Contractor: Motivair Corporation Program/Equipment: Motivair Chiller Parts/Cage Code 7LQ93
3. Description of Services: The government intends to purchase parts from Motivair Corporation, which is the only sole company that can provide technical support for this model of equipment. The MTC contains a state-of-the-art warfighting machine of which there are few in the world. The MTC provides essential aircrew training that can only be accomplished if supported by fully functioning HVAC equipment. The MTC is designed to never be powered off and must operate 24/7 year-round to execute its vital mission. This means the Motivair Chiller HVAC system must operate 24/7 year-round. The Motivair Chiller HVAC system needs to be upgraded as soon as possible to support continued training and flying operations on the Korean peninsula in support of USFK.
The HVAC units which support this facility provide critical year-round cooling to sophisticated mechanical and computer systems with clearly defined heat tolerances. If these tolerances are exceeded, all simulator operations shut down immediately, impacting mission operations both in the simulator and in meeting the Wing’s Air Tasking Order.
Currently, both chillers require routine maintenance and new parts. The parts required in this package support maintenance requirements that ensures continued full mission capability. Additionally, the service requirement for a technician to be on-site is necessary to provide oversight and training to the USAF HVAC technicians who will be installing the parts and optimizing the system. The USAF technicians are experienced in HVAC type systems employed throughout the Air Force however, this system is somewhat unique, so additional training is requested to ensure that this system is performing to optimal ability and they are better trained to maintain it in the long-term.
Motivair does not have representation on the Korean peninsula resulting in the 8 FW requirement to sole-source procure materials and service assistance. Motivair has been responsive to 8 FW requests for assistance in troubleshooting the systems via email and telephone consultation since less than optimal performance arose with these units in October 2018. We require Motivair materials as well as trained and certified service technical expertise to ensure we optimize this mission critical capability. Additionally, all materials must arrive with the controller pre-programed, correct plug connectors on all components and correct wiring configuration to align with this specific chiller make and model. Even though some parts may be available from other vendors, only Motivair parts will ensure the unique characteristics required to promote compatibility with this specialized system. As a result, this package requirement can only be sourced through Motivair.
Delivery schedule: 16 weeks from time of order; Vendor is responsible for shipping logistics.
