.1. FACTOR I - TECHNICAL

4.1.1. Offerors shall provide a clear and complete technical quotation that fully identifies the proposed item and demonstrates compliance with all solicitation requirements. The Government requires strict adherence to the purchase description. Any proposed product shall exactly meet the specifications identified as salient characteristics of the required product in this solicitation.

Offerors who fail to submit all required information may not be considered for award.

Required Technical Information:

Offerors shall provide the following:

Detailed technical specifications demonstrating exact compliance with all required features and performance characteristics.

Refrigerant Requirement: Explicit confirmation that the proposed units utilize R-32 refrigerant.

Brand name.

Make and model number.

Delivery schedule, including the exact number of calendar days required after receipt of order (e.g., "Delivery within XX days after receipt of order").

Warranty information: Offerors must submit a detailed warranty plan addressing the administrative and logistical requirements outlined below to demonstrate the capacity to execute replacements at scale.

a. General Warranty Commitment and Coverage

Full Coverage: The Contractor shall guarantee comprehensive warranty support for all 1,800 dehumidifier units supplied under this contract.

Warranty Period: All units shall be covered by a minimum one-year (1-year) full warranty, commencing from the date of final delivery and formal acceptance by the Government.

Continued Support: Throughout the warranty period, the Contractor shall act as the primary point of contact and maintain sole responsibility for managing all technical issues, parts replacements, and unit swaps to ensure all 1,800 units maintain peak performance.

b. Local Inventory and Replacement Stock Requirement

To support the rapid replacement of defective units, the Contractor shall maintain the following minimum local inventory within South Korea:

Whole Unit Replacement (Buffer Stock): The Contractor shall maintain a local, ready-to-use inventory of fully assembled replacement units equivalent to at least 5% of the total supplied quantity. This buffer stock must be dedicated to immediate "one-to-one swaps" in the event of a unit failure, ensuring zero downtime for the end user.

Spare Parts & Maintenance Capabilities: The Contractor shall maintain a sufficient stock of critical spare parts and possess the necessary repair capabilities. This infrastructure must be adequate to rapidly repair defective units and continuously replenish the 5% whole-unit buffer stock, ensuring the Contractor can consistently meet the 3-day replacement guarantee.

c. Defective Unit Replacement and Logistics Protocol

The Contractor must guarantee the replacement of any defective unit within three (3) business days of the initial defect notification. To achieve this, the Contractor shall operate a streamlined logistics and service protocol:

Direct Contact & Rapid Response: The Contractor shall provide a dedicated support team to act as the single point of contact for the Government. The Contractor must provide an immediate response upon notification of a defect and initiate the replacement logistics process within 24 to 72 business hours.

Area IV Logistical Support (Daegu & Waegwan): The Contractor must possess the logistical reach and capabilities to directly support USFK Area IV operations, specifically focusing on Daegu and Waegwan. Their logistical framework must ensure they can rapidly reach USAG- Daegu installations and Camp Carroll (Waegwan) within the required timeframe.

Pick-up & Swap Operations: The Contractor's logistics team shall arrive on-site to pick up the defective unit. To ensure zero downtime, the Contractor shall perform an immediate, on-site one-to-one swap using their local buffer stock.

Off-site Maintenance: Defective units shall not be repaired in the barracks. Collected units must be removed from the installation and transferred to the Contractor's own facilities for inspection and repair.

Cycle Guarantee: The Contractor must confidently guarantee that the entire cycle--from the Government's initial contact regarding a defective unit to the final on-site replacement--shall be completed within the 3-business-day window.

Additional Technical Requirements:

New Equipment Only; Only new, unused, non-remanufactured humidifiers will be accepted.

Used, refurbished, or re-manufactured products are strictly prohibited.

The contractor shall provide a complete operator's manual in English at the time of delivery.

The manual must include clear instruction for operation, maintenance, and troubleshooting.

4.2. FACTOR II - PRICE

4.2.1. All prices shall be quoted in the local currency (Korean Won). Offeror(s) shall round all unit prices to the nearest whole Korean Won (KRW), with no use of decimal points.
