Part 1

General Information

1. GENERAL: This is a non-personnel service contract to provide engineering services, Review, Hydraulic Test and Analysis of fire pump/Sprinkler System on various location on the Kunsan Air Base. The Government will not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to the Government.

1.1 Description of Services/Introduction: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform analyzing existing fire pump system to evaluate the necessity of fire pumps as part of fire sprinkler system as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.

1.2 Background: The Kunsan Air Base has maintained numerous fire pumps that deemed unnecessary and are risky to failure. The base water pressure supplying to fire sprinkler system on base is quite stable and considered sufficient to the fire suppression system without operating fire pumps. In addition some of old fire pumps could have not maintained and repaired because parts are not readily available in the market. Due to age of construction and loss of historical design data, the base cannot evaluate existing sprinkler system especially necessity of fire pumps and will need to obtain the hydraulic basis of sprinkler and pump selection to evaluate that existing pump system is necessary with current water condition.

1.3 Objectives:

Obtain hydraulic calculation data of each fire sprinkler system.

Decrease number of unnecessary fire pumps resulting in saving base operation/maintenance/repair cost Comply with the fire code and regulatory requirement Improve fire protection stability by minimizing maintenance area Record keeping helps future development and repair

1.4 Scope: Review all as-built and construction data provided by the Government, perform survey, test hydrants adjacent to the buildings and carry out hydraulic calculation. Based on the result of calculation, the contractor shall judge and recommend that the government keep or remove fire pumps. Report all the test and calculation data and recommend new piping layout and cost estimation in the case the removal is recommended.
