The Contractor shall understand the Quality Control Methods that they shall employ to insure the fewest services delays and product/service deficiencies. The Government shall audit, or use inspection methods or other methods to assure that the Contractor is providing the services or products required by the contract. The Contractor shall not present goods or services to the Government which the Contractor has failed to perform appropriate Quality Control methods as generally outlined by FAR Clause 52.246-12 and as dictated by the particular construction renovations provided to the government.

1.1 The Government bases, but does not limit, its primary quality assurance procedures on random sampling of the recurring critical output products of the contract using the concepts of MIL-STD-1916. The Contracting Officer Representative (COR) will monitor the contract requirements using Contractor reports and customer complaints (DA Form 5477) and assessments of the work completed based on the Performance Requirements Summary.

The Government reserves the right to perform 100% inspection or other inspection methods as might be applicable to the circumstances.

1.2 For areas monitored by sampling: The Criteria is derived from MIL-STD-1916 based on the lot size, sample size and AQL for each contract requirement. When the number of defects in the Contractor’s performance are discovered by the Quality Assurance Evaluator (QAE) and exceed the unacceptable level, the COR shall be required to complete a Contract Deficiency Report (CDR) DD form 2772. The CDR requires the Contractor to explain in writing why performance was unacceptable, how they will return performance to acceptable levels, and how the Contractor will prevent the recurrence of the problem(s) in the future. CDRs should answer the following questions in the Corrective Action Plan (CAP) which is to be provided as part of the answer to the

CDR.

What is the Root Cause of the Deficiency?

What action was taken to correct the specific deficiency?

What action was taken to correct and prevent recurrence of the Root Cause of the Deficiency?

What action was taken to determine if other product is affected by the same or similar deficiency and action taken regarding other susceptible product?

What action was taken to correct the weakness which allowed deficient product to be presented to the Government or COR for acceptance?

What are the target dates for implementation of the Contractor’s identified corrective action?

Other requirements. The criteria for non-sampled requirements were derived from estimates of the level of performance experienced when Government personnel did the service or are the level of performance deemed acceptable to the Government. The use of the CDR as described above applies to these requirements as well.

1.0. Quality Control Program (QCP). The Contractor shall institute the U.S. Military’s Quality Assurance Methods insuring that the Quality Control system meets the requirements of FAR Clause 52.246-12 and FAR Part 46 previously mentioned. The Contractor shall develop and maintain a Quality Control plan which is applicable to the processing of product IAW this Performance Statement of Work which shall meet the requirements of the FAR clause 52.246-12 previously mentioned. The QCP must be forwarded to and accepted by the Contracting Officer’s Representative (COR). The Contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of deficiencies and previously discussed in par 1.3 above. The Contractor’s QCP is the means by which the Contractor assures that the work complies with the requirement of the contract. A copy of the Quality Control Program shall be provided to the COR within 10 days after contract award date or no later than the post award conference.

The Contractor shall have applicable methods which would allow for meeting the requirements of the particular service/construction work outlined in the contract.
