Request for Information (RFI)

Title: Routine Railway Inspection Service for 51ST CES Osan AB. Korea

Issue date: 17 JAN 2025

Response Due Date: 17 FEB 2025

1. General Information

The United States Air Force, 51ST CES, Osan AB, Korea is seeking potential sources that can provide routine railway inspection service and provide guidance on repair of any deficiencies. The North American Standard Industry Classification System (NAICS) Code anticipated for this acquisition is 482111. All responsible offerors shall specify that their qualification meets the requirements to provide railway inspection.

2. Purpose

The purpose of this posting is to know whether this procurement is a sole source environment or not. Thus, this RFI is issued solely for market research and planning purposes to identify potential vendors capable of meeting these requirements.

3. Background

There is 1.81 miles (2.913 km) of railway system between Songtan Station and Osan AB.

The railway was constructed in 1952 and had been actively used to transport fuel and materiel. The contractor is responsible for providing inspection services to identify any possible deficiency away from “Railway Maintenance Guidance (선로유지관리지침)”, “Technical Standards on Railway Facility (철도시설의 기술기준)”, “Railway Construction

Regulation (철도건설규칙)”, and “Railroad Construction and Maintenance Act (철도의 건설

및 철도시설 유지관리에 관한 법률)”. The contractor also shall provide guidance on repair of those deficiencies what they find after inspection.

4. Submission Details

All responsible offerors shall submit a response demonstrating their capabilities to provide the required services to the Point of Contact listed below. Responses to this notice are not considered offers and cannot be accepted by the Government to form a binding contract.

No solicitation exists; therefore, do not request a copy of the solicitation. The decision to solicit for a contract shall be solely within the Government's discretion.

Any information submitted by offerors to this request for information is voluntary. This request for information is not to be construed as a commitment by the Government, nor will the Government reimburse any costs associated with the submission of information in response to this notice.

Response should include:

• A point of contact (name, title, email, and phone number).

• Company UEI, CAGE, and Small Business Category/Size Standard, if applicable

• Attachments or supporting documentation, if applicable.

- Related Certifications or license of railway inspection of Technical Standards on Railway Facility and Railroad Construction and Maintenance Act

- Past performance history

5. Response Submission:

All responsible offerors shall submit a capabilities package that explicitly demonstrates the capabilities of the contractor to provide routine railway inspection service. Responses must be submitted electronically to the following Points of Contact (POCs) in a PDF file or Microsoft word compatible format to be received no later than 06:00 on 17 FEB 2025 KST.
