1) In solicitation, Factor II Past Performance requires that the company shall hold valid industrial boiler maintenance experience. (Please refer to the attachment 1) Could you clarify whether a prime contractor requires boiler and hvac maintenance experience please?
Nope.
A: The revised “FACTOR II. PAST PERFORMANCE” has been edited in page 17 to reflect the Dorm COM contract instead of the Boiler Mx Contract. See highlighted section.
2) Referring to the CLIN #002, the unit of "JOB" means, the number of rooms? (EACH) A: Correct

For example, if all four rooms are vacant and there is a common area, then we count it as four for CLIN #002.

A: Correct. One job includes setting up one tent and tearing down one tent.

A: For the past three years, we have been in COVID19 pandemic, so we have not used the CLIN. However, I will provide you with the information on how many tents and how often we have used the CLIN.
We used the CLIN (two times), and set-up/tear down (50) tents in 2020.

A: The Contractor shall have ten (10) days from Task Order award to mobilize (purchase equipment, tools, vehicles, hire personnel, and obtain base access) in order to begin full contract performance.
8) Referring to the Appendix G Cleaning Standards, whose responsibility is to provide restroom supplies? (soap, toilet tissue, etc.)

10) According to the solicitation page 16, the first paragraph says the offeror shall submit 2 documents(license/permission and registration) but the second paragraph says if the offeror has business permission(1), they will not need to provide registration(2). Please clarify whether the offeror needs to submit both documents or just one of them.
*FYI: p16 of solicitation: (1) The offeror shall submit a copy of a valid and current license in Building Sanitation Control Business Permission (건물위생관리업) or Business Facilities Management and Business Support Services (사업시설관리 및 사업지원 서비스업), and (2) Facility Maintenance and Management (시설물 유지관리 공사업) issued by ROK Government. The Facility Maintenance and Management registration (시설물 유지 관리 공사업) must be as Construction (건설업).
The Prime Contractor will not need the Facility Maintenance and Management business registration (시설물 유지관리 공사업) if the Contractor’s Certified Copy of the Registry of Building Sanitation Control Business Permission (건물위생 관리업) or Business Facilities Management and Business Support Services (사업시설관리 및 사업지원 서비스업) includes paint. Permission cannot be substituted for the prime contractor’s document.
Answer: We request the Facility Maintenance and Management business registration (시설물 유지관리 공사업) because of paint. However, if your Building Sanitation Control Business Permission (건물위생관리업) or Business Facilities Management and Business Support Services (사업시설관리 및 사업지원 서비스업) include paints as an item, then you do not need to provide the Facility Maintenance and Management business registration (시설물 유지관리 공사업).
