Q + A SHEET
Q1. The compliance sheet says 2 ton capacity crane, but the spec says 3 ton. Can you confirm which is right?
A1. The requirement is for 2 ton capacity crane.
Q2. Will this crane be going onto an existing runway?
A2. The new crane will be mounted on an existing crane runway.
Q3. If this is an existing runway we will have to be given the floor to top of rail dimension, rail to ceiling dimension, and the span of the crane (center of rail to center of rail).
A3. The supplier will be expected to come in and measure with a laser system or other means. The approximate rail dimensions are, 21ft. from the floor to the railway and the span is 50ft. The railway has a 10 Ton crane that the new 2 Ton crane will share the railway with. There is more than enough ceiling room for a 2 Ton crane.
Q4. Runway length? Will there be any other cranes on this runway or is this just a direct crane replacement?
A4. The length of the railway is approximately 300ft., the new crane would only utilize at most 200ft. of that stretch.
Q5. Turnkey pricing including installation, commissioning, and load test? Or will installation or load test be done by others?
A5. Pricing would include everything, the load testing will be done once installed by the RIA personnel.
Q6. What type of conductor bar?
A6. Conductor bar is 480 volt, 3 phase.
Q7. Is a Variable Frequency Drive (VFD) of 65 fpm acceptable?
A7. Per the RIPD, a variable speed drive will be considered acceptable as it exceeds the minimum requirement. A variable speed drive would need to cover at least the range of 20-fpm to 80-fpm. 65 fpm is acceptable.
Q8. Is there free and clear access (area) to stage and install the crane?
A8. Yes, there is room.
Q9. Where in Bldg. 220 is the Crane Bay?
A9. As you walk into 220 from 210, near welding cells. There is an overhead crane running North and South, this is where the crane we are looking to purchase will go.
AMD 0001 NARRATIVE
The purpose of Amendment 0001 is for the following:
1) To answer questions 1 to 6 that were received from industry
2) Extend the solicitation closing date to 08 August 2022 at 12:00pm
Section SF 1449 - CONTINUATION SHEET
SOLICITATION NARRATIVE
1. Army Contracting Command – Rock Island (ACC-RI) has a requirement for a 2Ton Brdige Crane in support of Rock Island Arsenal, Joint Manufacturing and Technology Center (RIA-JMTC). This solicitation is in accordance with FAR Part 12, Acquisition of Commerical Items, and FAR Part 13, Simplified Acquisition Procedures. This solicitation is posted as a 100% Small Business Set Aside under NAICS 333923, Overhead Traveling Crance, Hoise, and Monorail System Manufacturing.
The Government intends to award a firm-fixed price contract to the contractor with the lowest priced, responsive and responsible contractor whose quote conforms to the terms and conditions of this solicitation outlined in FAR 9.104-1.
2. Please view the following attachments for more information on this requirement:
Attachment 0001: RIPD 22-9-28
3. On time delivery is very critical. Therefore, the contractor must adhere to the delivery requirements indicated in the subsequent award. Failure to comply with the contractual delivery schedule after award may result in termination of the order or require consideration if the Government elects to extend the delivery. The Government is not required to extend your delivery schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflicts, etc., are not acceptable excuses for failing to meet the delivery schedules in the subsequent award. If there is going to be a delay in delivery, the vendor is required to notify the Contract Specialist and/or Contracting Officer designated in this order.
IMPORTANT: Please mark the outside of all shipping containers, invoices, freight bill of ladings, and packing slips with the Order number TBD. Please list only the address listed in the “Ship To” block on all freight bill of ladings. Failure to do this could cause your shipment to be returned back to your, refused by Rock Island Arsenal.
4. Quotes will be considered valid for a period of 30 calendar days after submission by the contractor.
5. The Defense Finance and Accounting Service (DFAS) via Wide Area Workflow (WAWF) will make payment. Only electronic invoices submitted through WAWF will be accepted. All other formats will be rejected. See Defense Federal Acquisition Regulation Supplement (DFARS) 252.232-7003 and 252.232- 7006 for additional invoicing guidance.

Did your firm receive $7.5 million or more in Federal contract awards in the prior Federal fiscal year?
Please place an "X" next to the appropriate answer.

EVALUATION CRITERIA
1. Basis for Contract Award: The Government plans to award a single Firm Fixed Price (FFP) purchase order utilizing Lowest Price Technically Acceptable (LPTS) source selection procedures with FAR 15.101-2.
The evaluation factors include Technical (ACCEPTABLE/UNACCEPTABLE) and Price. The technical factor will be rated as ACCEPTABLE/UNACCEPTABLE. Contractors who do not receive an overall ACCEPTABLE rating for the Technical factor will not be further evaluated and will not be eligible for award. The Government will not rate or rank proposals, but will select the proposal that provides the best overall value to the Government based on the lowest total evaluated price of those proposals deemed technically acceptable.
2. The Government intends to evaluate submissions and award a purchase order without discussions with contractors (except clarifications as described in FAR 15.306(a)). Therefore, the offerors initial proposal should contain their best terms for technical and price. However, the Government reserves the right to conduct discussions if determined necessary by the Contracting Officer.
3. Evaluation Factors:
Factor 1: Rock Island Purchase Description (RIPD) Compliance: Each offeror shall provide a statement of compliance. It shall be a copy of the RIPD at Attachment 0001. At the end of each and every paragraph the offeror shall type or write exactly either "COMPLY" or "NON- COMPLY". Other formats will not be considered acceptable. The offeror may include reasoning or an explanation in the case that they state “NONCOMPLY” with any paragraph. In certain instances, the Government may determine these deficiencies as a “minor non-compliance” and to be an acceptable deviation to the specification.
ACCEPTABLE:
The offeror’s RIPD Compliance is a copy of the RIPD and at the end of each and every paragraph the vendor responded exactly either “COMPLY” or “NON-COMPLY”. If “NONCOMPLY” is written, a brief description of the non-compliance was provided.
Any non-compliances which are determined to be minor non-compliances and are determined to be an acceptable deviation to the specification.
UNACCEPTABLE:
The proposal does not include a Compliance Statement or the Compliance Statement is not a copy of the
RIPD and/or does not include at the end of each and every paragraph typed or written exactly either “COMPLY” or “NON-COMPLY”. If “NON-COMPLY” is written, a brief description of the noncompliance is not included.
Any non-compliances are determined to be unacceptable.
The equipment offered does not meet the requirements of the RIPD even if noted properly.
Factor 2: Price: For the offerors that receive a ACCEPTABLE rating on the technical factors, their proposals will be evaluated on the prices proposed for all CLINs.
The offeror shall enter a firm fixed price for all CLINs. Prices shall be submitted on a FOB Destination basis. Ship to location is Rock Island, IL 61299. The unit price will be binding. The Government reserves the right to require the submission of any data (i.e., other than cost or pricing data) necessary to validate the reasonableness of an offer.
Pricing shall be valid for 1 year after date of proposal.
The Government intends to award to the lowest priced, technically acceptable offer.
