SOLICITATION NARRATIVE

1. The Army Contracting Command – Rock Island (ACC-RI), CCRI-AH hereby issues solicitation W9098S21Q0012 for Gear Ring Assemblies in support of the Rock Island Arsenal - Joint Manufacturing and Technology Center (RIA-JMTC). The award will be issued in accordance with FAR Part 12 (Acquisition of Commercial Items) and FAR Part 13.5 (Simplified Procedures for Certain Commercial Items).

This procurement is a 100% Small Business Set-Aside. The Government intends to make one award to the responsive and responsible Small Business Offeror that quotes the lowest overall total price for all four CLINs.

Please note that CLINs 0003 and 0004 are Option CLINs and are listed with the maximum option quantity for evaluation purposes only. As stated in FAR clause 52.217-5, evaluation of these options does not obligate the Government to exercise these options. Additionally, the Government reserves the right to exercise any portion of these CLINs, up to the maximum quantity identified for each CLIN, at the quoted unit price. The Government does not expect to have discussions.

2. This requirement has a drawing. To request a copy of the drawings please go to beta.SAM, Solicitation W9098S21Q0012. When you request the drawing it is very important that you include your CAGE Code. **Please note, the person requesting the drawing thru beta.SAM must be the same person that is registered in the Joint Certification Program (JCP), which shows that a Militarily Critical Technical Data Agreement is on file with Defense Logistics Information Services (DLIS). If you have issues, please contact the Federal Service Desk (FSD) help desk at 866-606-8220. In addition, if you have questions concerning Contract Opportunities go to the following website: https://beta.sam.gov/. You will need to click on the "About Contract Opportunities" link. This will take you into a new beta.SAM.gov webpage that provides information on Contractor Opportunities "Contractor Resources".

Please note that the drawing for Part Number 13064429 is identified as a source control drawing and identifies an approved source of supply for this part.

No First Article Testing is required.

Reference drawing 12993884, Section I, subparagraphs (4) and (5). Referenced paragraphs on drawing 12993884 allow for use of alternate test specimens (e.g. test panels) in lieu of actual parts, when approved by the current design activity. To clarify the intent of this section, when a contractor desires to use alternate test specimens for a particular contract, submittal of a Request for Variance (RFV) is not required. The contractor may submit a memorandum, email or other means thru the government contracting officer, who will submit the request to the cognizant ARDEC quality assurance organization. The ARDEC quality assurance organization will then respond via email, memorandum or other means back to the contracting officer with either the approval or disapproval.

Points of contact are Ryan Garrett, Contract specialist, ryan.e.garrett3.civ@mail.mil and Contracting Officer, Kurt L. Kleinlein, kurt.l.kleinlein.civ@mail.mil.

3. All unit prices proposed will be binding. The Government reserves the right to require the submission of any data (I.e. other than cost or pricing data) necessary to validate the reasonableness of an offer.

4. Contractor responsibility will be determined as outlined in FAR 9.104-1.

5. Offers shall remain valid for two months after date of quote submission.

6. This is a DO-RATED requirement. This rating must flow down to your suppliers and mills. DO-RATED orders take preference over unrated or commercial orders.

7. On time delivery is very critical. Failure to comply with the contractual delivery schedule, may result in termination of the order or require consideration if the government elects to extend delivery. The Government is not required to extend your delivery schedule if you encounter delays. The non-availability of raw materials, subcontractor issues, scheduling conflicts, etc., should be considered at the time you are submitting your offer. They are not acceptable excuses for failing to meet the delivery after award. Ensuring that you can provide quality products that conform to the contract is just as important as meeting the required delivery schedule. Delivery of nonconforming products results in delivery delays and increased costs to the Government. Please note that if you receive this award, your performance under this contract (including timeliness of deliveries and the quality of supplies/services delivered) will be monitored and recorded by this contracting office. This information may be used to determine a record of past performance for future contract awards.

Delivery will be in incremental deliveries as follows:

Delivery Number Date Quantity 1 14 Weeks ARO 120EA Green 2 30 April 2021 100EA Tan 3 31 May 2021 100EA Tan 4 30 June 2021 100EA Tan 5 30 July 2021 100EA Tan 6 30 August 2021 229EA Tan

Offerors are encouraged to offer shorter delivery lead-times. Please provide those schedules, if applicable.

8. Prices shall be submitted on an F.O.B. Destination (FAR 52.247-34) basis. The item shall be shipped to Rock Island Arsenal, Illinois, 61299-5000. The actual location will be on the award document.
